On the morning of May 12, at the question-and-answer session of the Hanoi People's Council on the implementation of mechanisms and policies for agricultural development in the city, on the group of issues of establishing and implementing agricultural development planning, including the project of concentrated slaughter of livestock and poultry in Binh Minh commune, Thanh Oai district, although completed 5 years ago, is still struggling to organize implementation, attract investment in production to ensure social security for people and solve pollution, the City People's Council delegates questioned the leaders of Thanh Oai district People's Committee about the responsibility and reasons for the delay in putting this concentrated slaughterhouse into operation.

Delegate Tran Khanh Hung questioned the centralized slaughterhouse project in Binh Minh commune, Thanh Oai district, which has not been in operation for 5 years, causing waste.

Regarding the above content, Mr. Bui Van Sang, Chairman of Thanh Oai District People's Committee said: The project has been approved for bidding and settlement with a value of more than 80 billion VND. The District People's Committee has assigned the Land Fund Development Center to implement the list, plan, and develop a plan for auctioning land use rights to implement the project under the direction of the City People's Committee.

However, the auction has not been held yet because the project has not had any investors or businesses interested in it. In addition, the City’s decision approving the starting price for the auction of land use rights to implement the project has expired since the date of issuance.

To put the project into operation soon, the district proposed that the city allow the collection of households that spontaneously slaughter livestock and poultry in residential areas to avoid environmental pollution... In addition, selecting an investor to implement this project is very necessary.

“Thanh Oai District People's Committee has submitted the following documents: No. 13/TTr-UBND dated February 2, 2023 and No. 35/TTr-UBND dated March 24, 2023, requesting the Department of Natural Resources and Environment to appraise and submit to the City People's Committee for approval to adjust and supplement a number of contents of the land use rights auction plan to implement the project; Requesting the Department of Natural Resources and Environment and the City People's Committee to promptly consider and resolve. After the adjustment of the auction plan is approved, the District People's Committee will submit a dossier requesting the City People's Committee to approve the starting price to organize the auction", said the Chairman of Thanh Oai District People's Committee.

At the same time, it is recommended that the Departments, branches, sectors and the City People's Committee promptly adjust some contents in the auction plan and approve the starting price to soon organize the auction of land use rights according to regulations.

According to Director of the Department of Natural Resources and Environment Nguyen Huy Cuong, the city has approved the investment policy for this project since 2017, but as a conditional project, according to Decree 31/2021/ND-CP of the Government in 2021, these conditional projects must be approved for investment policy. Currently, the city has also issued an investment policy for this field.

Regarding the starting price, in February 2023, Thanh Oai district submitted it to the Department of Natural Resources and Environment. During the process of evaluating the dossier, related to some transitional provisions as well as the district's proposal, Thanh Oai withdrew the dossier and resubmitted it in March. Currently, the Department of Natural Resources and Environment is evaluating and in May will submit it to the City for approval and decision on the starting price.

Clarifying this content, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that this is a policy of land clearance and recovery to create clean land to build infrastructure to attract investment, however, the project is not attractive enough for investors.

“Recently, the city has reviewed, summarized the final accounts and assigned Thanh Oai Department to organize the auction. As the Department of Natural Resources and Environment reported, this May, the starting price will be submitted to the city for approval. However, the review shows that the starting price is quite high, the approval will create difficulties and challenges for investors when participating,” said Vice Chairman of the City People's Committee Nguyen Manh Quyen.

“But we have approved it, so this year we will have to organize an auction. If it is not approved, we will have to consider solutions to propose to the City Party Committee and People's Council mechanisms and policies strong enough to attract investors to participate in this project. The City People's Committee has also directed departments and branches to develop mechanisms and policies for the development of the agricultural sector, including support for the construction of slaughterhouses, and submit them to the City People's Council for approval this July. Hopefully, it will be attractive enough for investors,” added Vice Chairman of the City People's Committee Nguyen Manh Quyen.
