This afternoon, February 4, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien chaired a working session with relevant departments and branches to review the content of the Implementation Plan of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation (ST&T, ST&T and CDS) nationwide before submitting it to the Provincial Party Committee Standing Committee.
According to the draft Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo of the Provincial People's Committee, the general goal of the plan is to realize the goal of developing science and technology, innovation and digital transformation in a breakthrough way, creating the main driving force for socio-economic development, preventing the risk of falling behind, bringing the country to breakthrough development and prosperity in the new era.
Determining the development of science and technology, innovation and digital transformation must be based on the actual situation, ensuring the best exploitation and promotion of the province's existing potential and advantages. The specific goal by 2030 is that the potential and level of science and technology and digital transformation will reach advanced levels in many important areas; the level and capacity of technology and digital transformation of enterprises will reach levels above the national average.
Vision to 2045, science and technology, innovation and digital transformation will develop steadily, contributing to making Quang Tri a province with a strong economy in the North Central and Central Coast regions with the main structure being industry and services.
The draft plan also clearly identifies 7 main groups of tasks and solutions, focusing on raising awareness, making breakthroughs in innovative thinking, creating new momentum and new spirit in the whole society in developing science and technology, innovation and digital transformation; perfecting institutions, making institutions a competitive advantage in developing science and technology, innovation and digital transformation; increasing investment and perfecting digital infrastructure; developing and making use of high-quality human resources...
Participating in the discussion and contributing opinions at the working session, representatives of departments and branches said that, on the basis of implementing Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on promulgating the Government's action program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the implementation plan of the Provincial Party Committee, it is necessary to continue to clarify a number of contents related to targets, implementation processes, potential, and science and technology level of the locality to supplement and complete the draft in a way that is close to the actual situation.
At the same time, in addition to local budget sources, it is necessary to mobilize other social resources to invest in and develop science and technology, innovation and digital transformation in a sustainable and planned manner; deploy solutions to support and protect people in cyberspace at a basic level, and create digital trust.
Concluding the working session, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized: Developing science and technology, innovation and digital transformation is a comprehensive revolution in all fields, contributing to serving the cause of industrialization and modernization in the current conditions of a market economy, socialist orientation and international integration.
The Vice Chairman of the Provincial People's Committee requested departments and branches to continue advising the Provincial People's Committee to develop and complete the draft plan; supplement some contents related to the implementation of the "Digital Education for All" movement to change awareness and improve digital skills for organizations and individuals.
At the same time, closely follow Resolution No. 03/NQ-CP dated January 9, 2025 of the Government to ensure the development of targets and directions in the right direction, suitable to the situation and practical conditions of the locality. In the immediate future, it is necessary to develop a framework plan and advise and research the establishment of a fund for innovation and digital transformation to effectively implement the proposed plan in the coming time.
