On November 29, the People's Court questioned defendant Nguyen Minh Quan (53 years old, former Director of Thu Duc City Hospital) and 8 accomplices in the case of "embezzlement of property", "money laundering", "violation of bidding regulations causing serious consequences" that occurred at Thu Duc City Hospital.
Regarding the act of embezzlement, the indictment of the Supreme People's Procuracy stated that from 2016 to 2020, Nguyen Minh Quan directed Nguyen Van Loi (Director of Nguyen Tam Company) to use 4 of Quan's "backyard" companies to sign fictitious contracts to buy and sell, inflate prices of medical equipment and machinery; prepare documents, and participate in bidding for Thu Duc City Hospital. Next, Quan directed and pressured his subordinates to collude with Loi to complete documents, sign legal documents to assign Quan's "backyard" companies to win 27 bid packages worth more than 345 billion VND.

According to the indictment, the total profit of the 4 companies after winning the bid was over 102 billion VND. But in reality, after receiving payment from Thu Duc City Hospital, Loi directed his staff to transfer over 103.6 billion VND to Quan and his wife. The prosecution agency said that this was money from inflated medical equipment from 27 bid packages, from which Quan embezzled and appropriated money from Thu Duc City Hospital.
To conceal more than 103.6 billion VND embezzled from Thu Duc City Hospital, Quan directed Loi to transfer to Quan and his wife, defendant Nguyen Tran Ngoc Diem, to buy real estate, cars, pay credit cards, buy gold, personal expenses...; or Loi directly paid other amounts for Quan's family's spending purposes.
During the interrogation in court, defendant Nguyen Van Loi presented the content of the indictment as completely correct. Loi stated that he used to work at a car wash, and Quan came to wash cars and they knew each other. In 2006, Quan invited Loi to work as an employee at Ngoc Dao Company (with defendant Quan's wife as the legal representative - PV ), then Quan let the defendant manage 4 companies established by defendant Quan and his wife, with a salary of 40 million VND/month. Loi stated that the purpose of managing the 4 companies was to buy and sell medical equipment from Ngoc Dao Company to the remaining 3 companies, and at the same time inflate the value of the goods to participate in bidding for Thu Duc City Hospital.

On the contrary, Nguyen Minh Quan said that Loi slandered him, and at the same time denied having anything to do with the companies that the indictment said were his "backyard". Regarding the tens of billions of dong that Nguyen Van Loi transferred to Nguyen Minh Quan for personal use, buying real estate... as the indictment said, defendant Quan denied that it was embezzled money from the hospital and stated that because he was close to Loi, he lent Loi the money, and Loi then paid it back. The judge asked: "Were there any documents for the loan?". Nguyen Minh Quan stated that because he trusted him, he did not need to sign any documents?!
Charged with money laundering for helping her husband disperse embezzled money, defendant Nguyen Tran Ngoc Diem said she was "completely unaware" of her husband's business activities. When she received money from companies transferred by Loi, the defendant thought it was profit from the company's business activities and should use it.

Responding to the court's questioning, the remaining defendants admitted their wrongdoings. In the case, the defendants Nguyen Thi Ngoc, Nguyen Lan Anh, former Deputy Director; Ngo Truong Ngoc Bich, former Head of the Medical Equipment and Supplies Department; Dang Thi Hien, former Chief Accountant; Nguyen Huy Viet, an employee of the Medical Equipment and Supplies Department, and Tran Hau Nghia, Director of Hai Dang Medical Equipment Company Limited, were tried for "violating bidding regulations causing serious consequences".
