Speaking at the first session of the 4th Congress of Ethnic Minorities in Bac Kan Province in 2024, Mr. Trieu Duc Van, Director of the Department of Agriculture and Rural Development, said that since the central ministries and branches issued mechanisms and policies to support production development, the Department of Agriculture and Rural Development has proactively coordinated with departments, branches and localities to advise the Provincial People's Committee to submit to the Provincial People's Council to issue resolutions specifying the policies.

To effectively implement production development models in ethnic minority and mountainous areas, Mr. Trieu Duc Van proposed 7 tasks and solutions to be implemented in the coming time.
According to the Director of the Department of Agriculture and Rural Development of Bac Kan province, first of all, it is necessary to strengthen linkages and cooperation in production, link production and processing with the market, and take the market as an input signal for production. Promote the development of cooperative economy to consolidate household economy; strengthen linkages, take cooperatives and enterprises to lead the formation of agricultural product value chains, as well as orient production standards according to market access requirements. With the goal of reducing costs, improving quality, increasing processed products, contributing to increasing the value of agricultural products, and producing according to market requirements.

Improve and develop value chains, enhance competitiveness for key local industries, support agricultural economic development through supporting industries and agricultural processing industries; strengthen trade promotion, reorganize and expand consumption markets. Develop agricultural economy towards the production of high-quality goods. Promote market forecasting, focus on consumer demand surveys, promote product quality improvement, meet consumer needs, and increase the value of agricultural products.
Next, Mr. Van proposed to continue to propagate so that Enterprises, Cooperatives, and communities know and access current policies, policies to support production development under the 3 National Target Programs for the period 2021-2025 to register to implement projects to support production development for specialty crops and livestock with local advantages to form concentrated commodity production material areas.

Along with that, propagandize and mobilize people to reorganize production, integrate support policies from the 3 National Target Programs of the Central Government to invest in production development, towards sustainable agriculture, contributing to the socio-economic development of the locality. Coordinate with credit institutions to support economic entities and cooperative members to access capital to upgrade and improve products, focus on innovation and improvement of technology, technical processes, expand raw material areas; improve product quality, traceability; improve packaging and labels to meet market requirements.

The fourth task, according to Mr. Van, is to mobilize and effectively use non-budgetary resources, prioritizing credit capital for the agricultural and rural areas.
Coordinating with relevant departments, branches and units to advise the Provincial People's Committee to promptly allocate capital from the 3 National Target Programs to implement and support the construction of production development models and projects contributing to increasing income and improving the lives of ethnic minority people is one of the important tasks.
"The 6th task is to continue promoting research, transfer and application of science and technology, prioritizing the transfer of high-quality varieties, preserving and reducing post-harvest losses, developing high-tech agriculture, organic agriculture, replicating appropriate and effective forms of production organization, focusing on developing forms of cooperation, linking production and product consumption.
And finally, households participating in implementing the model and project need to comply with regulations and apply scientific and technical advances in caring for crops and livestock. Be proactive in production, strengthen joint ventures, partnerships, and connect product consumption to expand production scale," emphasized the Director of the Department of Agriculture and Rural Development of Bac Kan province.
