Promoting the role of supervision and criticism from each party member and the people
In order to strengthen and improve the quality of grassroots Party organizations and Party members in the new situation, especially the Party Cell Secretaries, the Tuyen Quang Provincial Party Committee has seriously and effectively implemented the Central Committee's resolutions and regulations on the work of building grassroots Party organizations and Party members; promptly developed and issued a system of documents to direct and organize synchronous and unified implementation. In particular, the Provincial Party Standing Committee issued Project 16-DU/TU on January 3, 2020 on improving the quality of Party cell activities in the period of 2020 - 2025; Directive No. 01/CT/TU dated September 10, 2021 on continuing to improve the quality of Party Committee and Party cell activities in the period of 2021 - 2025. The goal is to build a team of cadres and Party cell secretaries at the grassroots level who are truly conscious, responsible, respect and uphold Party principles, strictly comply with the principles of organizing Party activities; master Party work skills in accordance with their responsibilities and tasks; build quality and well implement Party cell resolutions.

Along with that, the Provincial Party Committee issued Action Program No. 26-CTr/TU, implementing Resolution No. 21-NQ/TW of the Central Committee "On strengthening and building grassroots party organizations and improving the quality of party members in the new period", creating unity in awareness and action of cadres and party members in the entire Provincial Party Committee on leadership, direction, operation and implementation. In particular, the Provincial Party Committee issued Project No. 03-DA/TU dated June 12, 2021 on improving the leadership capacity and fighting strength of grassroots party organizations, consolidating the political system at the grassroots level and improving the quality of cadres and party members to meet the requirements of tasks in the new situation.
In addition to synchronously implementing projects and action programs, the supervisory role of Party members and the People is also given top priority.
In many localities, many Party cell secretaries and village chiefs have been prosecuted for "abuse of power while performing official duties". Such as the case of the Party cell secretary in Thanh Hoa city in 2023 or the case in Yen Dung, Bac Giang in 2024...
In this case, if the supervisory role of Party members and the People is promoted well as soon as mistakes are discovered, the incident will be prevented early. The Party will not lose people and the People will not lose cadres.
Comrade Dang Van Anh, Standing Deputy Secretary of the Party Committee of Hoang Khai Commune (Yen Son) said: The participation and supervision of Party members and the People is the most useful tool to ensure the integrity of the village cadre team, especially the team of Party cell secretaries. As in Hoang Khai, the construction of new rural areas and advanced new rural areas in the area has been very favorable since the implementation. This is thanks to the publicity of all policies and guidelines right from the village meetings, collecting opinions of Party members and the People. When there is consensus, the implementation to the villages and hamlets is favorable.
* In 2024, the whole province will have 96.3% of Party cell secretaries completing their tasks well or better.
* The rate of Party cell secretaries with university degrees or higher is over 35%.
* The rate of Party cell secretaries with elementary theory qualifications or higher is on average nearly 50%.
Overcoming the “lag” in proficiency
To overcome the "lag" in the qualifications of the Party cell secretaries, every year, the opening of training courses to improve the political capacity, leadership capacity, skills and professional Party work for the Party cell committee members, especially the Party cell secretaries, is given special attention by Party committees at all levels. In the period of 2020-2025, 126 training courses on professional Party work were organized for over 6,280 secretaries and deputy secretaries of affiliated Party cells.
Comrade Ha Ngoc Anh, Dong Pha village, Kien Thiet commune (Yen Son) was elected as Party cell secretary in 2018. Anh shared: When he first took on the task, he was very worried because he lacked experience and leadership skills for the Party cell. Although he tried very hard, he still felt that he was lacking and weak. Through training courses on Party work of the district, along with the comments of comrades at the grassroots Party committees at the Party cell meetings, he has gradually matured and performed his role better.
From 2023, the province will organize the Competition for Excellent Party Cell Secretaries, thereby raising awareness and responsibility of Party committees, Party organizations, cadres and Party members; propagating, disseminating and putting the Party's resolutions and directives, State policies and laws into practice; fostering and improving knowledge, skills and expertise in Party building work. Thereby, creating conditions for Party cell secretaries to exchange and learn experiences in practical Party building work, Party cell building, task management, and skills in solving situations and problems arising in practice at the grassroots level.
In addition, the capacity, skills and expertise of the Party cell secretaries have also been improved to meet practical needs in localities. In some localities in the province, laptops have been provided to 100% of village Party cell secretaries.
In many localities, the "rejuvenation" of the Party cell secretaries is also being promoted. Thereby, improving the ability to access information technology, enthusiasm, and responsibility in participating in and solving local work.
Deputy Head of the Provincial Party Committee's Organization Board Pham Kien Cuong affirmed: With many synchronous and practical solutions, grassroots Party organizations have built a team of Party cell secretaries for villages, hamlets, and residential groups that ensures quantity and quality, meeting the requirements of the task. Thereby, it has created and is creating a clear change in the quality of activities of Party committees and Party cells, contributing to building a clean and strong Party organization.
The focus on improving the quality of the Party Committee and Party cell secretaries has been creating changes in the quality of Party cell activities, making Party cells politically, ideologically and organizationally strong, truly a regular and close bridge between the Party and the people. From there, the Party cells lead the implementation of political tasks in the locality well and promptly detect and resolve arising problems and difficulties at the grassroots level.
