At the end of 2024, the Hanoi People's Council passed Resolution 46 regulating additional income for cadres, civil servants and public employees. The expenditure level is 0.8 times the basic salary, including 0.5 times monthly expenditure, the remaining 0.3 times at the end of the year.

The source of funding for additional income is used from the remaining salary reform funds of budgets at all levels.

However, only teachers who are officials of schools whose regular expenses are fully guaranteed by the state are entitled to this additional income. Teachers who are officials of schools that are self-insured for regular expenses due to participating in the pilot program of ordering educational services at prices are not entitled to this benefit.

Meanwhile, in essence, these public school units still have all regular expenses covered by the state budget, and tuition revenue will be deducted when superiors assign the budget.

From September 2025, when the policy of exempting all tuition fees for students in public schools from kindergarten to high school nationwide is implemented, these units will no longer have any source of income.

In a petition sent to the press in early March, representatives of more than 8,500 teachers and civil servants in Hanoi expressed their hope that the city would adjust the beneficiaries of the increased income to ensure fairness.

If receiving additional income, the lowest monthly additional amount is 2.7 million VND for grade III level 1 teachers and the highest is 7.9 million VND for grade I, level 8 teachers.

In fact, if they do not enjoy the additional income benefits like their colleagues at non-autonomous schools and other officials, teachers at pilot autonomous schools can "lose" tens to hundreds of millions of VND each year.

Mr. Nguyen Van Duong (46 years old), a teacher at Phu Xuyen A High School (Phu Xuyen District), said that he is a History teacher, graduated 17 years ago, has a salary coefficient of 4.0, and earns about 13 million VND per month. He has almost no other income because outside of class time, he spends most of his time researching documents for lectures.

"Every month, I have to pay the rent, electricity and water bills... and raise my children. If I can enjoy the additional income policy, I will have a few million more each month to cover my living expenses, giving me more motivation to continue contributing to the education career," the teacher shared.

As an education official in the capital, Mr. Duong was very happy to hear that Hanoi had a resolution on increasing teachers' income. However, like many education officials who were "left out" of the beneficiaries of this policy, Mr. Duong felt sad.

Also concerned about the new policy, Ms. PN - a teacher in Quoc Oai district (Hanoi) said that if she received additional income according to Resolution 46, she would receive an additional 3.5 million VND per month.

Ms. N. has been working for 16 years, with a current salary of 6.8 million, working 40 hours/week. "When the resolution came into effect, we were shocked to find out that staff in many schools were not entitled to it. It was disappointing and unfair," Ms. N. confided.

Ms. VTH - a primary school teacher in Hoai Duc district (Hanoi) said that she has worked in the industry for nearly 20 years, and if her income increases, she will receive more than 4 million VND per month. "This amount of money may not be worth much to people with high incomes, but it is not a small amount for a family of 4 children like mine," Ms. H. said.

A leader of the education department in Hanoi said that recently, he has also understood the concerns of many teachers because they have not received the salary increase in the education sector. The difference in treatment between groups of civil servants and public employees can very well affect the motivation to work and the commitment to the profession of teachers. He himself also hopes that teachers in Hanoi will soon receive the attention they deserve so that they can continue to contribute with all their passion and responsibility.
