After a period of serious and thoughtful preparation, the 10th Provincial Farmers' Association Congress, term 2023-2028, officially took place on August 14-15, 2023. Before the congress, speaking with a reporter from Hau Giang Newspaper, Mr. Vo Van Trung (photo), Provincial Party Committee member, Chairman of the Provincial Farmers' Association, said:
- Up to now, we have focused on completing most of the preparations for the Provincial Farmers' Association Congress for the 2023-2028 term. Regarding propaganda work, the association has prepared banners, flags, slogans, etc. on the main roads in the central areas of the province, districts and grassroots; published a special issue of Hau Giang Farmers' Newsletter, focusing on the content of the congress. At the same time, we have promoted information and propaganda in newspapers, radio, and on the internet.
After 5 times of collecting comments on the document from the district congress, the Standing Committee, the Executive Committee of the Provincial Farmers' Association, consulting with the advisory and support agencies of the Provincial Party Committee and through the Central Committee of the Vietnam Farmers' Association, the document is now being revised and submitted to the Standing Committee of the Provincial Party Committee for comments. After receiving comments from the Standing Committee of the Provincial Party Committee, the draft document will be completed and sent to the delegations for study and discussion at the congress.
The congress personnel were carried out in accordance with the steps guided by the Central Committee of the Association and the Party's regulations. The Standing Committee of the Provincial Party Committee and the Standing Committee of the Central Committee of the Association agreed on the number of 29 comrades in the executive committee, 9 comrades in the standing committee, chairman and 2 vice chairmen, and 5 comrades in the inspection committee. The specific personnel were strictly assessed for standards and ensured compliance with regulations.
In addition, the congress also held a product display contest, with 8 participating units. Through this, it will create a vibrant and practical competitive atmosphere to welcome the congress. In general, the preparation work for the congress has been basic, the Provincial Farmers' Association continues to speed up the completion of related contents and tasks, ensuring that the congress takes place as planned.
With the determination and great efforts of the association at all levels, what are the breakthrough and outstanding achievements in the 2018-2023 term, sir?
- Through a term with many advantages and difficulties, challenges intertwined, the association at all levels has been active, united, proactive, creative, achieved and exceeded the targets of the Resolution on association work and the annual farmers' movement, contributing to the completion of 12/12 targets of the Resolution set by the 9th Congress of Delegates of the Farmers' Association of Hau Giang province, term 2018-2023.
Political and ideological propaganda and education work has been promoted, with many creative methods, timely and extensive propaganda to members and farmers; the organization and staff of the association have been consolidated, improved, and operational efficiency has been improved. Emulation movements launched by the association continue to develop, contributing to the local socio-economic development, maintaining political security, social order and safety, and building new rural areas.
Along with that, consulting, supporting, coordinating vocational training, developing economic models, cooperatives, and cooperatives continue to be promoted, contributing to the transformation of the economic structure, rural labor, and improving farmers' lives. The role of the Association as the center and core of farmers' movements is increasingly evident. Activities participating in monitoring, social criticism, ensuring national defense and security have been strengthened and achieved many positive results, contributing to affirming the position of the Farmers' Association in the political system.
With these results, in 2019, the Provincial Farmers' Association was awarded the Excellent Emulation Movement Flag by the Government; the Central Association highly appreciated the results of the past term and awarded 3 leading flags in the emulation movement in 2018, 2019, 2020 and the entire 2018-2023 term; 6 individuals who are good farmers and businessmen were awarded the Third Class Labor Medal by the President; 13 individuals were awarded certificates of merit by the Prime Minister.

Besides the achievements, what difficulties and limitations does the association currently face, sir?
- Reality shows that the current activities of the association still face some difficulties and limitations such as: Propaganda work, political and ideological education for cadres, members and farmers in some places are not very effective, still formal; grasping the thoughts, aspirations and difficulties and problems arising in the production and life practices of members and farmers is sometimes and in some places not timely.
Some units have not focused on advising and organizing dialogues between leaders of Party committees and authorities with members and farmers to resolve difficulties in production and consumption of agricultural products; the care and protection of farmers' legitimate rights and interests are not really good. The content and methods of operation of some units have not been innovated to keep up with the rapid development of the technological society; in some places, the association has not done a good job of advising and proposing to local Party committees and authorities to carry out the Association's tasks.
In addition, the farmers' movement and association activities have not developed evenly among localities. Some places have not paid attention to improving the quality and effectiveness of the movement. There is a lack of proactive coordination in mobilizing resources to support movement development, discovering and replicating advanced models to promote emulation movements with low efficiency; social supervision and criticism activities at the district and grassroots levels in some places are still formal, with low quality and effectiveness.
What breakthrough tasks and key solutions will be focused on to contribute to further improving the quality and effectiveness of the association's activities in the new term, sir?
- In order for the association and the farmers' movement to develop further, the association has identified three breakthrough tasks for the 2023-2028 term. In particular, it will build a team of farmers' association officials at all levels in the province, especially key leaders from the province to the grassroots level with political qualities, revolutionary ethics, prestige, qualifications, and capacity to meet the requirements of the task; have a reasonable structure in terms of gender, ethnicity, profession, and age; ensure succession and be capable of successfully organizing the implementation of the Resolution of the 10th Provincial Farmers' Association Congress.
On the other hand, develop programs and projects to increase the Farmers Support Fund from local budget sources and mobilize social contributions from businesses, members, farmers and officials and civil servants in the province, creating more resources for farmers to develop production. Develop a plan to help 750 members and farmers escape poverty.
In that spirit, all levels of the association need to focus on implementing solutions such as: Improving the quality of propaganda work, arousing the will, self-reliance, self-improvement, and aspiration to rise up; promoting the role of the subject and center of farmers to actively participate in economic development, building new rural areas, ensuring national defense and security, preserving and promoting national cultural identity, and protecting the ecological environment.
Innovate the method of operation, build a model to mobilize and attract farmers to join the association, expand the target group to develop members. Strongly develop branches, professional associations, cooperatives, and cooperatives that operate effectively in developing the agricultural and rural economy.
Improve the effectiveness of patriotic emulation movements, especially the movement "Farmers compete in production, good business, unite to help each other get rich and reduce poverty sustainably" associated with supporting farmers to start businesses, develop linkage models, cooperate in value chains to increase income, reduce poor households, improve the material and spiritual life of farmers, which is increasingly enhanced along with the general development of the province.
Building a strong Farmers' Association in the province, "Building the model values of farmers in the new era", civilized farmers, good health, improving knowledge, qualifications, production and business skills, innovation capacity, and sense of social responsibility. At the same time, improving the quality of activities participating in monitoring and social criticism, promoting the strength of the great national solidarity bloc, contributing to raising the position of the Farmers' Association in the political system of the province.
