After Circular 29 issued by the Ministry of Education and Training took effect, Hai Phong granted licenses to nearly 1,000 establishments to register for business in industries related to the education sector.
According to the report of the city's Department of Education and Training, in the 2024-2025 school year, Hai Phong has 748 educational institutions; 357 foreign language centers, foreign language, information technology, life skills, and extracurricular knowledge training facilities with a total number of 538,297 students.
Before Circular No. 29 was issued, the number of licensed tutoring establishments was 255. Of these, 150 enterprises were granted business registration certificates in the education sector by the Department of Planning and Investment; 105 knowledge training centers were granted operating licenses by the Department of Education and Training.
Since Circular No. 29 took effect, from January 2025 to the end of February 2025, the number of new organizations/individuals registering to do business in the education sector at the Financial Planning Department of 14 districts (the unit that grants business licenses) is 678 establishments. Of which, some localities have a large number of establishments applying for licenses such as: Thuy Nguyen City (130 establishments); Hai An District (98 establishments), Ngo Quyen District (83 establishments), Le Chan District (66 establishments)... The least are Do Son District (8 establishments) and An Lao District (6 establishments).
According to statistics from the Department of Planning and Investment of Hai Phong City, the number of organizations/individuals registering to do business in the education sector is 278 establishments, an increase of 184.73% over the same period last year. At the Department of Education and Training, the number of establishments applying for licenses is 14 establishments.
Thus, since Circular 29 took effect, within just 2 months, 970 establishments have registered to do business in industries related to the education sector.
According to the Department of Education and Training of Hai Phong City, Circular 29 helps educational management units have a clearer legal basis to manage extra teaching and learning activities; contributing to ensuring fairness in education, reducing the difference in learning opportunities among students. Since Circular 29 took effect, the Department of Education and Training of the city has organized 3 inspection teams on extra teaching and learning activities at schools in the area and at the same time publicized the phone number to receive and handle feedback on extra teaching and learning in the area.
To effectively implement the requirements of the Circular, schools need to focus on improving the quality of teaching and learning in the official curriculum, innovating and strengthening measures to properly implement the goals of the 2018 General Education Program, and guiding students to enhance self-study and research.
