*Receiving Greek Ambassador to Vietnam Antonios Papakostas, President Luong Cuong congratulated the Ambassador on his new assignment in Vietnam; believing that during his term in Vietnam, the Ambassador will play an important role as a bridge, actively contributing to fostering and further strengthening the traditional friendship between Vietnam and Greece.

On this occasion, through the Ambassador, the President sent his regards and best wishes to President Konstantinos Tassoulas, and asked the Ambassador to extend an invitation to the Greek President and his wife to visit Vietnam at an appropriate time.
Expressing his gratitude to the President for taking the time to meet him, the Greek Ambassador said that although he had just arrived in Vietnam not long ago, he had felt the affection that the Vietnamese State and people had for him; he hoped that during his term, he would contribute to further promoting the friendship and cooperation between the two countries.

The President thanked Greece for being one of the early partners to ratify the Vietnam – EU Investment Protection Agreement (EVIPA); and was pleased to see that the trade relations between the two countries have had many positive developments in recent times. However, investment cooperation between the two countries is still at a very modest level compared to the potential for development in the fields of economics, trade and investment between the two countries.

The President suggested that during his term, the Ambassador, together with Vietnamese partners, promote measures to further strengthen bilateral cooperation, help promote the signing of a number of cooperation agreements in areas of mutual interest, in order to create a legal framework for businesses of the two countries to expand bilateral cooperation in the coming time.

The President hoped that both sides would continue to effectively exploit the Vietnam-EU Free Trade Agreement (EVFTA); asked Greece to help other EU countries ratify the EVIPA soon, support and urge the EC to soon remove the IUU yellow card for Vietnamese seafood, ensure the livelihoods of hundreds of thousands of Vietnamese fishermen and meet the interests of European consumers.
The President highly appreciated the two countries' active cooperation and regular support for each other at multilateral forums and international organizations; he hoped that in the coming time, the two sides would continue to closely coordinate at the United Nations and UNESCO, promoting ASEAN-EU relations.

*Receiving the Colombian Ambassador, President Luong Cuong congratulated Ms. Camila Maria Polo Flores on her appointment as Ambassador Extraordinary and Plenipotentiary to Vietnam; believing that the Ambassador will make important contributions to further promoting the Vietnam-Colombia cooperation and friendship in an increasingly substantive and effective manner, for the benefit of each country, for peace, stability and development of the two regions.

The President shared with the Ambassador about the process of building and developing the country over the past 40 years, from a country that had just emerged from the struggles for national independence, overcoming the consequences of war to gradually develop and today has become a country with an increasingly important role and position in the international arena.

The President highly appreciated the role, position, and achievements in socio-economic development and foreign affairs that Colombia has attained in recent times; affirmed that Vietnam supports the peace process in Colombia, and wishes to further deepen the friendly and cooperative relations between the two countries, for the benefit of the people of both countries, for peace, stability, cooperation, and development in the two regions and the world.

The President expressed his satisfaction with the positive development of the friendship and cooperation between the two countries in recent times, especially in economic and trade cooperation; he hoped that both sides would regularly maintain existing cooperation mechanisms and actively support each other at multilateral forums, especially the United Nations.
The President appreciated Colombia for successfully hosting the Partnership for Green Growth and the Global Goals 2030 (P4G) Summit in 2024 and for closely cooperating with Vietnam to successfully host P4G 2025.
Sincerely thanking the President for taking the time to meet him, the Colombian Ambassador highly appreciated the cooperative relationship between the two countries in recent times, and thanked Vietnam for supporting Colombia in the process of building peace and developing the country.

Ambassador Camila Maria Polo Flores emphasized that her mission during this term is to further promote bilateral relations, especially coordinating with relevant Vietnamese agencies to organize the celebration of the 50th anniversary of diplomatic relations between the two countries.
The Ambassador said that President Gustavo Petro and the Colombian people admire and have closely followed Vietnam's development in recent years; and believe that Vietnam is a reliable partner in the region and the world.
Agreeing with the President, Ambassador Camila Maria Polo Florez said that Vietnam is a model of development and economic growth in recent times that Colombia can learn from. As a developing country like Vietnam, Colombia is ready to cooperate with Vietnam in new fields such as artificial intelligence and clean energy; and support Vietnam in multilateral and international forums.
Regarding the direction of cooperation in the coming time, the President suggested that during his term, the Ambassador closely coordinate with the Vietnamese side to further promote the friendship and multi-faceted cooperation between Vietnam and Colombia in politics-diplomacy, economics, trade, investment, culture, tourism, and people-to-people exchange.
On this occasion, the President sent his regards and best wishes to Colombian President Gustavo Petro, through the Ambassador, and invited the President and his wife to visit Vietnam at an appropriate time.
The President believes that the Ambassador will be an active bridge to consolidate and develop the friendly partnership and multi-faceted cooperation between the two countries; affirming that the Vietnamese State and ministries will closely coordinate and create all favorable conditions for the Ambassador to successfully complete his term of office in Vietnam.
*Welcoming Ms. Nubiela Ayala Modes as Ambassador Extraordinary and Plenipotentiary of the Republic of Panama to Vietnam, the President highly appreciated the Government of Panama for sending the Ambassador, who has lived in Vietnam for many years, has a good understanding of customs and practices, has special affection for the Vietnamese people, and is an important bridge in the relationship between the two countries.

