Faced with the reality that nearly 500 hectares of planted forests are of harvestable age but cannot be exploited because they are planned for special-use forests and protective forests; the Party Committee, government and specialized agencies of Bac Kan province are trying to find ways to help people overcome difficulties.
Review and remove obstacles for forest growers
Regarding the fact that nearly 500 hectares of planted forests are at the age of exploitation but cannot be exploited, in an interview with Dan Viet reporter, Ms. Phuong Thi Thanh - Standing Deputy Secretary of Bac Kan Provincial Party Committee said that first of all, it is necessary to share with people whose forests are planned for special-use forests and protective forests.

"Regarding this content, Bac Kan province has also discussed a lot, proposed to the General Department of Forestry and the locality to discuss ways to resolve it. However, due to legal regulations, it has not been resolved yet. Up to this point, the National Forestry Plan has been made. In the National Forestry Plan, the authority is assigned to localities to proactively coordinate to review.
Accordingly, the area of planted forests that coincides with the planned area of special-use forests, under the authority of the locality, will be removed from the planning; any content under the authority of the Central Government will be synthesized to report recommendations and proposals. The Bac Kan Provincial Party Committee is also directing the Provincial People's Committee to review this content to organize and implement it," the Standing Deputy Secretary of the Bac Kan Provincial Party Committee added.

Mr. Nong Quang Nhat - Vice Chairman of Bac Kan Provincial People's Committee said that the Provincial People's Committee has also assigned the Department of Agriculture and Rural Development (DARD) to allocate the province's budget to review and re-evaluate to advise the province to remove more than 500 hectares from the special-use forest area.
In addition, according to Mr. Nhat, along with the areas that will be proposed, the communes in Kim Hy Nature Reserve will also be reviewed. Any areas that meet the conditions will be added to ensure the planned area.

No "entanglement" when removing production forests from special-use forest planning
The Vice Chairman of the People's Committee of Bac Kan province added that up to now, the province has reviewed the regulations, especially the Forestry Law, Decree No. 156/ND-CP detailing the implementation of a number of articles of the Forestry Law and other regulations and documents guiding and instructing the Central Government and ministries and branches to "resolve difficulties" for the people.
"Kim Hy Nature Reserve, now Kim Hy Nature Reserve, was established in 2004 with a total area of over 15,000 hectares, spread over 6 communes in Na Ri and Bach Thong districts of Bac Kan province. In the total area of over 15,000 hectares, there are also production forest areas where people have planted forests. And up to 4/6 communes have production forest land planned for Kim Hy Nature Reserve, of which Con Minh commune of Na Ri district has the most with a total planned area of over 300 hectares", said Mr. Nong Quang Nhat, Vice Chairman of Bac Kan Provincial People's Committee.
"We have reviewed and considered removing the areas of people's planted forests from the special-use forest planning. We will also review and add areas that are eligible to be included in special-use forests, while ensuring the total area of special-use forests reported to the Ministry of Agriculture and Rural Development; ensuring the area according to the central and provincial reports and ensuring the lists, recommendations and information that Bac Kan province has reported to the Ministry of Agriculture and Rural Development in the comments on the National Forestry Planning to ensure that they are consistent with the National Forestry Planning and the provincial planning for the period 2021-2030 and until 2050," informed the Vice Chairman of the Bac Kan Provincial People's Committee.
Through research, it is known that, based on the current Forestry Law and current regulations, the planning of special-use forests in Kim Hy Nature Reserve, the Management Board of Kim Hy Nature Reserve has proposed the People's Committee of Bac Kan province to approve the Sustainable Forest Management Plan and has a plan to move the entire area of planted forests planned for special-use forests out of the planning.
As a consulting unit, Mr. Nguyen My Hai, Deputy Director of the Department of Agriculture and Rural Development of Bac Kan province, affirmed that the Department of Agriculture and Rural Development has also proposed to include in the provincial planning the conversion of this forest area into production forest.
According to Mr. Hai, the Government has planned 3 types of forests for Bac Kan province, which are about 405,000 hectares, but currently the provincial agricultural sector is managing about 417,000 hectares. Thus, Bac Kan province can convert about 12,000 hectares out.

"Based on the National Forestry Planning, on the sector side, the Ministry of Agriculture and Rural Development also plans for Bac Kan province an area of 3 types of forests of over 405,000 hectares; therefore, putting the planned planted forest areas into special-use forests and protective forests out of the planning is completely appropriate.
Regarding the planning for special-use forests, Bac Kan province has planned 28,700 hectares. In terms of the province's planning, we fully meet the criteria for forestry planning as well as land use planning allocated to special-use forests. Therefore, the area of more than 500 hectares of people's planted forests removed from the planning does not affect the purpose and objectives of special-use forest management of Bac Kan province in the coming periods," said Mr. Nguyen My Hai.
