Inspecting the progress of the North-South expressway through Ha Tinh, after listening to progress reports from units, Deputy Prime Minister Nguyen Chi Dung said that the Government is assigning central ministries and branches to study and invest in completing the Eastern North-South expressway (phase 2).
"Get it done, and get it done"
On March 9, the Government's inspection team No. 2 led by Deputy Prime Minister Nguyen Chi Dung inspected three component projects of the North-South expressway in the East through Ha Tinh, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung.
The working group listened to the investor and contractor report on the project progress.
Accompanying the delegation were leaders of the Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Finance, Ministry of Industry and Trade, Government Office and leaders of local departments and branches.
At the Thach Huong overpass in Tan Lam Huong commune, Ha Tinh city, part of the Bai Vot - Ham Nghi project, Mr. Dinh Cong Minh - Director of Thang Long Project Management Board (investor of Bai Vot - Ham Nghi and Ham Nghi - Vung Ang expressways) said that Bai Vot - Ham Nghi expressway is 35.28km long, with a total investment of VND 7,643 billion; Ham Nghi - Vung Ang expressway is 53.88km long, with a total investment of VND 9,734 billion; both started construction in January 2023.
At the divergence stage, both expressways have 4 lanes, no emergency lanes, a number of emergency stops on the route, a roadbed width of 17m, and a design speed of 80 - 90km/h.
Up to now, the construction output of Bai Vot - Ham Nghi expressway has reached 80% of the contract value, Ham Nghi - Vung Ang expressway has reached 84.2% of the contract value, ensuring compliance with the set plan.
Mr. Minh added that on these two expressways, many sections have been paved with asphalt concrete, painted with road markings, installed with safety signs, and fences. 67 bridges on the route have completed the installation of bridge girders, and are waiting for asphalt concrete. Items such as residential underpasses, drainage systems, and grass have been planted on both sides of the slopes.
In addition, the locations that were previously critical to the project need to treat weak soil have been unloaded by the contractor, and are being dug up for foundation and roadbed construction.
The North-South Expressway through Ha Tinh has basically been paved with asphalt, guardrails, and signs installed.
Mr. Tran Huu Hai - Director of Project Management Board 6 (investor of Vung Ang - Bung Expressway) said that Vung Ang - Bung Expressway is 55.34km long, with a total investment of 12,548 billion VND, of which the section through Ha Tinh is 12.9km long. At this time, the main route and critical road items on the section through Ha Tinh such as Deo But tunnel and 5 bridges are basically meeting the schedule.
Reporting to the second working group, investors and contractors all said that the construction of the North-South Expressway through Ha Tinh did not face any difficulties or problems with site clearance or construction materials. During the construction process, investors and contractors received support and companionship from all levels of government and people of Ha Tinh province.
However, according to the investor, recently, Ha Tinh has had a lot of rain, making construction, especially foundation treatment, roadbed and asphalt concrete paving, somewhat difficult.
Committed to the Deputy Prime Minister and the working delegation, investors and contractors will focus all human resources, equipment and machinery to continuously and neatly construct "as soon as it is done", basically completing the main route of the 3 expressway component projects through Ha Tinh by April 30, and opening the entire route from Ha Tinh to Quang Tri by June 30, in accordance with the direction of the Government and the Ministry of Construction.
Do not let progress affect the quality of the project
After inspecting the site and listening to reports from the units, on behalf of inspection team No. 2, Deputy Prime Minister Nguyen Chi Dung acknowledged and commended the efforts of Ha Tinh province in carrying out site clearance work and providing construction materials for the construction of expressway projects.
The Deputy Prime Minister requested that investors, contractors, and supervision consultants pay attention to construction quality, especially asphalt concrete paving, because this is an important step that determines the quality of the highway, and not let progress affect the quality of the project.

The Deputy Prime Minister noted that there is not much time left until June 30 - the deadline for the entire expressway from Ha Tinh to Quang Tri to be opened. Units must focus on construction with the highest spirit and fastest speed to complete the target of 3,000km of expressway, to celebrate the country's major holidays in 2025.
The Deputy Prime Minister also acknowledged the opinions of the Project Management Boards and contractors. The Government is assigning central ministries and branches to study the investment in completing the North-South Eastern Expressway (phase 2). Specifically, when fully invested, the North-South Eastern Expressway (phase 2) will have a roadbed width of 32.25m with 6 lanes and 2 emergency lanes, and a design speed of 100km/h.
Inspection Team No. 2 is one of 7 inspection teams established by the Prime Minister under Decision No. 486/QD-TTg.
The delegation is responsible for checking progress, urging, removing difficulties and obstacles, handling bottlenecks and material bottlenecks to ensure the progress and quality of projects completed in 2025, achieving the target of 3,000km of expressway.
