Regarding the case of the principal using his seal to borrow more than 5 billion VND and then secretly selling the school, the authorities have just requested an investigation into the embezzlement of assets against the leaders of Binh Minh Secondary School.

On the morning of February 14, a source from Tuoi Tre Online said that the Department of Labor, War Invalids and Social Affairs of Dak Lak province had just reported on transferring the case file of the principal using a seal to borrow money and then secretly selling the school to the police to investigate signs of embezzlement of assets that occurred at this unit from 2019 to 2022.

Principal secretly sells school, "magically" turns creditors into... teachers

Previously, a resident named K. sent a petition to the Dak Lak Provincial People's Committee accusing the principal of Binh Minh Intermediate School (now Buon Ma Thuot Intermediate School, located in Khanh Xuan Ward, Buon Ma Thuot City) of embezzlement.

According to the accuser, from 2001 until now, he has only taught and received a salary at a high school in Krong Ana district, and has never worked any other job. However, for 4 years from 2019 to 2022, he has been continuously reminded by the tax department to owe taxes from his salary at 2 units (the school he teaches at and Binh Minh Secondary School - PV).

After investigating, Mr. K. learned that the principal of Binh Minh Secondary School had impersonated him to complete all the procedures for signing a teacher contract and receiving monthly salaries for the above 4 years.

"As a result, I was constantly reminded as a bad example for tax evasion and criticized by the authorities. Relatives suspected that I had money but did not bring it home, causing family discord," the whistleblower told Tuoi Tre Online .

Before this "out of the blue" tax debt incident, Mr. K. and 20 others filed a complaint against Ms. Tu Thi Hong Hoa - former principal and former chairwoman of the board of directors of Binh Minh Secondary School - for borrowing a total of more than 5 billion VND and then secretly selling the school, showing signs of asset disposal.

When borrowing money from people and teachers, Ms. Hoa always used the school seal, so the creditors trusted her.

There are signs of criminal offense

Regarding this, a leader of the Department of Labor, War Invalids and Social Affairs of Dak Lak province said that Mr. K's complaint had been transferred to the unit for handling by the Provincial People's Committee.

According to records kept at Buon Ma Thuot Secondary School, from May 2020 to December 2022, Mr. K. taught 14 B2 driver training classes, and was paid nearly 150 million VND by the school.

However, through work, Mr. K. confirmed that from 2019 to 2022, he did not participate in teaching driving training, did not sign teaching records, or sign to receive salary, including cash or bank transfer, at Binh Minh Secondary School.

According to the department's leaders, determining that Binh Minh Secondary School's behavior showed signs of crime, on January 21, 2025, the department transferred the case file to the Dak Lak Provincial Police Investigation Agency for investigation and handling according to the provisions of law.

Discussing this issue, Mr. Nguyen Huy Tuan - Principal of Buon Ma Thuot Secondary School - confirmed that he worked with the inspector of the Department of Labor - Invalids and Social Affairs according to Mr. K's complaint. The school has provided the entire case file to the authorities.

According to Mr. Tuan, the archived file has been sent, the school has worked with the department and currently there is no further information. Mr. Tuan also said he has not been notified about the school's case file being transferred to the police.

New school owner says "nothing to do with old debt"

Regarding the debt of more than 5 billion VND that Ms. Hoa - former principal of Binh Minh Secondary School - borrowed from more than 20 people using the school's seal, Mr. Tuan said that the new school is not involved. Ms. Hoa borrowing, abusing her position and then using the seal to borrow is her personal matter.

"We bought the school with documents, records, notarization and it was recognized by the Provincial People's Committee. I took over the school from October 26, 2024, before that I didn't know because I wasn't running it. After I came here, I changed the school's name and got the license," said Mr. Tuan.

As reported by Tuoi Tre Online , from 2018 to 2023, Ms. Hoa borrowed more than 5 billion VND from more than 20 people but did not pay back and then quietly sold the school. People and teachers submitted a petition to the Provincial People's Committee and related departments to prevent the transfer and renaming of the school until the debt was paid off.

The Department of Labor, War Invalids and Social Affairs of Dak Lak province believes that the change of principal and board of members at Binh Minh School is in accordance with regulations. The borrowing and transfer between the people and the school is a civil relationship, not under the authority of the department, so it instructs to resolve the dispute in court.
