Universities are waiting for the 2025 University Admission Regulations of the Ministry of Education and Training (MOET) to announce their admission plans. The content that has received much attention is the use of subject combinations and the conversion of scores of methods to a 30-point scale as stipulated in the draft regulations.
Candidates and schools are looking forward to it.
Up to this point, many universities have not announced their enrollment plans while some have announced their expected enrollment plans so that candidates can prepare. However, with many new points in the draft Circular amending and supplementing a number of articles of the Regulations on university and college enrollment in preschool education that have been announced by the Ministry of Education and Training for comments, candidates are still worried about the enrollment plans.
Dinh Minh Thao - a 12th grade student at Cao Ba Quat High School (Gia Lam District, Hanoi) said that she wants to take the exam for the economic major, so in addition to the two compulsory subjects of Math and Literature, she chooses English and Chemistry to have a maximum of 2 university entrance exam combinations. However, because she is not too confident with Chemistry, she is worried that if schools apply this combination, how will the score conversion be? Should she spend a lot of time reviewing this subject or should she still focus entirely on the main combination of Math, Literature, English and only need to pass the 4th subject to graduate?
It is known that the draft, after being published for comments since November 2024, has been revised and changed, so if it is published early, it will help candidates have a clear review schedule, reduce stress during the exam, and universities will have enough time to develop a reasonable enrollment plan.
Currently, according to the expected enrollment plans of some universities, 3 stable enrollment methods are maintained, including direct enrollment (according to regulations of the Ministry of Education and Training); combined enrollment and enrollment by high school graduation exam scores. In previous years, schools announced the ratio of enrollment quotas for each method. But this year, because the Ministry of Education and Training requires all methods to have the same score scale, schools do not divide the ratio of enrollment quotas. Thus, with the enrollment plan based on the results of separate exams and combined enrollment with foreign language certificates, candidates are very concerned because when the enrollment quota for each method is unclear, will it cause disadvantages for candidates?
Fair to all candidates
According to the representative of the National Economics University, candidates do not need to worry about this change because it will be more beneficial for them. Candidates just need to register for the school with all the test results, assessments, certificates... and the school will calculate the appropriate conversion according to the principle that is most beneficial for the students, as well as meeting the desire to recruit the best quality candidates, most suitable for the school's training program.
Analysis from experts also shows that with the regulation of equivalent conversion of admission scores of methods and subject combinations used for admission for each program, major, and group of majors, better candidates with higher scores will be admitted first, creating fairness for candidates between methods and subject combinations. However, because each school has different calculations, we still hope that the Ministry of Education and Training will soon have specific instructions. For example, with the IELTS certificate alone, some schools allow IELTS conversion from 4.0 or higher such as the Vietnam Academy of Agriculture, while Ho Chi Minh City University of Technical Education converts IELTS certificates from 4.5; Ho Chi Minh City University of Agriculture and Forestry accepts conversion from 5.0; National Economics University and Thang Long University apply from 5.5...
Another concern from both candidates and schools is the story of the subject combination for admission. Because of the limit of only 4 subjects, candidates consider a lot about which subject to choose to maximize their chances of being admitted to university. However, with the appearance of many new subjects compared to the 2006 program, the exam subjects have also been expanded with many options appearing for the first time such as Technology, Information Technology... Candidates are not only worried about the difficulty or ease of the questions, but more importantly, how many schools have built admission combinations that include these subjects? This is also the question that most candidates and parents are most interested in during the 2025 university admission career counseling sessions held recently. However, schools are also waiting for instructions from the Ministry of Education and Training, so there is no official subject combination scenario. Therefore, the advice for candidates is to focus on studying for the exam to achieve the highest results, the opportunity to enter university will be open to students with good results regardless of which admission combination they choose.
Regarding the time to announce the official regulations, Deputy Minister of Education and Training Hoang Minh Son said that at the earliest this week, the Ministry of Education and Training will issue the Regulations on University and College Admissions in 2025.
The 2025 Admissions and Career Counseling Fair, organized by the Department of Higher Education (Ministry of Education and Training), the Hanoi Department of Education and Training in coordination with a number of units, will take place on Sunday, March 16 at Hanoi University of Science and Technology, completely free of charge.
