The Science and Technology Advisory Council assessed that five dams and reservoirs on the Da River hydropower cascade are eligible for operation during the 2023 flood season.
The assessment was made at a meeting on June 22 in Hoa Binh, chaired by Minister of Science and Technology Huynh Thanh Dat, Chairman of the Council.
Reporting at the meeting, Mr. Nguyen Phu Hung, Standing Member of the Council, cited the results of monitoring and evaluating the working status of the Hoa Binh, Son La, Lai Chau, Huoi Quang and Ban Chat hydropower projects up to May 2023. The results of the reports of Vietnam Electricity Group and hydropower companies showed that they had conducted a general inspection and safety assessment of dams and reservoirs; repaired and reinforced construction items and equipment; implemented measures to prevent, combat and promptly handle damage to construction structures and monitoring equipment to ensure the safety of dams and reservoirs.

Based on the reports, experts proposed accelerating research and application of scientific and technological advances, applying high technology to dam inspection and monitoring; and implementing digital transformation in dam safety assessment.
Minister Huynh Thanh Dat concluded that the Standing Body of the Council agreed with the report results of the Vietnam Electricity Group and the Hydropower Companies, assessing that the works are operating safely and stably, and are qualified to be ready for flood season and water storage in 2023. The Standing Body of the Council received comments from members and experts to complete the report to the Government.
He also suggested that Vietnam Electricity Group and hydropower companies need to research and apply scientific and technological advances in dam inspection and monitoring, hydrometeorology, flood calculation... to operate hydropower projects effectively and safely for the projects and downstream areas.

The Scientific and Technological Advisory Council on Safety of Hydropower Systems on the Da River Hydropower Ladder was established, consisting of leading experts in the fields of geology, geotechnics, construction, irrigation, hydropower... to annually inspect and evaluate the impacts that cause unsafety to the works... The Council is responsible for assisting the Minister of Science and Technology in deciding on monitoring tasks, scientific and technological research related to improving the effectiveness of flood control, power generation and ensuring the safety of hydropower works on the Da River Hydropower Ladder.
