Suddenly stopping extra classes affects students' psychology

Many localities are slowly adjusting their learning plans, leading to a drastic increase in the use of extracurricular activities in schools, affecting the psychology of students and parents.


The above content was emphasized by the Ministry of Education and Training in the assessment report after 1 month of implementing Circular 29/2024 on banning paid extra teaching and learning in schools.

According to the Ministry of Education and Training, there are still localities that are slow to issue guidance documents and regulations on extra teaching and learning according to Circular 29/2024, leading to confusion in implementation. At the same time, coordination between departments and branches in implementing regulations on extra teaching outside of school is not timely, causing some teachers who need extra teaching to worry.

"The direction for schools to adjust their education plans was not timely, leading to the sudden stop of extra classes, affecting the psychology of students and parents," said the Ministry of Education and Training. At the same time, a number of students are not really proactive in their studies and are not able to study on their own... also creating concerns when Circular No. 29 is implemented.

Besides the limitations, the Ministry also realized that Circular 29 initially had a positive impact, changing the habits of teachers, students, parents and the whole society with extra teaching and learning.

The Departments of Education and Training proactively advised the Provincial People's Committees to issue regulations on extra teaching and learning in the area in accordance with the practical situation. At the same time, many localities urgently and promptly adjusted their education plans, so as not to affect the preparation for high school graduation exams and entrance exams for grade 10 of students. Many localities have strengthened the management of teaching and learning 2 sessions/day at educational institutions according to the instructions.

The Ministry also appreciates the fact that schools, teachers, and parents are clearly aware of the consequences and harmful effects of rampant extra teaching and learning on physical and mental health. The team of managers and teachers are more fully and clearly aware of the responsibility and importance of formal teaching.

In the coming time, the Ministry of Education and Training requests that localities and the education sector continue to strengthen direction and carry out propaganda and communication work widely and fully about Circular 29.

In particular, the Department of Education and Training directs educational institutions to effectively use facilities and teaching staff to implement the general education program, ensuring that students study correctly and sufficiently all compulsory subjects/educational activities and elective subjects to meet the program's requirements.

Schools need to proactively survey and classify students' levels (achievement levels) to have plans to arrange classes and assign teachers according to the subjects to organize review and training, "not organizing review indiscriminately, not for the right subjects, ineffectively, causing waste".

Localities and schools organize self-study sessions for students to enhance their self-study and research capacity based on teachers' guidance. Depending on the actual situation and each specific stage, consider launching practical and effective self-study movements; make "self-study" results a competitive and evaluation goal during the school year.

The Ministry also requested that the Departments of Education and Training coordinate with functional units to have appropriate plans to guide and support teachers, organizations and individuals to conveniently register for extra teaching and learning.

In the long term, the Department of Education and Training will advise local authorities to allocate budget resources and increase the mobilization of social resources to build enough schools and classes and ensure quality so that all students of the right age can access universal education, reducing pressure on enrollment, especially in big cities.
