In the work “Reforming the way of working” (October 1947), President Ho Chi Minh concluded: “All successes or failures are due to good or bad cadres. Cadres are the root of all work, so training cadres is the root of the Party”. Following his teachings, since the establishment of the province, Hau Giang has always paid attention to training and fostering to consolidate and improve the quality of cadre resources, aiming to build a team of cadres, civil servants and public employees at all levels equal to the tasks.

Attention to training and fostering of cadres, civil servants and public employees

At the time of the province's establishment in 2004, Hau Giang had a low starting point in terms of human resources, lacking in quantity and weak in quality. Based on that reality, the Provincial Party Committee and Provincial People's Committee have issued many resolutions, directives and plans on personnel work over the terms, focusing on training and fostering political theory and professional expertise for cadres in conjunction with their positions, planning and use of cadres. On that basis, Party committees and authorities at all levels in the province have paid great attention to training and fostering to consolidate and improve the quality of cadre resources.

Mr. Tran Quoc Khoi, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Vi Thanh City, said that in recent years, the training and fostering of cadres has always received special attention from Party committees and authorities at all levels in the city. To carry out this work, the city has proactively sent cadres to attend classes when recruiting; sent cadres for training in conjunction with planning; implemented democracy, transparency in recruitment, use, planning, training and treatment of talents. At the same time, it has focused on the work of arranging, assigning and using cadres, civil servants and public employees after training in a reasonable manner; encouraged and motivated cadres, civil servants and public employees to self-study to improve their qualifications, improve foreign languages, and meet job requirements in the new situation.

Specifically, from July 2020 to now, the city has trained and sent 368 cadres for professional training, political theory, and knowledge updating, contributing to standardizing and improving the qualifications of the cadre team, and fulfilling assigned political tasks well. Of which, 21 comrades were sent to attend advanced political theory classes; 46 comrades to attend intermediate political theory classes; 5 comrades to attend leadership and management training classes at the department level; 12 comrades to attend state management classes for senior specialists; 5 comrades to attend national defense knowledge training classes for group 2; 3 comrades to attend knowledge updating training classes for group 3...

From 2004 to 2018, the province has trained and fostered 195,805 cadres, including 1,710 senior and bachelor of political theory, 6,905 intermediate political students. In terms of expertise and profession, 10 PhD students, 546 masters, 13 students studying abroad, 11,978 university students...

After half of the term of implementing the Resolution of the 14th Provincial Party Congress, the work of training and fostering cadres has been focused on, focusing on stages such as studying theory in conjunction with practice, scientific research and effectiveness in training and updating knowledge for leaders and managers at all levels. The new point is that the Standing Committee of the Provincial Party Committee prepares lesson plans and directly imparts knowledge updating topics for leaders and managers under the management of the Standing Committee of the Provincial Party Committee, thereby gradually improving the effectiveness of teaching and learning in line with the requirements of the tasks. In addition, the province has strengthened training and fostering both domestically and abroad, providing in-depth training, improving professional skills, leadership and management capacity at all levels.

Specifically, in the past 2.5 years, 10 advanced political theory classes have been opened with 557 students; 42 intermediate political theory classes with 2,740 students; 11 training classes for managers of the main specialist level for 663 students; 56 training classes by title (short-term) for 4,922 students and a number of training classes for department-level leaders, training for leaders and managers of the Fatherland Front and grassroots organizations; coordinated the organization of 3 training classes, updating knowledge for leaders and managers under the management of the Provincial Party Committee Standing Committee for 322 comrades; sent 4 comrades for training and development abroad...

Through training and fostering, the professional level and political theory of the staff have been significantly improved. If in 2004, the whole province had only 1 doctorate and 24 masters, then by June 2022, the number of staff with doctorate and equivalent degrees was 71 people, masters and equivalent degrees was 887 people; there were 2,262 people with advanced and bachelor's degrees in politics and 8,793 people with intermediate political training...

More mature after being trained and nurtured

According to the Provincial Party Committee's Organizing Committee, after training and fostering, the provincial cadres have matured in awareness, developed the ability to connect theory and practice; when promoted and appointed, most of them have promoted their capacity in their new positions, contributing to promoting the socio-economic development of the province. The cadres, civil servants and public employees have performed better in their advisory duties, proposing many solutions to effectively carry out their tasks. Basic knowledge of expertise, profession, technology, management science, politics, law, professional ethics, ethics in performing public duties, etc. has been applied to solving work.

In 2009, Ms. Nguyen Thi Hong Khang joined Ward IV, Vi Thanh City as an office worker - statistician. In 2010, Ms. Khang was given the opportunity to study information technology at the University of Cuu Long (Vinh Long Province) in Hau Giang, in a part-time training program, in which she received partial support from the state budget for her tuition fees. Since graduating from university in 2014, she has effectively applied her acquired expertise to her work.

Specifically, she is in charge of administrative reform, information technology, digital transformation and the ward's reception and results department. Accordingly, she regularly guides and supports colleagues in applying information technology in work processing. She also manages software serving public service activities such as: one-stop software, online public service software, document management software, etc.

In the digital transformation work, she actively participates in guiding people to install Hau Giang app, register for public service accounts and submit documents online. Not to mention, she also manages the ward's electronic news page, which often posts information about the ward's activities, updates the leaders' work schedules...

In addition, she was also assigned to attend a mid-level political theory and administrative course at the Provincial Political School, receiving her graduation certificate in 2020. Ms. Khang said: “Being cared for and given the opportunity to study professional expertise and political theory by the organization is both an honor and a heavy responsibility. Therefore, I always strive to complete the contents of the curriculum well. Now, I feel more mature and more confident in carrying out the assigned tasks.”

This 41-year-old female civil servant said that she is constantly researching and learning to try to keep up with the development of information technology and digital transformation. From there, she is able to perform well the assigned tasks, especially advising and supporting the collective of cadres and civil servants of the ward to effectively apply information technology and digital transformation to public service activities.

It can be said that the results of the training and development of cadres in recent times are very commendable. However, the Provincial Party Committee recognizes that this work still has limitations such as: training is not linked to the arrangement and use of cadres; and in cases where training is not suitable for the job position or planned title, it causes difficulties in performing political tasks, wasting time, effort and money...

To overcome these limitations and build a team of cadres, civil servants and public employees who are up to the task, in the coming time, the province will strengthen training and innovate the learning regime, foster political theory and update information for current cadres and cadres in the planning. Closely link the source of cadres in the planning at all levels with the organization of training and fostering cadres. Every year, develop a plan to update knowledge for the team of leaders, managers, and key cadres at all levels, focusing on knowledge of information technology, digital transformation, and skills according to job title standards, competency frameworks, and job positions.

In addition, diversify training and development forms in the form of concentrated, non-concentrated, training, seminars at home and abroad. Strictly check and evaluate the input and output of cadres sent for training and development. Review and remove from the planning cadres who are lazy to study, do not seriously implement training, update new knowledge or cannot pass the assessment exams. For cadres with high results in learning, they will be considered for attention when being planned, appointed and implementing emulation and reward policies...