The President said that Vietnam and Panama have a traditional friendship, solidarity and excellent mutual support, demonstrated through the Panamanian people's support for Vietnam's past struggle for national liberation and the country's current process of national construction and development.

Thanking the President for taking the time to meet her, Ambassador Nubiela Ayala Modes expressed her honor to be appointed as the head of the Panamanian diplomatic mission in Vietnam. She was very impressed with Vietnam's long-standing culture and always had special feelings for the country and people of Vietnam, where she used to live and work.
The Panamanian Ambassador affirmed that during his term, he will make every effort to promote the traditional friendship and effective cooperation between the two countries, especially in political, economic, trade and investment relations in recent times.

Agreeing with the President's assessments of bilateral and multilateral cooperation issues, Ambassador Nubiela Ayala Modes expects the two sides to continue to expand cooperation areas in line with each side's potential and strengths, and hopes that Vietnam will continue to support Panama at international forums.
The President affirmed that Vietnam attaches importance to Panama's role and position in Central America and Latin America; wishes to consolidate the good traditional friendship, enhance political trust, improve the effectiveness of cooperation, especially in economics, trade, investment, culture, and people-to-people exchange, for the benefit of the people of the two countries, contributing to peace, stability, and development in the two regions and the world.

The President suggested that in the coming time, the Ambassador closely coordinate with the Vietnamese side to further promote the friendship and multifaceted cooperation between Vietnam and Panama in all fields, especially politics-diplomacy, economics, trade, investment, as well as coordinate the organization of activities to celebrate the 50th anniversary of the establishment of diplomatic relations between the two countries to enhance cooperation in culture, tourism, and people-to-people exchange.
Appreciating the two sides' active and effective coordination at multilateral organizations and forums, the President said that the two countries need to continue to promote cooperation, closely coordinate, and support each other at international organizations and multilateral forums, for the benefit of the people of the two countries, and for peace, stability, and development in the two regions and the world.
The President expressed his belief that the Ambassador will be an active bridge to consolidate and develop the friendly partnership and multifaceted cooperation between the two countries; affirmed that the State and Vietnamese ministries and sectors will closely coordinate and create all favorable conditions for the Ambassador to successfully complete his term of office in Vietnam.
On this occasion, through the Ambassador, the President conveyed his warm greetings to President José Raúl Mulino and invited the President and his wife to visit Vietnam at an appropriate time.

* Speaking at the ceremony to receive credentials from the concurrent Ambassadors from Liberia, the Democratic Republic of Congo; the Republic of Congo; Burundi, Portugal; and Tanzania, the President affirmed that this event marks a new milestone in the development of relations between Vietnam and the countries that the Ambassadors represent.
The President said that in 2025, Vietnam will celebrate the 80th anniversary of its founding and the 50th anniversary of its reunification. From an economy devastated by war, Vietnam has overcome poverty and backwardness, rising to become one of the 35 largest economies in the world, with a trade scale in the top 20 countries in the world, and an important link in the regional and global production chain. From a country under embargo, Vietnam has established diplomatic relations with 194 countries and has strategic partnerships and comprehensive partnerships with 34 countries in the world.
The President affirmed that Vietnam is standing at a new historical starting point, "a new era, an era of striving for development, wealth and prosperity of the Vietnamese people". Taking the happiness and prosperity of the people as the goal to strive for, Vietnam is determined to realize the development goals by 2030, the 100th anniversary of the founding of the Communist Party of Vietnam, and by 2045, the 100th anniversary of the founding of the country, making Vietnam a developed, high-income country.
The President emphasized that Vietnam always attaches importance to and cherishes the values of peace and stability, and always remembers and appreciates the assistance of international friends in the past struggle for national liberation, as well as in the current cause of national construction and defense. Vietnam consistently implements a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations, and is a friend, a reliable partner and an active and responsible member of the international community.
Sharing the goal of bringing bilateral relations to a new height, the President hopes that the Ambassadors and Vietnam will further explore the potential for cooperation between the two countries; increase delegation exchanges, especially high-level delegations, to orient and create momentum for the relationship, learn from and share experiences in the process of national development, promote economic, trade, investment cooperation, etc., especially in areas that can complement each other, and promote people-to-people exchanges.
Faced with the current complicated developments in the world, the President believes and hopes that countries and Vietnam will join hands to cooperate in multilateral forums, solve global issues, build a peaceful and developed world, and a fair political and economic order based on the fundamental principles of the United Nations Charter and international law.
The President hopes that during their tenure, the Ambassadors will fulfill their role as "bridges" of friendship and cooperation, further nurturing and developing the relationship between Vietnam and the countries they represent. With the existing relationship foundation, along with the active contributions of the Ambassadors, the relationship between Vietnam and the countries will continue to develop well in the coming time. Vietnam will always create favorable conditions for the Ambassadors to fulfill their tasks well.
