Innovation, tightening management in driver training and testing

On May 15, the Vietnam Road Administration held a conference to implement Directive No. 05/CT-BGTVT of the Minister of Transport on innovation, strengthening management, preventing negativity and improving the quality of training, testing and granting of road motor vehicle driving licenses.

Mr. Nguyen Xuan Cuong, Director of the Vietnam Road Administration, said that the purpose of this conference is to thoroughly educate individuals and organizations involved in training, testing, granting and exchanging driving licenses to fully understand the meaning and importance of the Directive on innovation, strengthening management, preventing and combating negativity and improving the quality of training, testing and granting of driving licenses for road motor vehicles.

Accordingly, this is determined to be a central task that must be carried out regularly and continuously to create strong, comprehensive and profound changes in innovation, strengthen management, improve quality and prevent and combat negativity in training, testing and granting of road motor vehicle driving licenses.

In addition, the conference also aims to rectify and improve the quality of training, testing, and granting of driving licenses; effectively implement the Project to enhance the application of information technology and digital transformation in the road sector for the period 2023 - 2025, with a vision to 2030 under the direction of the Minister of Transport.

Along with that, improve the quality of inspection and examination of training, testing and granting of driving licenses; organize periodic and surprise inspections of training management, testing and granting of driving licenses for road motor vehicles; in which, pay attention to checking the content of training and driving practice on the road to ensure strict management of time and distance of driving practice; resolutely and strictly handle individuals, organizations, driving training facilities, and driving testing centers that violate the law to ensure publicity, transparency and objectivity.

Discussing at the conference, Mr. Ngo Duc Thanh, Deputy Director of the Department of Transport of Bac Ninh province, said that driver training and testing are of interest to society, so the provision of solutions and regulations with the aim of improving the efficiency of State management, in the field of training, testing and granting driver's licenses is always directed by the Government and ministries. Recently, the Ministry of Transport issued Circular No. 04/2022/TT-BGTVT applying many devices and machines to management and supervision, besides the achieved results, there are still some limitations.

For example: "The DAT driving distance monitoring device is still unstable, many errors arise that affect the learning process of learners, increase training costs, invalid learning sessions due to equipment errors, data transmission from the DAT device on the driving practice car to the training center's server is sometimes interrupted.

According to Mr. Bui Quoc Thinh, Vice Principal of the Central College of Transport I, the training method uses both direct learning and self-study, so students should choose the learning method and register with the training institution, because the vast majority of learners of working age are currently working in offices, businesses and schools, and have very limited time. Distance learning, online training, and self-study are trends in the age of science and technology.

Chairman of the Vietnam Automobile Transport Association Nguyen Van Quyen said that according to the regulations in Circular No. 12/2017/TT-BGTVT of the Ministry of Transport, the driving theory part has 5 subjects; in which the subject is structure and common repair (18 hours). The purpose of learning to drive is to master the skills of controlling the vehicle, it is not necessary to study in depth the structure of the vehicle.

Or like the subject of road traffic law (90 hours): Long duration, compulsory classroom learning, attendance by fingerprint, magnetic card, facial recognition... not suitable for the era of science and technology and the learners.

"In reality, most students self-study because there are many documents and conditions for self-study. Training facilities mainly instruct in class (or students self-study) to fully grasp legal knowledge, meet the requirements when taking the exam and participating in traffic," Mr. Nguyen Van Quyen shared more.

Acknowledging the sharing and contributions of opinions at the conference, Mr. Nguyen Van Cuong, Director of the Vietnam Road Administration, requested specialized departments, especially the Department of Vehicle Transport and Drivers, to study and review legal documents, and gradually remove difficulties in training, testing and granting driving licenses. Clearly define in the decentralization of authority, what the Vietnam Road Administration does, what the Departments of Transport do, what the centers do, and where there is a mistake, there must be responsibility.

At the same time, digital transformation technology should be applied to training, testing, and issuance of driving licenses; training should be conducted in an open manner, and the training program should be reviewed to see what is inadequate or inappropriate. In addition, testing should be more closely monitored, aiming for the best quality output.
