Passengers traveling between Vinh Long and Ben Tre provinces by An Phuoc ferry are upset and called the Vinh Long Newspaper hotline to report that the fares here are too high and the prices are inconsistent.

Specifically, during the day, the fee is 5,000 VND/trip for pedestrians, 16,000 VND or sometimes 15,000 VND/trip for a 1-person motorbike, 21,000 VND/trip for a 2-person motorbike, and at night, the fee is negotiated. The fee is high, but An Phuoc ferry terminal has no waiting room, the road up and down the terminal is peeling and bumpy, and rainwater stagnates into puddles, causing difficulties for people and vehicles.

According to Mang Thit District People's Committee, the passenger wharf across the Co Chien River, An Phuoc Commune (An Phuoc - Hoa Nghia) is an inter-provincial wharf of Vinh Long and Ben Tre, with Mr. Nguyen Tan Thanh as the owner. At the beginning of An Phuoc Commune wharf, Mang Thit District People's Committee has approved the extension of the operation of this passenger wharf across the river until December 30, 2023, the wharf's operating capacity: pedestrians and 2-wheeled vehicles.

After the press reported the incident, on July 18, 2023, Mang Thit District People's Committee directed the Department of Economy and Infrastructure, Department of Finance - Planning, District Police, and An Phuoc Commune People's Committee to inspect the operation situation at An Phuoc ferry terminal and the results were exactly as reported by the press.

Specifically, the ferry owner has built a waiting room, has a regulation board, and lists prices according to regulations. However, the fare table is applied according to Decision No. 09/2023/QD-UBND of the People's Committee of Ben Tre province. Accordingly, the fee for pedestrians is 5,000 VND/trip, for people with bicycles is 8,000 VND/trip, and for people with motorbikes is 16,000 VND/trip. Outside of the registered operating hours (5-18 hours), the fee will be collected according to the agreed price. Through working, the owner of An Phuoc ferry admitted to collecting according to the above price.

Therefore, Mang Thit District People's Committee held a meeting to invite representatives of relevant agencies to work with the An Phuoc ferry owner. The meeting agreed on a number of contents: from July 25, 2023, the ferry owner is required to collect fees and post prices at the An Phuoc commune ferry in accordance with Decision No. 06/2018/QD-UBND of Vinh Long Provincial People's Committee.

Specifically, 3,000 VND/pedestrian, 4,000 VND/bicycle (including driver); 5,000 VND/electric bicycle, electric motorbike (including driver); 7,000 VND/motorbike (including driver).

At the same time, the wharf owner is required not to transport cars, and to regularly maintain and repair the road leading to the wharf. In addition, Mang Thit District People's Committee recommends that the Department of Transport of Vinh Long coordinate with the Department of Transport of Ben Tre province to review and adjust the toll collection price in accordance with the actual situation and ensure consistency between the two wharfs.

At the same time, direct the Traffic Inspectorate to coordinate with relevant agencies to regularly inspect to promptly detect, correct and strictly handle violations.

However, according to Vinh Long Newspaper reporters on the morning of August 3, 2023, An Phuoc ferry terminal no longer collects fees at the wharf in Vinh Long province but has moved to the wharf in Ben Tre province.

It is worth mentioning that this ferry terminal still charges the same price, which is 5,000 VND/trip for pedestrians, 16,000 VND/trip for motorbikes with drivers, and 21,000 VND/trip for motorbikes with 2 people. According to a resident who regularly passes through An Phuoc ferry terminal, the change in toll collection location has been going on for nearly a week now. Although the fee is quite high, for passengers who have to go back and forth to An Phuoc ferry every day for work, they have no other choice.
