In Document No. 3276/UBND-KTTH, the City People's Committee requested that, in order to overcome the shortcomings and limitations in the 2019-2021 period and continue to arrange and reorganize headquarters and public assets economically and effectively, avoiding waste in the 2023-2030 period, for agencies, organizations and units in the area of ​​reorganizing administrative units at the district and commune levels in the 2019-2021 period (Hai Ba Trung district, Phuc Tho and Phu Xuyen districts), focus on developing a plan to complete the approval of the plan to rearrange and handle houses and land in 2023 and complete the implementation in 2024.

For agencies, organizations and units in the area of ​​reorganizing district and commune-level administrative units in the period of 2023-2030, based on the overall plan for reorganizing district and commune-level administrative units of the locality, the People's Committees of districts, towns and cities shall make a list and plan to handle the headquarters and public assets of agencies, organizations and units under their management in district and commune-level administrative units subject to reorganization.

The preparation of the list and the proposed treatment plan must be carried out simultaneously with the process of developing the Project for rearranging administrative units at district and commune levels, and must be incorporated into the project to be reported to the competent authority for approval.

For commune-level administrative units in districts, towns and cities that must be rearranged but are not subject to separation, merger or consolidation, the management, use and handling of public assets shall be carried out in accordance with the provisions of the law on public assets and shall not be included in the list of assets that must be rearranged or handled when rearranging district-level and commune-level administrative units.

Based on the list of headquarters and public assets, the People's Committee of the district, town, and city shall determine the list of headquarters and public assets retained for continued use by agencies, organizations, and units under its management after the administrative unit is reorganized according to the principle that the units are merged or consolidated. The People's Committee of the district, town, and city shall, based on the plan to arrange the organizational structure, staffing, functions, and tasks of the administrative unit when carrying out the arrangement, specifically determine the standards and norms for the use of headquarters and public assets as a basis for arranging, investing, constructing, and upgrading the selected headquarters as the workplace of the administrative unit after the arrangement.

In the process of developing a master plan to reorganize district and commune-level administrative units, the People's Committees of districts, towns and cities shall proactively review and consider temporarily suspending the approval and implementation of new investment projects to build, repair, renovate and upgrade headquarters of administrative units expected to be merged or adjusted into other administrative units, ensuring thrift practice and anti-waste according to the direction of the National Assembly Standing Committee.

Previously, reporting at the national online conference on implementing the arrangement of district and commune-level administrative units in the 2023-2030 period, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in the 2019-2021 period, the city has arranged 12 commune-level administrative units, including 6 communes and 6 wards. There are no district-level administrative units subject to arrangement.

Currently, Hanoi has 30 district-level administrative units, including 17 districts, 12 urban districts, 1 town and 579 commune-level administrative units: 383 communes, 175 wards, 21 towns.

For the 2023-2025 period, City Chairman Tran Sy Thanh said that through reviewing and comparing with the criteria according to current regulations, the City has 1 district-level administrative unit and 176 commune-level administrative units that need to be rearranged.
