Opening of the 22nd session (special session) of the 13th Provincial People's Council

(BĐ) - This morning (March 21), at the Provincial Convention Center, the 13th Provincial People's Council, term 2021 - 2026, opened the 22nd session (the 14th thematic session of the term) to review and decide on a number of important contents according to its authority. Attending the session were 52/53 delegates of the Provincial People's Council.

Comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Doan Van Phi - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Huynh Thuy Van - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, chaired the meeting.

Comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech of the 22nd session (special session).

Speaking at the opening of the session, Chairman of the Provincial People's Council Ho Quoc Dung emphasized: With the spirit of companionship and responsibility, the Provincial People's Council promptly organized thematic sessions to propose solutions to remove difficulties and bottlenecks in the direction and administration of the Provincial People's Committee and all levels and sectors to promote local socio-economic development. The Standing Committee of the Provincial People's Council organized this thematic session to consider the Proposals of the Provincial People's Committee on: Adjusting the state budget estimate for 2025; adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025; adjusting and supplementing the public investment plan for 2025; amending and supplementing Resolution No. 47/2019/NQ-HDND dated December 13, 2019 of the Provincial People's Council on promulgating the Price List of land types; Approve the list of works and projects for which the State will reclaim land to implement socio-economic development projects for national and public interests and the list of works and projects for land use purpose conversion in 2025 (supplemented) in the province and decide on a number of other important contents within its authority.

“These are urgent and important issues that need to be considered and decided by the Provincial People's Council to ensure a legal basis for organizing and implementing the policies of the Central Government and the Provincial Party Committee on socio-economic development of the province,” emphasized comrade Ho Quoc Dung.

According to the program, the 22nd session of the Provincial People's Council will take place on the morning of March 21; Chairman of the Provincial People's Council Ho Quoc Dung requested that heads of departments and branches assigned by the Chairman of the Provincial People's Committee present and clarify the contents submitted to the Provincial People's Council, and at the same time explain the opinions discussed at the session for the Provincial People's Council delegates to consider and decide.

Mr. Nguyen Thanh Hai - Director of the Department of Finance, authorized by the Chairman of the Provincial People's Committee, presented the Proposal on adjusting and supplementing the medium-term public investment plan for the period 2021-2025.

Mr. Cao Thanh Thuong - Director of the Department of Agriculture and Environment, authorized by the Chairman of the Provincial People's Committee, presented the Proposal to amend and supplement a number of articles of Resolution No. 47/2019/NQ-HDND dated December 13, 2019 of the Provincial People's Council on promulgating the 5-year periodic price list of land types (2020-2024) in the province.

Mr. Luong Dinh Tien - Director of the Department of Ethnic Minorities and Religions, authorized by the Chairman of the Provincial People's Committee, presented the Proposal on amending and supplementing a number of articles of the Regulations on principles, criteria, budget allocation norms and local counterpart capital ratios to implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas of Binh Dinh Province for the period 2021-2030, Phase I: from 2021 to 2025 issued together with Resolution No. 14/2022/NQ-HDND dated July 20, 2022, amended and supplemented by Resolution No. 29/2023/NQ-HDND dated September 21, 2023 of the Provincial People's Council.

“With responsibility to voters and for the development of the province, I request that the provincial People's Council delegates promote their sense of responsibility, continue to study and discuss, contribute quality opinions, and propose practical solutions so that the provincial People's Council can pass resolutions that are in accordance with legal regulations and the actual situation of the locality, effectively promote resources in investment, and promote the socio-economic development of the province,” Chairman of the provincial People's Council Ho Quoc Dung requested.
