On the morning of April 4, at the Government Headquarters, Prime Minister Pham Minh Chinh, Chairman of the National Committee for Education and Training Innovation (Committee) chaired the Committee's meeting on "Innovation and development of preschool education to 2030, with a vision to 2045."

Attending the conference were Deputy Prime Minister Tran Hong Ha, Vice Chairman of the Committee; leaders of central ministries, departments and branches; leaders of a number of centrally-run provinces and cities; and members of the Committee.

Opening the meeting, Prime Minister Pham Minh Chinh said that this meeting of the Committee aims to contribute opinions to the program "Innovation and development of preschool education to 2030, vision to 2045" to report to the Government for submission to the National Assembly for consideration.

According to the Prime Minister, after 10 years of implementing Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration," the cause of fundamental and comprehensive innovation of education and training has achieved many positive results.

However, preschool education has not received proper attention and development, especially in remote areas with a high concentration of workers and laborers...

Prime Minister Pham Minh Chinh said that preschool education plays a particularly important role in the national education system, in the strategy of human resource development and human development in Vietnam. Preschool education is the level of education for the youngest age group in the process of human development.

“Human development and building must be based on the foundation from the early years of life to comprehensively develop children physically, intellectually, and aesthetically, forming the first elements of personality, and laying the foundation for the comprehensive development of Vietnamese people,” the Prime Minister pointed out.

The Prime Minister said that Vietnam is building and developing the country on the foundation of socialist democracy, a socialist rule-of-law state and a socialist-oriented market economy. The consistent viewpoint is to take people as the center, the subject, the goal, the driving force and the resource for development; to maximize the intelligence, talent, qualities and ethics of the Vietnamese people; not to sacrifice progress, social justice, social security and the environment in exchange for mere economic growth.

The head of the Government said that preschool education needs to continue to implement the roadmap for fundamental innovation and also to ensure comprehensive education reform in accordance with the direction of the Party and the State. Resolution No. 42-NQ/TW dated November 24, 2023 sets the goal of completing universal preschool education for preschool children from 3 to 5 years old by 2030...

The Prime Minister requested the Committee members to focus on discussing “Innovation and development of preschool education to 2030 and vision to 2045” to implement the Party’s Resolutions. In which, the program and plan must have long-term thinking, strategic vision, but be implemented in phases, suitable to the country’s circumstances and conditions in each period, ensuring effectiveness.

The Prime Minister requested delegates to discuss, analyze, and propose appropriate solutions, methods, and steps with focus and key points, and to implement them firmly, especially in terms of mechanisms, policies, allocation, and mobilization of resources and human resources... for innovation and development of preschool education.../.
