In order to contribute to making science and technology (S&T) a key driving force for rapid and sustainable socio-economic development in ethnic minority and mountainous areas, on July 19, 2021, the Committee for Ethnic Minorities (CEMA) and the Ministry of Science and Technology signed the Coordination Program No. 1900/CTr-BKHCN-UBDT (CTPH) for the period 2021-2030. The coordination has contributed to effectively advising the Party Central Committee, the National Assembly and the Government on S&T solutions and measures to contribute to the successful implementation of the Party's guidelines and policies and the State's laws on ethnic affairs; propagating, mobilizing and supporting ethnic minorities to actively apply scientific and technological advances to improve the efficiency of production, business and services; contributing to the industrialization and modernization of agriculture, rural areas, and the development of ethnic minority and mountainous areas... On January 2, the working delegation of the Committee for Ethnic Minorities (CEMA) led by Deputy Minister, Vice Chairman Nong Thi Ha visited and presented gifts for the Lunar New Year 2025 to prestigious people, poor ethnic minority households, and policy families in Keo Lom commune and Phing Giang commune, Dien Bien Dong district, Dien Bien province. Providing scientific arguments to perfect ethnic policies

One of the very successful coordination contents between the Committee for Ethnic Minorities and the Ministry of Science and Technology is scientific and technological research - this is one of the focuses of the CTPH. The results of national and ministerial level research that have been and are being implemented have contributed significantly to providing scientific arguments, thereby perfecting the ethnic policies of our Party and State.

The National Science and Technology Program “Basic and urgent issues on ethnic minorities and ethnic policies in Vietnam until 2030 - Phase II” has just been approved by the Minister of Science and Technology in Decision No. 3151/QD-BKHCN dated December 2, 2024 (referred to as the Science and Technology Program Phase II).

The objective of the Science and Technology Program Phase II is to supplement scientific arguments to identify and assess more comprehensively the basic and urgent issues on ethnic minorities, ethnic affairs and ethnic policies in the new period; propose to supplement and perfect the system of viewpoints, guidelines, policies of the Party, policies and laws of the State on the field of ethnic affairs; provide scientific arguments for the development of the Ethnic Affairs Strategy and the policy framework for sustainable development of ethnic minority areas until 2045. At the same time, the Program will build and pilot sustainable development models based on the cultural foundation, community knowledge of ethnic minorities and local characteristics combined with scientific and technological solutions; build and standardize the data framework on ethnic minorities; update and supplement the database system on ethnic minorities and ethnic affairs.

According to Prof. Dr. Nguyen Van Chinh, senior lecturer of the Faculty of Anthropology, University of Social Sciences and Humanities (Vietnam National University, Hanoi), the content of the Science and Technology Program Phase II is relatively complete; especially, it raises the issue of cultural research as an internal resource for sustainable development of ethnic minorities.

“In phase I (2016-2020), the Science and Technology Program has implemented 50 topics, but only focused on the issue of hunger eradication and poverty reduction, political security and order stability in ethnic minority areas and only one topic on cultural change in ethnic minority areas. In addition, the research topics mainly focus on specific ethnic groups such as the Chinese, Thai, Mong... without a comprehensive view of cultural exchange and integration,” said Prof. Dr. Nguyen Van Chinh.

The assessments and recommendations of experts have been quantified by specific indicators in the Science and Technology Program Phase II approved in Decision No. 3151/QD-BKHCN dated December 2, 2024 of the Minister of Science and Technology. Accordingly, the Science and Technology Program Phase II sets a target of having at least 20% of tasks with scientific products sent to the Party agencies at the central and local levels to serve the drafting of Party documents.

The Science and Technology Program also sets a target of having at least 40% of tasks with products sent to the Committee for Ethnic Minorities and relevant State agencies at the central and local levels to serve the development of policies and laws on ethnic affairs; apply and use them to develop the economy and society, improve the lives of people and communities; and preserve the cultural values ​​of ethnic minorities.

The National Science and Technology Program “Basic and urgent issues on ethnic minorities and ethnic policies in Vietnam until 2030 - Phase II” is one of the outstanding results in the coordination between the Committee for Ethnic Minorities and the Ministry of Science and Technology for the period 2021 - 2030 according to Program No. 1900/CTr-BKHCN-UBDT dated July 19, 2021 signed between the two agencies. This framework program is a product of the great efforts and determination of the Committee for Ethnic Minorities and the Ministry of Science and Technology.

