The role of "midwife"

Receiving support from the funding source stipulated in Resolution 23 dated July 22, 2021 of the Provincial People's Council, mountainous localities have focused on implementing well the work of arranging and stabilizing the population.

For example, in Bac Tra My district, from 2021 to 2024, the provincial capital has allocated 45.5 billion VND; the District People's Committee has arranged and stabilized residents for 481 households (reaching a rate of 70.2%).

According to Ms. Le Thi Thu Van - Vice Chairwoman of the People's Council of Bac Tra My district, the implementation of Resolution 23 has helped people in the district's disaster-hit areas stabilize their long-term housing and feel secure in their production and living.

In Tay Giang, according to Mr. Bhling Mia - Secretary of the District Party Committee, Resolution 23 along with policies related to economic development, infrastructure, support in the fields of health, education, culture, and social security have clearly promoted effectiveness, contributing to exploiting local potential and strengths, promoting socio-economic development.

Thanks to that, up to now, 10/10 communes have car roads to the commune center, 98% of rural roads are concreted; more than 95% of households have access to the national electricity grid; at the same time, investment has been made in leveling 125 concentrated resettlement sites to arrange stable housing for more than 5,000 households in the area.

Regarding the tourist city of Hoi An, according to local assessments, the resolutions issued by the Provincial People's Council since the beginning of the 2021-2026 term have been effective, creating a legal corridor in the operation and state management of tourism.

Among them, it is necessary to mention the effectiveness of the implementation of Resolution No. 18 of the Provincial People's Council regulating the continued reduction of entrance fees to some places in the area and the level of support for tourism recovery and development due to the impact of the COVID-19 epidemic.

With a support fund of 4.3 billion VND from the above policies, Hoi An City has organized a series of communication, promotion, advertising and tourism stimulus events in 2022 and 2023, especially the activities of National Tourism Year - Quang Nam 2022.

In addition, 19 relics under the Hoi An ancient town entrance ticket are supported with 780 million VND; support for a 50% reduction in entrance fees with an amount of nearly 50.5 billion VND at destinations such as the ancient town, Cu Lao Cham, Bay Mau coconut forest...

Mr. Nguyen Van Vinh - Vice Chairman of Hoi An City People's Council said that Resolution 18 of the Provincial People's Council is only effective until December 31, 2022, but has created momentum for the city to recover, promote effective tourism development, and gradually regain growth momentum for the following years. It is estimated that the city collects about 1 billion VND per day from ticket sales.

“Do not include in the meeting agenda content that does not ensure quality”

The Standing Committees of People's Councils at all levels need to enhance their roles and responsibilities in leading, directing, and coordinating the activities of the People's Council's committees and relevant agencies and units in preparing for the organization of the session; resolutely not to include in the session agenda any content that does not ensure quality. Discussion and questioning activities at the session need to be focused on, promoting the role of elected representatives, focusing on difficult issues, issues that voters are interested in, and impacting the socio-economic development of the locality to find timely solutions; not to avoid or shirk responsibility, it is necessary to promote collective intelligence and the role of each individual elected representative.

Avoid “legless” resolutions

Based on the resolution of the Provincial People's Council, many localities flexibly apply and combine district capital sources for more effective implementation.

In Duy Xuyen, Mr. Nguyen Thanh Son - Vice Chairman of the District People's Council shared that, implementing Resolution No. 13 of the Provincial People's Council on supporting the elimination of temporary and dilapidated houses, the District People's Council issued a resolution to provide additional support from the district budget. Accordingly, newly built houses will receive support of 40 million VND (total of 100 million VND); in case of repair, an additional 10 million VND will be provided.

“The issued resolutions have had a positive impact on people's lives, receiving high consensus and support; gradually creating a foundation for Duy Xuyen to strive to become a town after 2030,” said Mr. Son.

Through reviewing the implementation of 372 mechanisms and policies issued during this term, the Standing Committee of the Provincial People's Council assessed that they were basically effective, had a great impact on socio-economic development, and created a legal corridor to ensure state management and administration.

In addition, these mechanisms also increase resources to support production development, promote the potential and advantages of localities; resolve problems arising from practical life; contribute to removing difficulties for people and businesses...

“Evaluating and drawing experience from the issuance of resolutions in the recent period, the Provincial People's Council will coordinate more effectively with specialized sectors in developing mechanisms and policies; in particular, focusing resources on bringing resolutions into life. Avoid the situation of issuing resolutions that "have no legs", remaining on paper due to lack of resources for implementation" - Mr. Nguyen Cong Thanh - Vice Chairman of the Provincial People's Council emphasized.
