First action to implement Resolution 57 on science and technology development, innovation and digital transformation

Resolution 57 states that Vietnam's institutions must become a competitive advantage. Therefore, the National Assembly must take the lead in creating the first step to remove institutional barriers for the fields of science and technology, innovation and national digital transformation - this is the first action to implement Resolution 57. Minister Nguyen Manh Hung analyzed the Resolution on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation that the National Assembly just passed on February 19, 2025.

Important fulcrum for national development

On February 19, in Hanoi, 20 associations, unions, and clubs operating in the Information and Communications Technology (ICT) industry in Vietnam organized the "ICT Meeting for the Year of the Snake 2025".

The meeting event with the theme “Breakthrough in science, technology, innovation and national digital transformation” associated with Resolution 57 of the Politburo, was attended by Minister of Information and Communications Nguyen Manh Hung; Deputy Ministers of Science and Technology Bui The Duy, Le Xuan Dinh, Hoang Minh; Deputy Ministers of Information and Communications Pham Duc Long, Bui Hoang Phuong; and Deputy Minister of Education and Training Hoang Minh Son.

The presence of leaders of the Ministry of Information and Communications and the Ministry of Science and Technology at the event "Meeting ICT Spring At Ty 2025" demonstrated the commitment of state agencies to accompany professional social organizations operating in the ICT field in the country.

Recalling the conversation with Secretary of the Guangxi Zhuang Autonomous Region (China) Chen Gang on the afternoon of February 19, Minister Nguyen Manh Hung reminded the Vietnamese ICT community about the importance of science and technology to the development of a country, of sending a clear and strong message about science and technology; the view that the state must take the lead in establishing a venture capital fund; the state must be the first customer, supporting output for units doing science and technology, innovation; AI users will win over non-AI users, AI enterprises will win over non-AI enterprises, and AI countries will develop more than non-AI countries.

Emphasizing that Resolution 57 conveys a strong message that if Vietnam wants to become a developed country with high income, it must rely on the three pillars of science and technology, innovation and digital transformation, Minister Nguyen Manh Hung also pointed out the important ideas and spirits of this Resolution such as: The army's determination and "fighting is winning" spirit; the spirit of contracting, assigning high goals but not controlling the way of doing things; the spirit of mastering technology.

At the event, leaders of digital technology associations and businesses expressed their confidence that Resolution 57 will create a breakthrough development for the industry and the country in the new era.

According to Mr. Nguyen Quan, former Minister of Science and Technology, Chairman of the Vietnam Automation Association, Resolution 57 has ignited new hope. The successful implementation of Resolution 57 will certainly create a new breakthrough and impressive development step for Vietnam's science and technology, thereby bringing great benefits to the science and technology community and the country's economy.

"The fact that the head of our Party is the Head of the Steering Committee for implementing Resolution 57 is also a basis for us to believe that this important Resolution can be successful and come into life," Mr. Nguyen Quan stated his opinion.

Chairman of the Vietnam Information Technology Association Nguyen Thanh Thuy commented: “The issuance of Resolution 57 is a very important fulcrum for the Vietnamese ICT community to continue developing, researching and deploying digital technology applications to promote the digital economy, digital society and digital government, creating a leap forward for national digital transformation.”

From a business perspective, CMC Chairman Nguyen Trung Chinh shared that Resolution 57 and the speech of General Secretary To Lam on September 2, 2024 brought many emotions to digital technology businesses, as if they were given new energy and new confidence in the country's development in the new period, the period of national development based on science and technology, innovation and digital transformation.

The great responsibility of the scientific and technological team

On February 19, the National Assembly voted to pass a Resolution on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.

Speaking to the Vietnamese ICT community, Minister Nguyen Manh Hung said that this important and revolutionary Resolution was developed in the spirit of wartime and military spirit in just one week. It is expected that after just one week, the Government will have instructions for implementing this Resolution. Focusing on things that can be done immediately, the Resolution recently passed by the National Assembly is the first action to implement Resolution 57.

Where there is a need for a breakthrough, then give it special policies there."

The special mechanisms and policies expected to be breakthroughs for national science and technology, innovation and digital transformation in the new Resolution were also clearly pointed out by Minister Nguyen Manh Hung to scientists, experts and businesses attending the "ICT Meeting Spring At Ty 2025".

That is, the mechanism of accepting risks in scientific research and technological development, not producing results and not claiming back research costs; exempting civil liability when risks occur.

Contractual spending in scientific research and technology development. This is also the spirit of innovation in management, managing goals instead of managing methods.

There is a policy that allows research organizations, even if they are funded by the state, to own the research results for commercialization; whoever conducts the research owns the results. When commercializing, the person directly conducting the research gets 30%, and the remaining 70% is also left to the research organization. The benefit that the state receives is that when the research results come into life and generate revenue, the state will collect taxes.

Enterprises are the main "players" in technology development, commercialization of research results, and innovation. Therefore, the state has a policy to strongly stimulate enterprises to spend on science and technology, specifically, enterprises spending on science and technology will receive tax incentives.

Regarding telecommunications infrastructure, emphasizing that the policy for this sector is very special, Minister Nguyen Manh Hung analyzed: We need a telecommunications network to cover the whole country quickly, but businesses are spending "cautiously", developing only about 5,000 stations each year. Therefore, for the first time, the state will support businesses up to 15% of the total investment value in 5G, if that network operator develops at least 20,000 5G stations in 2025.

The National Assembly's Resolution also has a policy to develop international telecommunication cables at sea, with Vietnamese telecommunications enterprises contributing capital or being investors; allowing the use of new technology, low-altitude satellite technology, in remote areas, with a pilot mechanism to control telecommunication services using low-altitude satellite technology.

To accelerate digital transformation , the Resolution stipulates that digital transformation projects in the 2025-2026 period can be designated for bidding. This Resolution also stipulates that there is a central budget to create nationwide shared digital platforms.

Regarding semiconductor technology, the state will support Vietnamese enterprises to invest in building the first factory project to manufacture small-scale, high-tech chips to serve research, training, design, trial manufacturing, technology verification and production of specialized semiconductor chips in Vietnam.

Affirming that the country's responsibility and expectations for the team of people working in science and technology, innovation and digital transformation are very large, the head of the Ministry of Information and Communications expressed his hope that associations and unions will actively support the Ministry and sectors in the coming time; at the same time, he proposed to adjust the name of the spring meeting event so that it can represent the entire community of people working in science and technology in the country.
