Completing service roads, residential roads, and rest stops on highways

On the afternoon of June 7, answering questions from National Assembly deputies, Minister of Transport Nguyen Van Thang informed and discussed the completion of the system of service roads, residential roads, and rest stops on expressways; the issue of reducing transportation and logistics costs.

Inadequacies in service roads, residential roads, and rest stops

Delegate Nguyen Van Thuan (Ninh Thuan) stated the current situation, the expressway component project has a route that has been completed and put into use, but the service road section has not been completed, affecting the travel and daily life of the people. The delegate asked the Minister to inform about the cause and solution.

Many expressways have been put into operation but have no rest stops, causing inconvenience to road users. Delegates asked the Minister to explain the reasons, especially in the North-South expressway project.

Delegate Thai Quynh Mai Dung (Vinh Phuc) said that the auxiliary roads for the construction of the highway are seriously degraded, causing many inconveniences in life. The delegate asked the Minister to inform about the plan to implement solutions to prevent this situation when in the future we have been and are building many highways.

Responding to the above issues of National Assembly delegates, Minister Nguyen Van Thang said that the investment in rest stops is causing problems. Some routes, including the North-South Expressway in the East, do not have rest stops. The Ministry has identified this problem since the beginning of the year and directed that compensation be made, a guiding circular be developed, and bidding for the construction of rest stops be organized.

Regarding the North-South Expressway project, the Ministry will soon organize a bidding for 8 rest stops. However, this is stuck in terms of standards as previously the regulation required a rest stop to be only 1 hectare in size, but in reality, it requires a minimum of 3 hectares to be built. The Minister affirmed that the Ministry of Transport is resolutely handling the remaining problems and committed that when the expressway is completed, there will be enough rest stops according to the planning for exploitation.

Regarding the current shortage of service roads and residential roads, the Minister explained that due to the high demand for travel of the people, it is impossible to wait for the project to be 100% completed and some projects still have about 30%, 40% of residential roads not completed. The Ministry of Transport has considered the service road option and must urgently complete it within the remaining time.

Minister Nguyen Van Thang explained that the reason for the delay of some projects was not due to the contractor or the Project Management Board but due to the people's obstruction. The reason was that there were cases where compensation had not been paid properly, there were cases where land had not been cleared... The Minister said that he would ask the contractor to coordinate with the local authorities to thoroughly handle this matter, and concentrate machinery to complete the project, no later than June 30.

Delegate Nguyen Thi Suu (Thua Thien - Hue Delegation) reflected on the fact that transportation and logistics costs in Vietnam are quite high, even higher than those in developing countries. The delegate requested the Minister of Transport to clearly state solutions to reduce transportation and logistics costs in the coming time.

Also discussing this issue, delegate Nguyen Lan Hieu (Binh Dinh) said that logistics costs are very high, averaging 16.8 - 17% of the value of goods, and for some items, businesses even have to pay up to 20 - 25%. According to the delegate, to reduce this burden, it is necessary to solve each step one by one, even small problems, but if we pay attention, we can find better ways to reduce costs and improve efficiency.

Minister Nguyen Van Thang said that logistics costs in Vietnam were previously 21%. According to the plan, by 2025 it would reach 16-20%. Currently, efforts have been made to reach 16.8%, but it is still high compared to the world (11%).

The Ministry of Transport has proposed solutions such as developing infrastructure, increasing the connection between seaports and highways, seaports and inland waterways. For example, from Cai Mep - Thi Vai port, more than 70% of containers are transported by inland waterways. However, seaports in the North do not meet the requirements because the clearance of bridges on waterways does not meet the requirements. Therefore, the solution is to renovate and increase the clearance of bridges; at the same time, review prices, transportation fees, reduce road fees, and seaport entrance fees, so that logistics and seaport enterprises can reduce costs and improve competitiveness.

In addition, it is necessary to continue reviewing, researching and proposing policies related to prices and transportation fees such as reducing the use of road fees, seaport infrastructure fees, and seaport entry fees. "We must focus on issuing mechanisms and policies related to the operation and exploitation of logistics supply chains so that logistics enterprises and seaport enterprises have the conditions to reduce costs and improve competitiveness," said the Minister.

The Minister emphasized that it is necessary to strongly apply information technology; develop "green ports" and "smart ports", contributing to reducing the time for receiving ships in and out and increasing exploitation productivity.
