Voters suggested that the city pay attention to and direct the implementation of decentralization and delegation of authority in the management of roadways and drainage to a single entity, facilitating the work of receiving, maintaining, and repairing when problems arise.
Regarding the difficulties in attracting investors for static parking lots, voters suggested that the city consider having special policies for investors who implement the socialization model when investing in the construction of multi-storey parking lots. Voters also asked about the progress of the construction of the Nhon - Hanoi Railway Station railway line.

Currently, the report shows that the city's land area for static traffic and public parking lots only meets about 8-10% of the parking needs of the total number of existing vehicles, the remaining 90% of the need is being parked in vacant lots, interspersed land, land of slow-developing projects, and public areas.

According to Vice Chairman of Hanoi People's Committee Duong Duc Tuan, the current traffic problem and traffic safety and order, sidewalks in urban and non-urban areas are very complicated and must be strictly controlled.
Currently, the city has only been able to manage dynamic traffic, the static traffic part is still very difficult, according to the static traffic planning, it must ensure 4% but currently it only reaches 0.7-0.8%. Therefore, regulations on temporary parking on the street and sidewalk are taking place, this is also a common "problem" in big cities.
The Hanoi People's Committee proposed that the City People's Council complete the adjustment of the transportation planning to serve the adjustment of the general planning of Hanoi Capital to 2045, with a vision to 2065 according to regulations.
It is expected that in June 2024, Hanoi will report to the National Assembly and the Government on the general adjustment of the capital's master plan with a large vision, with solutions to remove the possibility of establishing a city-wide traffic system. Along with that, the locality will focus on developing a complete traffic infrastructure.
Regarding the public passenger transport system, Mr. Tuan said that the city only has surface road transport, there is no static transport, and low urban railway. To develop static transport, it is necessary to remove the bottleneck in the mechanism to attract investment resources.
Regarding the question of when the Nhon - Hanoi Railway Station urban railway will be completed, Vice Chairman Duong Duc Tuan said that Hanoi has set a trial run schedule in December and is expected to officially operate on April 30, 2024.
Once operational, the project is expected to increase public passenger transport and achieve the target of 30% public passenger transport by 2025.
