Accordingly, in the 2023-2024 school year, the number of primary schools will decrease from 12,366 to 12,166 (a decrease of 200 schools). At the secondary school level, the number of schools will decrease from 10,761 to 10,753 (a decrease of 8 schools).

For high school level alone, in the 2022-2023 school year, the country has 2,949 high school schools. In the 2023-2024 school year, this number will increase to 2,981 schools. This is also the only level of education that increased the number of schools in the last school year.

According to the Ministry of Education and Training, the main reason for the decrease in the number of primary and secondary schools is that some localities have merged administrative boundaries, leading to the merger of schools in the area. Meanwhile, the number of high schools has increased due to population growth in large cities, so localities have built and established new schools.

Also according to the report of the Ministry of Education and Training, the whole country has nearly 18.5 million students, a decrease of more than 300,000 compared to the previous school year, the decrease is mainly at the primary level.

Secondary school has more than 6.5 million students, an increase of nearly 500,000. High school has approximately 3 million students, an increase of more than 100,000. Of which, 5 localities have a very high number of high school students: Hanoi (293,825 students), Ho Chi Minh City (251,930 students), Thanh Hoa (103,636 students), Nghe An (109,764 students) and Dong Nai (88,899 students).

The increase of 32 schools does not meet the actual demand, when the number of schools needed for this number of students is about 50 schools.

Regarding limitations, the Ministry of Education and Training frankly acknowledged that when arranging, merging, and re-planning schools and school locations, in some areas with scattered residential areas, traffic was disrupted, affecting students' ability to go to school.

The review and arrangement of the network of preschool and general education facilities are still inadequate; there is still a shortage of schools and classes in some localities, especially in urban areas, industrial parks, export processing zones, ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions.

Some localities have mechanically consolidated educational facilities; planning, land allocation, and investment in building school facilities are not in accordance with school standards and norms. Facilities and teaching equipment at preschool and general education levels are still lacking and do not meet the requirements of the new general education program.

Speaking at the conference, Minister of Education and Training Nguyen Kim Son emphasized that in the new school year, the sector will continue to thoroughly implement the Prime Minister's guiding motto of "taking students as the center and subject, teachers as the driving force; school as the support, family as the fulcrum, society as the foundation".

With the spirit of promoting discipline, responsibility, continuous innovation, and quality improvement, the entire education sector will strive to better and best fulfill the set goals. In which, immediately implement the content of Conclusion 91 of the Politburo on continuing to fundamentally and comprehensively innovate education and training according to Resolution 29 of the Central Committee; complete the effective implementation of the new general education program and organize the evaluation of the entire implementation process in the past time.

In addition, build a plan to overcome existing problems and limitations, try to overcome challenges, and aim for a school year with even better results.
