The unification of the position of Party cell secretary of hamlets and residential groups has been implemented in many localities in the province. This is the right direction, contributing to streamlining the apparatus at the grassroots level, creating unity and consensus from the promulgation of policies to the organization and implementation stages. In many places, the team of Party cell secretaries and village heads has promoted the leading role, gained the trust and confidence of the people, contributing to the effective implementation of political, economic and social tasks in residential areas.
Dedicated, responsible for the people
Being proactive, saving time, avoiding overlap, and promoting the capacity of leaders in bringing the Party's policies and resolutions into life are some of the outstanding results of the implementation of the unification of the position of Party Cell Secretary and Village Chief in the province.
The Party Committee of Khang Nhat Commune (Son Duong) is one of the leading units in unifying the positions of Party Cell Secretary and Village Chief. Up to now, 11/11 villages in the area have Party Cell Secretary who is also the Village Chief. According to the Party Committee Secretary of the commune, Tran Viet Huong, the village cadres are the ones who "talk, do, direct and implement", so they need to have real capacity and responsibility, demonstrating a role close to the people in implementing local tasks.

Lem village, Khang Nhat commune is village 135 located along the foot of Tam Dao mountain range with 6 ethnic groups living together. Although it is a particularly difficult village, in recent years the lives of the people in the village have changed a lot. Party cell secretary and village head Vu Huu Minh shared: in the past, the roads were difficult to travel, vehicles broke down constantly, and people did not have the conditions to develop the economy. In 2014 and 2015, the number of poor and near-poor households in the village accounted for nearly 50%, and there were still many temporary and dilapidated houses.
In 2017, with the trust of local leaders and Party members in the Party Cell, Mr. Vu Huu Minh, who was then the Village Chief, was elected as the Party Cell Secretary. Although Lem Village is a particularly difficult village, it has built good infrastructure and is one of the first villages in the commune to build a new, spacious cultural house, creating a common living space for the community. Party Cell Secretary Vu Huu Minh said that all important matters in the village are brought to the meeting and agreed upon by the people in a transparent manner, ensuring the common good. Therefore, big and difficult matters such as laying electric lines, concreting roads, building cultural houses, etc. are all unanimously supported by the people.
During his 8 years of holding the concurrent position, Mr. Minh and his comrades in the local Party Committee and mass organizations have become the leading flag in concretizing policies and resolutions. Despite many difficulties, the dedication, responsibility, and common work of the Party members as well as the Party Committee and Party cell of Lem village have gathered the flag of solidarity, promoting the strength of the community in building a new life in the locality. Up to now, the village has completed the concretization of 100% of the intra-village roads, the number of poor households has decreased to 12 households, accounting for 19.04%; the number of temporary houses is only 2 households.
"Bridge" between the Party and the People
The province currently has 1,731 villages and residential groups. Of these, 1,125 villages have Party cell secretaries who are also village heads, residential group heads, or Party cell secretaries who are also heads of the Front Work Committee, accounting for 69.99%. According to the assessment of the Provincial Party Committee's Organization Board, the team of Village Heads who are also Party cell secretaries or heads of the Front Work Committees of villages and residential groups with a high sense of responsibility have contributed to improving the leadership capacity and fighting strength of the Party at the grassroots level.
Thereby, ensuring unity in direction, management as well as implementation of tasks, increasing feasibility and effectiveness in implementing policies and resolutions at the local level. Through practice, it has been shown that the team of Party cell secretaries and heads of residential groups have become the "extended arms" of Party committees and authorities at all levels, pioneers in Party work, contributing to bringing Party resolutions into life.
The Party cell is the place closest to the people, directly propagating, mobilizing, and gathering the masses to implement the Party's Resolutions. The head of the Party cell must be an exemplary flag bearer of "practice and talk" to create prestige with Party members and the masses.
Cay Nhan Hamlet, Tu Quan Commune (Yen Son) has 152 households, of which Dao, Tay, and Cao Lan ethnic groups account for over 70%. In 2021, implementing the policy of unifying the positions of Party cell secretary and village chief, Mr. Ta Van Quang was elected by the local government and people to hold both positions at the same time.

Not being an ethnic minority himself, and taking on two roles alone, Mr. Quang understands that this is a difficult task. He shared: “As the Party cell secretary, I always meet with the Party cell executive committee to discuss and unify all tasks to focus on comprehensive leadership and direction, ensuring that it is close to the actual situation. I myself am also aware that I must be an exemplary leader in all tasks so that people will believe and follow.”
As an area where land disputes often occur, upon receiving information, the village Party Committee organized meetings, invited organizations and security teams to participate in mediation work. In 2023, the village established a community communication team in which the Party Secretary and the village chief were directly in charge of unifying the propaganda content. At the same time, directly grasping the thoughts and aspirations of the people to have timely and legitimate solutions. Thanks to that, from 2021 to present, the village has not had any complaints or petitions that go beyond the level. People's lives have also changed significantly when bad customs such as early marriage and living with the wife's family no longer exist, weddings and funerals are organized concisely, lightly, and economically.
The positive changes in the social life of the people are practical proof that the Party Cell Secretary and Village Chief with his prestige, capacity, new thinking and working methods and high sense of responsibility has affirmed his role in "skillful mass mobilization", creating consensus between "the Party's will and the people's hearts".
In order to achieve the goal of achieving 100% of Party cell secretaries who are also village heads, residential group heads or heads of the Front Work Committee by 2025, districts and cities have closely followed the Government's Decrees and Circulars to issue plans to implement the election of village, hamlet and residential group heads for the 2025-2027 term. Communes, wards and towns have also developed and issued plans to elect village and residential group heads in line with the local situation, ensuring that 100% of villages and residential groups have Party cell secretaries who are also residential group heads or village heads who are also heads of the Front Work Committee.
The unification of the position of Party cell secretary and village head has contributed to streamlining the apparatus at the grassroots level, creating consensus and unity in the process of implementing political tasks in each locality. Through that, the core role of "Party in the people" has also been promoted. Each Party cell secretary and village head has become a bridge between the people and the Party, a vivid reality proving President Ho Chi Minh's viewpoint: "... if the Party cell is skillful in leadership and Party members are enthusiastic in volunteering to be exemplary, any difficulty can be overcome and any work done will be done well". However, currently, the implementation of the policy of arranging the Party cell secretary to be the village head and residential group head still has bottlenecks and barriers that require fundamental solutions to remove in order to consolidate the Party's base and create trust among the people.
