On the morning of March 29, Landcom Investment Joint Stock Company (investor) started construction of low-rise housing blocks in the Tuyen Son Housing and Service Area project along the Han River (Hoa Cuong Nam Ward, Hai Chau District, Da Nang City).
This is an 8-year-old project on the prime land along the Han River, started in 2017 but encountered many difficulties and problems with land issues, leading to prolonged procedures.
The reasons for the project's delay include the conversion from a sports area to an urban area, the transfer of the project, conditions for granting land use right certificates, regulations on building townhouses, etc.
Construction of townhouses and villas on the golden land along the Han River (Hai Chau District) has been cleared after 8 years.
Da Nang City People's Committee as well as Hai Chau District authorities have made efforts to resolve the issue to continue implementing the project.
The project was approved for investment by the People's Committee of Da Nang City in Decision No. 3353/QD-UBND dated July 30, 2019, and adjusted for the first investment in Decision No. 2432/QD-UBND dated November 6, 2023.
On March 14, the Department of Construction of Da Nang City confirmed that the investment project for low-rise housing construction under the Tuyen Son Housing and Service Area Project is eligible to start construction in Document No. 1679/SXD-CPXD.
The total project area is about 3.6 hectares of prime land along the Han River, including 156 townhouses and 63 villas. The total investment is about 1,000 billion VND, the implementation period is from the second quarter of 2024 to the fourth quarter of 2025.
At a dialogue with businesses in early 2024, Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, said that in 2023, the city had issued new and adjusted investment certificates and investment policies for over 40 projects, thereby unlocking investment resources of nearly 60,000 billion VND to promote socio-economic development in the 2024 - 2025 period.
In addition, 32 other projects and land plots continue to remove difficulties and obstacles.
Currently, Da Nang City still has more than 100 projects, many of which are real estate projects with legal problems. Da Nang City has developed a plan to remove difficulties and problems related to projects and land in the inspection and examination conclusions, judgments, and detailed reports submitted to the Central Government for removal, in order to free up development space for the city.
In addition, at the end of March, Da Nang City established a Working Group to remove difficulties for public investment projects, to urge and process investment procedures and disburse more than VND 8,800 billion in public investment capital in 2024.
The working group is headed by Mr. Nguyen Ha Nam, Chief of Office of the Da Nang City People's Committee. The two deputy heads are Ms. Tran Thi Thanh Tam (Director of the Department of Planning and Investment) and Mr. Vo Tan Ha (Deputy Director of the Department of Construction).
