Yesterday, March 5, the inspection delegation of the Ministry of Education and Training led by Deputy Minister Pham Ngoc Thuong worked in Hai Phong city.
Mr. Nguyen Minh Quy, Principal of Mac Dinh Chi High School (Hai Phong) said that the school applies the spirit of "4K" when implementing Circular 29. That is, not to let students panic; not to interrupt their studies; not to lose the connection between students and teachers and the school; not to lose the image and qualifications of teachers.
Mr. Quy acknowledged that Circular 29 has great humanitarian significance and the school has implemented solutions to create new habits for students, which are self-study habits.

The school has rearranged teaching for all grades, issued self-study instructions, focused on building a self-study movement, teachers do not get caught up in knowledge but improve students' thinking and synthesis ability.
“Currently, 32/42 classes use the school’s facilities for self-study and group study. Students study on the school’s app, teachers assign and supervise. Since March, the school has added 15 activities so that students do not go to school alone, and students still go to school in the afternoon,” said Mr. Quy.
Announcement of a channel to reflect on illegal tutoring
The leaders of the Hai Phong Department of Education and Training informed that, in order to implement the new circular, the unit has established 3 inspection teams for educational institutions on extra teaching and learning. The unit has also publicly announced the place to receive citizens at the agency's headquarters and the phone number to receive and handle feedback on extra teaching and learning in the city.

Speaking at the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong said that extra teaching and learning is a real need, but if it is allowed to happen widely, it will lead to many consequences. If extra teaching and learning have goals, focus, and key points, the circular will not prohibit it.
"The circular only manages openly and transparently to protect the dignity of the industry, to protect good teachers who are trusted by students and parents from being accused of coercive behavior," he said.
Mr. Thuong suggested that the Hai Phong Education sector recognize and clearly identify the consequences of widespread extra teaching and learning to implement them resolutely, towards the interests of students, protecting the legitimate rights and interests of teachers, and at the same time implementing Circular 29 well to soon form the capacity for self-study, autonomy, and independence for students right from high school, and the safe zone of students will be expanded beyond school.
