Mass mobilization work is a strategic task in the Party's revolutionary cause, contributing to consolidating the close relationship between the Party, the State and the people. Since the beginning of the year, Party committees at all levels in Quang Ninh have comprehensively led and directed mass mobilization work, with key tasks and specific, practical solutions suitable to the local situation. Thereby, contributing to promoting the strength of the great national unity bloc, maintaining political stability, ensuring national defense and security, and promoting socio-economic development.
In order to promptly concretize the Party's policies and viewpoints on mass mobilization work, in the first 9 months of 2024, the Provincial Party Standing Committee issued 23 documents on mass mobilization work in conjunction with local practices to focus on leading and directing the political system to strengthen innovation, effectively deploy mass mobilization work, and create unity and consensus among the people. The focus is on Action Program No. 38-CTr/TU dated April 10, 2024 of the Provincial Party Executive Committee on implementing Resolution No. 43-NQ/TW of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy; Action Program No. 40-CTr/TU dated May 15, 2024 of the Provincial Party Standing Committee on implementing Resolution 46-NQ/TW of the Politburo on innovating and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period.
Party committees and party organizations under the province focus on leading, directing, issuing specific documents and implementing mass mobilization, ethnic and religious work on the basis of closely following the direction of the province and the political tasks of localities and units. Some party committees issued directives on mobilizing people to carry out local political tasks. Typically, the Standing Committee of Dam Ha District Party Committee issued Directive 26-CT/HU on mobilizing people to participate in renovating and upgrading rural roads, building a bright, green and clean environment. The Standing Committee of Ban Che District Party Committee issued Directive 22-CT/HU on strengthening the Party's leadership in mobilizing people to unite and join hands in building advanced new rural areas in the district...
In order for mass mobilization work to be increasingly innovative in content and implementation methods, focusing on the grassroots, Party committees at all levels have led and directed the mass mobilization system in the province to actively and proactively grasp the situation of the people, ethnic groups, and religions; focus on implementing well the work of social security, welfare, progress and social justice, improving the quality of people's lives; deploying solutions to support people and businesses to overcome the consequences of storm No. 3, soon stabilize their lives, and restore production and business.
Along with that, pay attention to leading and directing the work of receiving citizens, handling petitions, complaints and denunciations; increase direct contact and dialogue between leaders, Party committees, and authorities with the people to listen to and resolve people's recommendations, reflections, complaints and denunciations. In the first 9 months of 2024, leaders of Party committees at 3 levels periodically received 3,315 people, an increase of 11.34% over the same period, and directly received 1,081 citizens and 998 cases. Up to now, nearly 2,300 cases have been directed, guided and transferred to competent authorities for settlement, an increase of 11.2% over the same period.
Every quarter, Party committees at all levels hold meetings with the mass mobilization committee, the government, the armed forces, the Fatherland Front, socio-political organizations, and judicial agencies to orient mass mobilization work and issues of public concern for timely guidance. Local Party committees also maintain meetings between the Standing Committee of the Party Committee and the Party cell secretary, village and ward chief, and head of the village and ward front work committee on the people's situation and mass mobilization work. In the first 9 months of the year, the district Party committees held 39 meetings, receiving nearly 500 comments, recommendations, and proposals from village and ward cadres. Up to now, 95% of the recommendations and comments have been basically resolved.
Along with the above activities, to create momentum to promote socio-economic development, ensure national defense and security in the area, since the beginning of the year, the emulation movement "Skillful mass mobilization" has also been widely deployed by the mass mobilization system in the province in all areas of social life, attracting a large number of people, cadres and party members to participate. Since the beginning of the year, the whole province has built 62 provincial-level skillful mass mobilization models; of which 14 models are in the field of economic development; 35 models are in culture and society; 11 models are in national defense and security; and 2 models are in Party building and the political system.
Through the implementation of the emulation movement "Skillful Mass Mobilization", it not only contributes to raising awareness and responsibility of cadres, party members and people, but also helps Party committees and authorities at all levels promptly grasp the situation, thoughts, aspirations, outstanding and pressing issues among the masses; promptly propagate and disseminate to raise awareness among the people about the policies, guidelines, laws of the Party and State, especially in mountainous, remote, isolated areas, ethnic minority areas and religious people.
The specific, practical actions and continuous efforts in mass mobilization work of the entire political system, including the timely leadership and direction of Party committees at all levels since the beginning of the year, have contributed to promoting patriotic emulation movements to spread strongly in the province, encouraging people to enthusiastically work in production, develop the socio-economy, create jobs, ensure social security, and join hands to overcome the consequences of storm No. 3. At the same time, creating great achievements in building new rural areas and civilized urban areas in the area.
In order to continue to improve the effectiveness of the Party's mass mobilization work in the new situation, according to the Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee Nguyen Van Hoi, in the coming time, the mass mobilization system in the province will continue to innovate its leadership methods in the direction of improving forecasting capacity, concretizing the guidelines and policies of the Central and the province related to propaganda and mobilization work in accordance with the actual situation of the locality and the grassroots; well implementing the Party's directives and resolutions on mass mobilization, ethnic and religious work; strengthening the work of grasping the people's situation; mobilizing people to compete in economic, cultural and social development, striving to successfully implement all goals set by Party congresses at all levels.
