According to the Department of Construction, the province has 16 urban areas including 1 type II urban area (Ha Tinh city), 1 type III urban area (Ky Anh town), 1 type IV urban area (Hong Linh town) and 13 type V urban areas (Xuan An town, Tien Dien, Vu Quang, Tay Son, Pho Chau, Duc Tho, Huong Khe, Nghen, Dong Loc, Thach Ha, Thien Cam, Cam Xuyen, Loc Ha).

Along with that, many large-scale, modern urban areas have been established such as: Vincom commercial and residential center; Northern urban area of Ha Tinh city; TNR Hong Linh urban area..., contributing to changing the appearance and creating development steps for the localities.
According to the assessment, the urbanization rate in Ha Tinh has changed positively, reaching nearly 31% (an increase of nearly 3% compared to 2020). This is thanks to the province attracting many large investors with large-scale, strategic projects, especially in the fields of industry, real estate, trade, services, tourism... Thereby, creating conditions for economic restructuring, forming new economic centers.
Industrial clusters built according to planning also become an important "lever" to attract labor and shift population from rural to urban areas such as: Can Loc District Industrial Cluster; Cong Khanh 1 Industrial Cluster (Hong Linh Town); Duc Tho District Industrial Cluster... From there, it contributes to expanding the scale and rapidly increasing the proportion of people living in urban areas.
The Eastern Ring Road project of Ha Tinh City is considered a "lever" for the development of urban infrastructure of Ha Tinh City in the coming time.
In addition, in recent times, the planning and management work of the Department of Construction has also become the basis for localities to specifically plan investments, allocate resources, and have appropriate construction and urban development management tools.

Effectively implement urban development solutions according to the Provincial Planning
Implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050, localities are focusing on implementing many solutions to develop urban areas in a modern and sustainable direction. Identified as the core urban area of one of the three urban centers creating a breakthrough in development for the province, Ha Tinh City focuses on building synchronous infrastructure associated with expanding the city's urban space.
Ha Tinh City is focusing on improving traffic and drainage infrastructure in the area.
Mr. Nguyen Duy Duc - Vice Chairman of Ha Tinh City People's Committee said: "The locality is coordinating with departments and branches to prepare well for the Pilot Project on building smart cities in Ha Tinh city until 2025, with a vision to 2030; adjusting the general planning of the city and surrounding areas until 2045, with a vision to 2060. At the same time, promoting and implementing many infrastructure projects, key traffic projects, and regional connectivity strategies such as: Ngo Quyen Street extended to the West connecting with the North-South Expressway; Eastern Ring Road project; Xuan Dieu Street extension project...".
Accompanying the localities, the Ha Tinh Construction sector has also well implemented the work of establishing and adjusting construction and urban planning according to the Provincial Planning for the period 2021 - 2030, with a vision to 2050. In particular, focusing on important urban and regional planning such as: establishing regional planning for Huong Khe district, Ky Anh district; adjusting regional planning for Loc Ha and Duc Tho; establishing general urban planning for Nam (Huong Son district), Thach Ha town; implementing the adjustment of general planning for Ha Tinh city, Ky Anh town, Hong Linh town, Loc Ha town, Cau Treo International Border Gate Economic Zone; adjusting urban subdivision planning, functional areas, detailed planning of resettlement areas serving the North - South expressway project, etc.
Ky Anh Town constantly invests in improving the appearance of the central urban area.
Mr. Nguyen Quoc Ha - Director of the Department of Construction of Ha Tinh province said: "In the coming time, in order to effectively implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050, the sector will continue to guide districts and towns to study and adjust construction planning in accordance with the review and adjustment of the province's socio-economic development planning, urban development speed and socio-economic development speed in localities; advise on the construction of a geographic information system (GIS) and digital technology, digital platforms in urban planning and development management. Review and direct the establishment of zoning plans, detailed plans in urban areas, especially in new urban areas, expanded urban areas, and urban renovation to gradually improve the effectiveness of construction management according to the planning...".
