After inspections by seven working groups established by the Government, construction sites of key transport projects continued to have difficulties removed to speed up, contributing to completing the target of 3,000km of expressway by 2025.

Focus on solving 3 major problems
How do you evaluate the changes at the construction site after the inspection trips of the 7 working groups?
In recent times, ministries, branches, localities, investors, consultants and contractors have made great efforts in organizing and implementing key transport projects, especially projects scheduled to be completed this year.
There is not much time left from now until the end of 2025, while the remaining workload is very large, some difficulties and problems have been directed by the Working Group to be handled but there are still potential risks.
The Department will continue to advise the Ministry of Construction to organize working groups led by deputy ministers to periodically inspect the implementation of projects to provide instructions, remove difficulties and obstacles, and urge progress.

Most projects meet the plan. However, in some projects, due to many reasons, progress is slow and does not meet expectations.
The Prime Minister has established 7 working groups led by Deputy Prime Ministers to directly inspect the scene and work with investors and localities to remove difficulties and obstacles.
During the inspections, the working group requested investors and units to learn from practical experience and promptly reorganize construction; not to be negligent or subjective; to organize construction in "3 shifts, 4 teams" to compensate for delayed output and ensure progress and quality.
What problems have been identified and resolved, sir?
Through the inspection of 7 working groups, each locality, ministry and sector has been assigned specific tasks. The removal of obstacles focuses on 3 major issues.
Regarding site clearance work, localities such as Tuyen Quang (Tuyen Quang - Ha Giang project), Khanh Hoa (Khanh Hoa - Buon Ma Thuot project), Dong Nai (Bien Hoa - Vung Tau project, Ho Chi Minh City Ring Road 3), Quang Tri (Van Ninh - Cam Lo) ... need to mobilize the entire political system to participate, completing the handover of all sites in March.
Regarding construction material sources, provinces with material mines in the Southern region (Tien Giang, Ben Tre, An Giang, Kien Giang, Dong Nai...) have been assigned supply targets for each project, completing all related procedures to be able to exploit and supply in March. The Government's inspection team also urged Da Nang City and the provinces of Tuyen Quang and Ha Giang to speed up quarry licensing procedures, not allowing contractors to lack materials.
Regarding capital, the Ministry of Finance is assigned to coordinate with localities to balance, regulate, and ensure there is no shortage of capital for projects scheduled to be completed in 2025, especially the Tuyen Quang - Ha Giang and Cao Lanh - An Huu projects.
Many projects shorten progress
During the inspection trips, did the investor report on the progress of the expressway projects currently being implemented, ensuring the goal of completing 3,000km by the end of 2025 as directed by the Prime Minister, sir?
To achieve the goal of having 3,000km of expressways nationwide, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are currently implementing 28 projects/component projects with a total length of about 1,188km.
Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of Working Group No. 1, inspected the Hoa Lien - Tuy Loan expressway project on March 13.
As of the first week of March 2025, 16 projects (total length of 786km) are being implemented closely following the completion plan in 2025. Many projects with favorable conditions will strive to shorten the construction time by 3 - 6 months compared to the contract such as: North - South Expressway sections Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, Van Phong - Nha Trang; Bien Hoa - Vung Tau Expressway section through Ba Ria - Vung Tau province.
There are 12 projects (total length of 402km) still facing difficulties in site clearance and construction material sources. Units need to be determined and focused on resolving these difficulties, organizing construction in "3 shifts, 4 teams" to ensure completion in 2025.
Typically, in component projects 1, 3, 5 of Ho Chi Minh City Ring Road 3, site clearance work still has some locations that have not been completed. The project needs to mobilize more than 6 million cubic meters of sand to complete the foundation work.
Bien Hoa - Vung Tau Expressway component project 1 and 2, site clearance work is still in large volume; there is still a shortage of 3 million m3 of land to complete the embankment work before the rainy season (in May 2025).
Project Component 1 and 3 of Khanh Hoa - Buon Ma Thuot Expressway (68km long), Khanh Hoa province still has about 2.2km of unfinished land, construction output is still low.
With the Tuyen Quang - Ha Giang project, site clearance work in Tuyen Quang province has not met requirements; procedures for granting licenses for land and rock exploitation are still slow; construction implementation still faces difficulties in arranging capital from the local budget.
In your opinion, which projects need to focus on solving difficulties to achieve the required progress?
As shared above, 28 projects in the 3,000km expressway plan are being implemented, of which 12 projects need investors and local authorities to drastically overcome difficulties and contractors to work together to ensure the required progress.
With other projects, although they basically meet the schedule, investors and contractors must not be subjective, need to closely follow the implementation situation, and promptly have plans to adjust to actual conditions.
Timely detection and handling of weak contractors
After nearly 7 months since the Prime Minister launched a 500-day and night peak competition to complete 3,000km of expressway, have there been any changes at the project sites, sir?
Immediately after the peak emulation campaign was launched by the Prime Minister, construction sites took on a new spirit. At each project, the number of machinery, equipment and human resources mobilized by contractors increased by 1.5 - 2 times compared to the time before the launch.
A section of the Van Phong - Nha Trang expressway has been completed and is expected to open to traffic on April 30.
Responding to the peak emulation period, the Department of Economics - Construction Investment Management also coordinated with the Department of Organization and Personnel to launch emulation movements at projects, clearly defining criteria and specific timelines for each work item.
Periodically, the work of summarizing and rewarding is carried out, promptly motivating individuals and groups with outstanding achievements and creative ways of working, encouraging competition within each unit, competition between project management boards with the goal of shortening construction time, completing the project with the highest quality and aesthetics.
After nearly 7 months of launching, some projects have accelerated, basically completing the construction of the road surface such as 70km of the Van Phong - Nha Trang section, some projects such as Bai Vot (Ha Tinh) to Cam Lo (Quang Tri) are making efforts to deploy construction, completing synchronously on September 2 this year.
Recently, the situation of slow construction implementation still appears in some contractors. How does the Department of Economics - Construction Investment Management advise the leaders of the Ministry of Construction to direct investors to improve the sense of responsibility of construction units, sir?
In addition to objective reasons such as site clearance, lack of construction materials, unfavorable weather conditions, and unseasonal rains, some contractors have not yet met the required progress.
Based on the assigned functions and tasks, the Department of Economics - Construction Investment Management has regularly inspected the site, evaluated the progress weekly and monthly to advise the leaders of the Ministry of Construction to criticize and remind contractors who are behind schedule, and direct the project management board to transfer the volume to weak construction units.
