On the afternoon of March 4, 2025, at the Party Central Committee headquarters, General Secretary To Lam, Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, chaired the second meeting of the Steering Committee.

Attending the meeting were Politburo members: Prime Minister Pham Minh Chinh; Standing member of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung; Secretary of the Party Central Committee, Head of the Central Inspection Commission Nguyen Duy Ngoc; Secretary of the Party Central Committee, Head of the Central Propaganda Commission Nguyen Trong Nghia; Minister of National Defense, General Phan Van Giang; Minister of Public Security, General Luong Tam Quang.

Also attending were Party Central Committee Secretaries: Chief of the Party Central Committee Office Le Hoai Trung and Head of the Central Policy and Strategy Commission Tran Luu Quang and leaders of Central departments, ministries and branches who are members of the Steering Committee.

Building digital platforms and digital infrastructure

After listening to the opinions expressed at the meeting, General Secretary To Lam assessed that the second session of the Steering Committee had many frank and serious opinions, and that the agencies had made urgent preparations and agreed on many important contents.

According to General Secretary To Lam, since the first meeting of the Steering Committee, many tasks related to Resolution 57-NQ/TW have been immediately implemented. The Central Steering Committee on the implementation of Resolution 57 has been strengthened, completing its operating regulations, support team, advisory council, etc.

The National Assembly promptly issued Resolution 193 with many groups of mechanisms and policies to initially institutionalize Resolution 57 into practice. Digital transformation in party agencies has initially had positive changes.

The utilities of Project 06 bring many management effects, which are the premise for building a national population data center. Initial reform of the organizational apparatus, activities on technology platforms, digital transformation with basic data. The reduction and simplification of administrative procedures to serve people and businesses have many positive changes.

Referring to a number of key tasks, General Secretary To Lam mentioned the implementation of Resolution 57 with Resolution 18 of the Central Committee to restructure the system from the central to the grassroots level. The General Secretary requested to focus on building digital platforms, digital infrastructure, establishing national databases on enterprises, land, etc.; developing high-tech zones, establishing science and technology trading floors, disseminating information to people and businesses and applying them. Boldly choosing and putting solutions to apply science and technology, innovation and digital transformation into practice. Having a mechanism to do it while perfecting it, evaluating effectiveness before replicating it.

Developing artificial intelligence, ensuring 5G bandwidth nationwide

Regarding specific tasks, General Secretary To Lam requested the National Assembly Party Committee, the Government Party Committee and agencies according to their functions and tasks to urgently submit and amend a number of regulations that are bottlenecks and obstacles to development related to the implementation of contents on scientific and technological breakthroughs, innovation, and digital transformation in the coming time.

Adjust the state budget estimate for 2025 to allocate at least 3% of total budget expenditure for science, technology, innovation, national digital transformation development and gradually increase in the following years. Focus on increasing the science and technology content in products and goods.

The Government builds and completes digital infrastructure, ensures 5G bandwidth nationwide; and soon puts the national data center into operation.

The General Secretary also requested the development of artificial intelligence (AI), identifying AI as a spearhead and breakthrough; providing tax incentives for chip and semiconductor production, and actively supporting research and development. Continuing to attract high-tech foreign direct investment (FDI).

Complete utilities on the VNeID application; open automatic immigration gates; implement non-stop toll collection at bus stations and urban parking lots, promote traffic civilization; promote digitalization, restructure processes, simplify administrative procedures, especially public services related to land and enterprises.

The General Secretary requested the Central Propaganda and Education Commission to organize and implement propaganda activities to raise awareness among leaders at all levels and the whole society in enhancing the role of science and technology, innovation, digital transformation, creating positive spillovers; take the lead in coordinating with the Ministry of Public Security and relevant agencies to deploy a movement to disseminate basic knowledge about digital transformation to all people on the VNeID platform. At the same time, ministries and branches will coordinate to implement this task.

General Secretary To Lam also said that in the near future, Provincial and Municipal Party Committees will establish Provincial and Municipal Steering Committees on science, technology, innovation and digital transformation development, with the Provincial and Municipal Party Committee Secretaries as the heads of the committees.

Stating that we are facing a great opportunity to promote innovation, digital transformation, and develop the country, the General Secretary requested members of the Steering Committee, supporting agencies, and relevant agencies to continue to promote a sense of responsibility, turn the goals of Resolution 57 into specific results, and the completion of these contents will make a very important contribution to the country's development in 2025 and the coming period./.
