Accordingly, the Chairman of Hanoi People's Committee agreed on the policy of investing in 3 large bridges across the Red River using budget capital.

Specifically, agree on the policy of the Investment Project to build Tu Lien bridge and Tu Lien road to Hanoi - Thai Nguyen expressway using public investment capital (in the direction of EPC contract).

Vice Chairman of the City People's Committee Duong Duc Tuan was assigned to work with businesses to discuss and agree on an investment plan to build Tu Lien bridge to ensure feasibility, efficiency, and early implementation of construction.

The Department of Planning and Investment urgently reviewed the submission of the Department of Transport on the pre-feasibility study report of the investment project, advised, proposed, and reported to the City People's Committee to submit to the competent authority to organize the appraisal and approval of the investment policy in January 2025. Advised on the arrangement of public investment capital to implement the investment project. Previously, the total investment of Tu Lien Bridge was tentatively estimated at 19,959 billion VND.

The Hanoi People's Committee also agreed on the policy of implementing the Tran Hung Dao Bridge Construction Project using public investment capital; assigned the Department of Transport to urgently organize the preparation of a pre-feasibility study report for the project, submit it to the competent authority for appraisal and approval in accordance with the correct procedures, and report to the City People's Committee in February 2025.

Ngoc Hoi Bridge and the roads at both ends of the bridge are invested with public investment capital.

The Department of Planning and Architecture is responsible for advising and proposing to the City People's Committee to organize a competition for the architectural design of the main bridge across the Red River, and report to the City People's Committee in December.
