According to the report of the Department of Home Affairs, in 2024, the number of non-professional village and residential group workers (with 3 positions: Party cell secretary, village (residential group) chief, and head of the Front Work Committee) in the whole province was 4,031 people, of which 3,170 people had elementary level or had not received training. This shows that the number of village Party cell secretaries who have not been properly trained in political theory, leadership and management skills is quite large. In recent years, training and coaching for Party cell committees has been carried out regularly, but the dissemination and implementation of the Party's resolutions and policies are still limited.

One of the major limitations for the team of Party cell secretaries is that the preparation of content and management of the quality of the meeting is not guaranteed, the content is still formal, not really linked to the local reality. Through the assessment report on the implementation of Project 16 of the Provincial Party Standing Committee on improving the quality of Party cell activities, it shows that there have been innovations in the form and content of training and education to equip knowledge, Party work skills and skills in organizing Party cell activities, helping Party committees and Party cell secretaries to better grasp the requirements, content, procedures and methods of managing a Party cell meeting, thereby improving the quality of Party cell activities.

In addition, the report also pointed out that in some Party cells, the quality of Party cell activities is not uniform; thematic activities are limited; the assessment of the implementation of Resolution 4 of the 11th and 12th Central Committees in conjunction with Directive 05-CT/TW of the Politburo in some Party cells is still formal; the exemplary role of the leader is not really clear; the situation of favoritism and peace in Party cells is still large; some Party committees and Party cells have not seriously implemented the periodic meeting regime, and have not met on the prescribed date; the quality of Party cell activities is limited, formalistic, and focused on implementing documents... There are some village Party cells that organize activities but only stop at disseminating the resolution without specific solutions for effective implementation in the locality.

Meanwhile, the selection of Party cell secretaries at the grassroots level, especially in difficult areas, must ensure the criteria: both high trust in the Party and capacity and prestige with the community. At the grassroots level, people who meet these two factors are basically retired and elderly cadres, few of whom are healthy and dynamic. Comrade Nguyen Lam Toi, Party Secretary of Khuon Ha commune (Lam Binh) said: With young personnel, not many people dare to take on important responsibilities, because they are still in the age of doing business. In the current context, there are quite a lot of meetings, dominating most of the time, and they are under a lot of pressure, which means they do not have much time for their families and doing business.

The unification of the position of Party cell secretary and village head, in addition to the advantages, also has some challenges that need to be overcome. The simultaneous holding of two positions of Party cell secretary and village head in some localities is quite difficult due to the high pressure of work, easily overloaded, especially in mountainous villages and hamlets, where the Party cell secretary is also the village head or the head of the residential group and is old. Comrade Nguyen Van Viet, Deputy Secretary of the Party Committee of Xuan Van commune (Yen Son) said that currently, the whole commune has 9/22 villages that have implemented the unification of the Party cell secretary as the village head or the head of the Front Work Committee.

Holding both positions at the same time can reduce objectivity in handling work, especially in decisions related to personnel, land management, public finance or resolving community disputes. Self-monitoring and self-assessment of one's own work can lead to a lack of transparency, making it difficult to detect and handle violations in a timely manner. Some Party cells have reported that power is concentrated in one individual, making it difficult to control, creating the risk of abuse of power and loss of internal solidarity.

Information technology limitations

Currently, the task of the Village Party Cell Secretary is increasingly important, especially in the context of new rural construction, socio-economic development and the application of technology in management. The Village Party Cell Secretary today not only simply leads Party work but also has to play a good role as a bridge between the Party and the people, promote the role in economic development, ensure security and order and improve people's lives.

In the context of information technology strongly affecting all aspects of life, the requirements for this team of Party cell secretaries are increasingly high. However, reality shows that the team of Party cell secretaries still has limitations in terms of qualifications, has not yet adapted to the development of technology, especially for Party cells in remote areas, many Party cell secretaries have not yet accessed information technology, reducing the effectiveness of direction and operation.

In addition, in many places, the number of Party cell secretaries is aging, and there is no young, capable successor force to replace them, leading to the situation where village Party cell secretaries are mainly older cadres, limiting their ability to approach new things. Qualified young people often choose to work in the city, and few stick with grassroots work, making it difficult to create a source of successors.

Comrade Chu Duc Hoang, Deputy Secretary of the Party Committee of Tu Thinh Commune (Son Duong) said: In reality, a number of village and hamlet Party cell secretaries have limited awareness of the importance of technology in Party work and socio-economic development, making it difficult to apply digital solutions in practice. Many Party cell secretaries, especially in remote areas, still have difficulty using information technology, are not proficient in digital platforms for managing electronic Party member records, or use social networks for propaganda.

Some Party cell secretaries still maintain traditional leadership methods, and the organization of Party cell activities is still formalistic and not really linked to practical local issues. Technology has not been fully utilized to improve the effectiveness of direction and management, causing leadership work to sometimes lag behind the actual development of the locality.

Comrade Nguyen Van Chung, Standing Deputy Secretary of Nang Kha Commune (Na Hang), said that accessing and using social networking platforms to propagate and mobilize people is not popular, many Party cell secretaries are still confused in orienting public opinion on cyberspace; have not promptly refuted false and distorted information on social networks, leading to people accessing unofficial sources of information, affecting trust in the Party and the government; have not proactively sought and connected with economic development models applying high technology to guide people.

Although the team of village Party cell secretaries has made many important contributions, there are still many limitations in terms of qualifications, capacity, leadership methods, policies and mass mobilization work. To improve the quality of this team, it is necessary to have solutions for regular training and development, improve remuneration and increase support from superiors in implementing tasks.
