According to experts, using rooftop solar power has many benefits, such as: helping users save on living expenses; users are self-sufficient in energy, no longer dependent on the national grid and not having their production or work interrupted during power outages... and this is a green, clean energy source, contributing to environmental protection.
Moreover, using solar power has become a new trend in the energy industry in the world. In our country, the Prime Minister issued Decision No. 13/2020/QD-TTg dated April 6, 2020 on the mechanism to encourage the development of solar power in Vietnam.
And recently, on October 22, 2024, the Government issued Decree No. 135/2024/ND-CP stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
This Decree stipulates the mechanism and policies to encourage the development of self-produced and self-consumed solar power installed on the roofs of construction works and has an expanded scope of application to all subjects such as houses, offices, industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production facilities, and business establishments invested and built nationwide... Since then, the use of solar power in general and rooftop solar power in particular has "blossomed" nationwide.
In Vinh Long, the use of rooftop solar power has also grown strongly in recent times. Many organizations and households have invested in building and installing solar power projects of different scales, but currently, most of the projects and works generate small capacity electricity (under 50MWP) used to light up houses, roads, facilities, agencies, units... and production and business activities.
However, according to experts, besides the conveniences, installing rooftop solar power systems also poses many risks of fire, explosion and unstable power supply.
Recently, several localities in the country have had fires caused by the use of rooftop solar power. According to fire prevention experts from the police, the main cause of the fires comes from solar panels.
Arc discharge occurs during the conversion of photovoltaic energy in the panels, causing the battery to heat up to a temperature that exceeds the safety threshold, causing the battery to crack, break, leading to overheating and fire. In addition, because the battery is installed on the roof, it is susceptible to lightning strikes, leading to fire, explosion, and damage to houses and buildings.
Besides, rooftop solar power is unstable. Because it depends on solar radiation, it is only effective during sunny hours. At night or during cloudy, rainy hours during the day, the power from solar energy decreases to low levels or to 0.
On the contrary, when solar radiation is high, this power source is generated at high capacity. The uncertainty of this source will cause the power system to have to regularly mobilize traditional power sources but operate in an intermittent state, causing damage to electrical equipment.
Therefore, to avoid the risk of fire and explosion, experts and professional agencies recommend that before installing a rooftop solar power system, organizations and individuals need to choose to buy quality systems from reputable manufacturers and organize proper installation techniques.
As for the rooftop solar power system of the project, it is necessary to have the design approved for fire prevention and fighting, so the investor (organization, individual) must comply with the regulations before installation to ensure safety during installation as well as operation.
