By the end of June 2024, the total policy credit capital in the province reached over VND 4,039 billion, an increase of VND 2,383 billion (an increase of 144%) compared to before Directive No. 40. It is worth noting that in this total capital, the capital entrusted at the local level increased by more than 3,213% compared to before the Directive, reaching over VND 407 billion. This impressive growth is the result of a shift from awareness to action, with many creative approaches of localities in social policy credit.
Comrade Nguyen Cao Son, Vice Chairman of Kim Son District People's Committee shared: Kim Son is a coastal district with a large population and high demand for loans for production and business development, especially credit capital from the Social Policy Bank. To effectively implement Directive No. 40, the district focuses on the role and responsibility of local leaders in grassroots credit work, creating favorable conditions for the poor and policy beneficiaries to access capital and use loans effectively. Mobilizing resources for social policy credit is also a task of local concern. Although the budget still has many difficulties, every year the District People's Committee balances and allocates capital to the district Social Policy Bank to supplement lending resources, in 2024 it is 11.7 billion VND, an increase of 100% compared to before the Directive.
Up to now, the total outstanding balance of policy credit programs in Kim Son district has reached about 835.5 billion VND, an increase of 556.7 billion VND compared to 2014; the average annual growth rate is approximately 20%, with over 51.6 thousand customers receiving loans and over 16 thousand customers with outstanding loans. Through policy credit activities, over the past 10 years, over 6.8 thousand households have overcome the poverty line.
In fact, not only Kim Son district, closely following the content of Directive No. 40, in recent times, the Party committees and authorities at all levels in Ninh Binh have identified leadership and direction of social policy credit activities as one of the key tasks in the regular program and plan of activities. Accordingly, they have paid attention to supporting the VBSP in terms of facilities and equipment to serve the activities of units in the area; balancing and prioritizing the allocation of local budgets entrusted to the VBSP to supplement social policy credit capital sources, meeting more promptly the borrowing needs of poor households and other policy beneficiaries in the area.
The Fatherland Front and socio-political organizations regularly disseminate and popularize the Party and State's guidelines and policies on social policy credit; closely follow and direct the grassroots level to coordinate with the Bank in implementing credit programs; consolidate and improve credit quality and the quality of operations of Savings and Loan Groups. Coordinate with local authorities and relevant units to integrate credit activities with programs and policies on agricultural and rural development, education development, vocational training, job creation and new rural construction to improve the effectiveness of social policy credit.
The work of consolidating and improving the quality of operations of the Board of Directors of the Social Policy Bank at all levels has been carried out regularly, especially after the Chairman of the People's Committee at the commune level joined the Board of Directors of the Social Policy Bank at the district level, thereby improving operational capacity; policies and guidelines have been implemented quickly, difficulties and problems have been directly directed and promptly resolved at the grassroots level by the Chairman of the People's Committee at the commune level.
Along with the dedication, devotion, and responsibility of the staff and employees of the Social Policy Bank, regardless of difficulties and hardships..., being present at fixed transaction hours to serve the people, it has connected the strength of the entire political system to participate in sustainable poverty reduction, ensuring social security, contributing to the overall success of Directive No. 40.
Preferential loans through the Vietnam Bank for Social Policies have overcome the shortage of capital and jobs, prevented usury in rural areas; narrowed the gap between rich and poor, raised people's living standards, improved economic conditions, stabilized social order and safety, and strengthened people's trust in the Party and State.
Highlighting the humanity of policy
During the 10 years of implementing Directive No. 40 in the province, policy credit capital has been disbursed to nearly 591 thousand poor households and other policy beneficiaries, with loan turnover reaching nearly 12,054 billion VND. The capital contributed to helping nearly 81 thousand households overcome the poverty line; attracting and creating jobs for 78,630 workers, 83 people who completed their prison sentences received loans to integrate into the community; 70,277 students in difficult circumstances received loans to study; supported nearly 1,600 students in difficult circumstances to buy equipment for online learning; built 348,571 clean water and environmental sanitation works; 1,700 houses for poor households and policy families, actively contributing to solving social security issues.
Obviously, the effectiveness of investment in policy credit capital is not only measured by the economic values achieved but also serves as a solid foundation for the poor, improving the quality of people's lives, contributing to the successful implementation of the National Target Program on sustainable poverty reduction and new rural construction.
It can be affirmed that this is the correct policy of the Party and the State, meeting the aspirations of the People and increasingly entering life. In order to further promote the effectiveness of social policy credit, in line with the context and socio-economic development situation in the new period, in the coming time, the Party Committees, authorities and functional branches in the province will continue to pay attention to thoroughly and thoroughly grasping the content of Directive No. 40. Raising awareness of cadres, Party members and People about the position and role of policy credit in the process of organizing the implementation of the Party's guidelines and policies, the State's policies and laws on economic growth along with progress, social justice, ensuring social security and sustainable poverty reduction.
Party committees and authorities at all levels, especially leaders, need to promote a sense of responsibility in grasping information related to social policy credit activities; promptly direct the removal of difficulties and obstacles, consolidate and improve credit quality in localities. Direct the effective implementation of the investigation and identification of poor households, near-poor households, and households with average living standards as a basis for implementing social policy credit, creating conditions for beneficiaries to quickly and promptly access capital sources. Promote the role of the Fatherland Front in social supervision and criticism, improve the effectiveness of mass supervision of social policy credit activities. Step up the implementation and expansion of the campaign for the poor, consider depositing funds and temporarily idle money into the Vietnam Bank for Social Policies to supplement capital sources.
Socio-political organizations that receive the trust focus on fully and effectively implementing the entrusted tasks; guiding the evaluation of loan subjects; strengthening inspection, supervision, urging debt collection on time, guiding borrowers to use capital effectively; integrating the implementation of social policy credit with programs and projects of associations and unions. Effectively carry out the work of consulting, guiding the construction and replication of effective production and business models, models that help each other escape poverty and become rich legitimately.