According to the report of the Committee for Ethnic Minorities, in order to ensure the S&T tasks serving the effective implementation of the Master Plan and the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, on November 30, 2023, the Committee for Ethnic Minorities organized a meeting with the Ministry of Science and Technology; at the same time, based on Official Dispatch No. 433/BKHCN-XNT dated February 15, 2024, the Committee for Ethnic Minorities issued Official Dispatch No. 252/UBDT-TH dated February 19, 2024 to the Ministry of Science and Technology to agree to submit to the Prime Minister the National S&T Program "Basic and urgent issues on ethnic minorities and ethnic policies in Vietnam to 2030 (phase II)", implementation period of the Program: 2024 - 2030.

After developing the Draft Framework Program and sending it to the Ministry of Science and Technology, the Committee for Ethnic Minorities coordinated to organize consultation workshops with ministries, sectors, experts and scientists. The most recent was the consultation workshop held on October 24, 2024.

At the workshop, Deputy Minister, Vice Chairman of the Committee for Ethnic Minorities Nong Thi Ha acknowledged and expressed her joy that the National Science and Technology Program on ethnic minorities and ethnic affairs had received the attention and participation of many scientists and managers in various fields. Deputy Minister, Vice Chairman Nong Thi Ha believes that in the coming time, this field will continue to receive more attention from scientists.

Enhance practical application

Along with the National Science and Technology Program "Basic and urgent issues on ethnic minorities and ethnic policies in Vietnam until 2030 - Phase II", implementing the Coordination Program No. 1900/CTr-BKHCN-UBDT dated July 19, 2021, in the past time, the Committee for Ethnic Minorities has closely coordinated with the Ministry of Science and Technology to deploy many ministerial-level science and technology topics.

According to the assessment of the Committee for Ethnic Minorities' Science and Technology Council, from 2021 to present, basically, the Ministry of Science and Technology's ministerial-level science and technology activities since the signing of the Cooperation Program have always received attention from the Ministry of Science and Technology, creating conditions for the development of annual plans as well as allocated funding, with an insignificant difference compared to the proposed funding of the Committee for Ethnic Minorities. Accordingly, in 2022, 6.2 billion VND will be allocated; in 2023, 6.25 billion VND and in 2024, 5.87 billion VND.

“The close coordination and attention of the Ministry of Science and Technology and relevant ministries and branches has helped the Committee for Ethnic Minorities basically ensure funding to organize the implementation of scientific research topics and tasks to serve general management and direction activities and to develop strategies, programs, projects, and ethnic policies in particular,” the report of the Committee for Ethnic Minorities Science and Technology affirmed.

Along with the central level, for localities in ethnic minority and mountainous areas, scientific research activities serving the development and implementation of ethnic policies have also been greatly enhanced compared to the previous period. Many Ethnic Committees have proposed and directly presided over the implementation of a number of S&T tasks. Departments of Science and Technology of many localities have actively researched, developed and prioritized the proposal of projects and topics on applying scientific and technological advances to serve the socio-economic development of ethnic minority and mountainous areas.

In addition, the Ethnic Minorities Committee and the Department of Science and Technology of localities have closely coordinated and effectively advised the Provincial People's Committee in developing, promulgating and implementing mechanisms and policies to encourage and support the application of science and technology, integrating them into the implementation of support policies, building new production models; organizing research to discover and select effective production models for the community and people to visit, learn, exchange experiences... creating a very positive spillover effect, thereby increasing the practical application of science and technology research in the field of ethnic affairs and implementation of ethnic policies.

Many successes in science and technology activities

CTPH has also achieved many successes in research activities on technology transfer application to develop socio-economic and environmental sectors associated with ensuring national defense and security in ethnic minority and mountainous areas; coordinated the development and implementation of specific programs and projects to improve the quality of human resources in science and technology in ethnic minority and mountainous areas; strengthened the science and technology potential for research units under the Committee for Ethnic Minorities; effectively implemented propaganda activities, raised awareness of the role of science and technology, applied science and technology advances to production and life to serve socio-economic development and sustainable poverty reduction.

It can be affirmed that the objectives and contents of the CTPH have been basically implemented to ensure the requirements of progress and quality. Some contents are really outstanding and highly effective in S&T activities such as: research activities serving the development of ethnic policies; applied research activities to transfer technology to ethnic minority and mountainous areas... In the period of 2025-2030, the two agencies will continue to promote coordination activities, thereby continuing to promote the development of ethnic minority and mountainous areas.
