Urging progress of site clearance for some key traffic projects

On the morning of March 19, Comrade Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a conference on the progress of compensation and site clearance for a number of key traffic projects in the province. Also attending was Comrade Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee.

Currently, 3 key traffic projects of the province are stuck in site clearance work, greatly affecting the progress of construction implementation, including: Ring Road 4 Project - Hanoi Capital Region, section through Bac Ninh province; Project of routes DT.295C, DT.285B connecting Bac Ninh city through industrial parks with new National Highway 3; DT.277B connecting with Ha Bac 2 bridge, Ring Road 4 DT.277B (route project); DT.295B Project (phase 2) section from Le Thai To street (Bac Ninh city) to Dong Ngan ward (Tu Son city).

For the Component 1.3 project of Ring Road 4, the compensation plan for 377.5/380 hectares of land to be recovered and site clearance has been approved, accounting for 99.3%. Of which, the agricultural land area has completed 100% of the recovered area; There is about 8.6 hectares of residential land for 435 households in the following localities: Bac Ninh City, Que Vo Town, Thuan Thanh Town. Urgently relocating technical infrastructure items of electricity, water, irrigation, telecommunications, striving to complete in September.

Regarding the road projects, Bac Ninh city has basically completed the land acquisition and resettlement work, and is speeding up the arrangement of resettlement land for households to soon hand over the entire site to investors and contractors. For Yen Phong district , 98.8% of the total planned area has been recovered, 97.5% of compensation has been paid, and nearly 100 graves have been relocated by the District Construction Project Management Board; The land area invested by the Bac Ninh Traffic Construction Project Management Board has recovered over 194,000 m2, reaching over 68%. Currently, there are still agricultural land areas stuck because some households have not received compensation for land acquisition, have not established or approved compensation and support plans due to additional recovered areas; 4/8 households with residential land area do not agree to the inventory; 30 ownerless graves have not established compensation plans ...

Project DT.295B (phase 2) from Le Thai To street (Bac Ninh city) to Dong Ngan ward (Tu Son city) under the BT contract form is still stuck with the land clearance section through the old town of Lim (Tien Du) and Vieng quarter (Tu Son city), due to problems with land origin, people do not accept the compensation price...

At the conference, departments, branches and localities discussed and clarified a number of difficulties and problems regarding land allocated beyond their authority; low compensation prices; determining land origin... Proposing solutions.

Regarding the Ring Road 4 project, Chairman of the Provincial People's Committee Vuong Quoc Tuan agreed that it must be completed without delay; compensation and support policies must be flexibly applied to ensure maximum benefits for the people. Regarding the housing rental support for children whose land is recovered, localities will create conditions for student housing loans or other support plans for people to temporarily stay while waiting for the new resettlement area.

The Chairman of the Provincial People's Committee agreed that by April 15, localities must hand over all land for the project. The Provincial Police Department is requested to maintain security and order. Localities must identify this as a task for the national and public interest, mobilizing the determination and drastic participation of the entire political system.

Regarding the DT.295B project, the Chairman of the Provincial People's Committee requested that localities must get involved and fulfill their responsibilities. From now until March 25, Tien Du district and Tu Son city must develop an implementation plan; on March 28, the Department of Construction must summarize and develop a plan to complete the entire phase 2 project. The Director of the Department of Finance is required to guide localities in making proposals for resettlement project policies and using capital sources. Tien Du district has built a roadmap to complete site clearance for the entire remaining area by June 30.

Regarding the road projects, the Chairman of the Provincial People's Committee assigned Bac Ninh city to hand over the entire site before April 15. For Yen Phong district, promptly resolve problems with the area with petitions; Assign departments and branches to coordinate to support the resolution. Regarding the handling of unclaimed graves, it must be completed in March. Regarding residential land, it is necessary to carry out the construction of resettlement areas in parallel, with persuading people to hand over the site early, striving to complete before June 30; Flexibly apply the housing rental support mechanism for people whose land is recovered. During the implementation process, promptly report all difficulties and problems to the Provincial People's Committee to remove them and speed up the progress of the entire project. The Chairman of the Provincial People's Committee requested the Management Board of Transport and Agricultural Projects to increase human resources to coordinate with Yen Phong district to remove procedural problems, ensuring the progress of the entire project.
