Completion of the expressway from Ha Tinh to Quang Tri in June 2025

On the morning of March 10, Deputy Prime Minister Nguyen Chi Dung had a working session with leaders of the three provinces of Quang Tri, Quang Binh, and Ha Tinh to review and remove difficulties and obstacles for five component expressway projects scheduled to be completed in 2025.

On the morning of March 10, Deputy Prime Minister Nguyen Chi Dung had a working session with leaders of the three provinces of Quang Tri, Quang Binh, and Ha Tinh to review and remove difficulties and obstacles for five component expressway projects scheduled to be completed in 2025.

At the meeting, Mr. Phung Tien Vinh, Deputy Director of the Department of Economics - Construction Investment Management, Ministry of Construction, said that the 5 component expressway projects through Ha Tinh, Quang Binh, Quang Tri include: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo belonging to the North - South Eastern vertical expressway with an investment scale of 4 lanes, a total length of 259.16 km, and a total investment of 49,206 billion VND.

At the Bai Vot - Ham Nghi component project (35.28 km long - total investment of nearly 7,640 billion VND), the project has so far completed 73.52%, expected to be completed before June 30, 2025. At the Ham Nghi - Vung Ang component project (54.2 km long - total investment of nearly 9,735 billion VND), the project has so far completed 82.8%, ensuring completion of the main route before April 30, 2025, and completion of the entire project before June 30, 2025.

At the Vung Ang - Bung component project (55.34 km long - 12,550 billion VND), the project has so far completed 85.2%, ensuring completion in June 2025. At the Bung - Van Ninh component project (48.84 km long - total investment of more than 9,360 billion VND), the project has so far completed 77.77%, expected to be fully completed before June 30, 2025.

Particularly at the Van Ninh - Cam Lo component project (65.7 km - total investment of VND 9,920 billion), up to now, the project has handed over 65.551/65.551 km, reaching 100%, however, the clean surface eligible for construction has only reached 65.279/65.551 km, reaching 99.59%. Construction output reached 75.79%, about 15.39% behind the adjusted project progress, of which package XL1 is 13.21% behind, package XL2 is 17.97% behind.

In this component project, the main problem in Quang Tri province is the project's critical route, including: the remaining 0.272 km of the main route; the QL 9D intersection; the Tam Hiep overpass; the QL 9A intersection and overpass.

At the meeting, the representative of Quang Binh province - Vice Chairman of the Provincial People's Committee Phan Phong Phu proposed that the Government, the Ministry of Construction, and the Project Management Board consider and evaluate and have a plan to consider and evaluate the handling of 33 households outside the area of ​​site clearance but located close to the expressway and affected by the project.

In addition, the leaders of Quang Binh province also requested the Government to consider and allocate funds to repair and restore damaged roads during the process of transporting materials and constructing works; at the same time, contractors should promptly repair the roads borrowed for the construction of the expressway project to ensure the travel needs of the people.

At the meeting, regarding the proposal of the leaders of Quang Binh province, Mr. Nguyen Huu Hai, Director of Project Management Board 6, said that regarding the return of borrowed routes, the investor representative also committed to allocating 30 billion VND from the project to repair the borrowed routes.

On the side of Quang Tri province, the leader of Quang Tri province - Mr. Nguyen Dang Quang - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the Ministry of Construction to study and supplement the residential road of the Van Ninh - Cam Lo Expressway Project through Quang Tri province to serve the travel and agricultural and forestry production needs of the people.

Quang Tri province's leaders said that the province has currently provided support to households located on the road at two intersections, however, people want to apply specific land prices. Therefore, Quang Tri province proposed that the Government agree to support this difference for households with an increased cost of about 6.68 billion VND. Quang Tri province committed that, within the provisions of the law and the authority, the province will urgently and resolutely implement the handover of the site to the construction unit to ensure completion on schedule.

Speaking at the meeting, Deputy Prime Minister Nguyen Chi Dung requested ministries and branches to actively work with units and localities to resolve difficulties and obstacles in the implementation of projects. In particular, the Ministry of Construction was assigned to be the focal point, closely following localities to grasp the situation, promptly synthesizing reports to competent authorities to resolve difficulties and obstacles.

The Deputy Prime Minister also requested units and localities not to be negligent or subjective, to make efforts to closely follow the scene, and to be determined to complete the main route by April 30, 2025 and complete all projects by June 30, 2025. Note to ensure progress while ensuring quality, following the correct procedures from supervision to construction, and reviewing the procedures for reasonable compensation for people.

Regarding the Van Ninh - Cam Lo component project, the Deputy Prime Minister requested Quang Tri province to be more determined in site clearance work, ensuring the handover schedule to the construction unit, without further delays. It must be completed by March 2025 at the latest, so as not to affect the entire route.

“From now on, localities must work together with construction units to immediately start work, the set goals are clear. In particular, Quang Tri province must thoroughly handle the backlog to work with other localities to bring the project to the finish line on schedule,” Deputy Prime Minister Nguyen Chi Dung directed.
