Urging contractors to delay progress, EVNNPT Chairman requests to select replacement contractors

Inspecting some slow-to-implement column foundation locations, the Chairman of EVNNPT decided to mobilize other contractors for support, and at the same time requested to urgently organize the selection of a replacement contractor to ensure the progress of the entire Project.

On February 28, 2024, in Nga Son district, Thanh Hoa province, Mr. Nguyen Tuan Tung - Chairman of the Board of Directors, Head of the Steering Committee for the construction of the 500 kV Transmission Line Circuit 3 project from Quang Trach to Pho Noi of the National Power Transmission Corporation (EVNNPT) inspected the construction status of the contractor Phuong Hanh Company Limited (Phuong Hanh contractor) at the construction site of the 500 kV Transmission Line Project of Nam Dinh I Thermal Power Plant - Thanh Hoa.

The 500kV Nam Dinh I - Thanh Hoa Power Plant Transmission Line Project has so far handed over 180/180 foundation positions, handed over 35/74 anchorage spaces, completed casting 85/180 column foundations and is implementing construction roads, digging, casting foundations or driving piles simultaneously at 94/180 foundation positions, completed installation of 01 steel column and is installing 11 steel columns.

Based on the project progress report, the construction status of contractor Phuong Hanh and the actual inspection, Mr. Nguyen Tuan Tung, Chairman of EVNNPT Board of Directors, also said that, up to now, the construction progress of contractor Phuong Hanh at the Nam Dinh 1 - Thanh Hoa 500kV Transmission Line Project, Nam Dinh 1 - Pho Noi Thermal Power Plant, Quynh Luu - Thanh Hoa has been very slow compared to the progress in the signed contract and the operation progress of EVNNPT and Vietnam Electricity Group (EVN).

Specifically, some foundation locations have been handed over for 1-2 months, but contractor Phuong Hanh has not started construction, has not arranged enough pile drivers for the pile foundation locations which are currently the critical path of the construction progress and pose many risks of slowing down the progress of the Project.

Some column foundation locations in Nga Son district still do not have access roads for construction.

To ensure the energization of the 500 kV line projects, circuit 3, in June 2024 as directed by the Prime Minister, the Chairman of the Board of Directors of EVNNPT requested the Board of Directors of EVNNPT, the Directors of the Northern Project Management Board, the Central Project Management Board and related departments and units to resolutely direct and urge the contractor Phuong Hanh to supplement human resources, construction machinery, pile driving machines; carry out construction in 3 shifts and deploy "4 on-site"... to speed up the construction progress of the foundations to make up for the delayed progress, ensuring the overall progress of the project.

In the immediate future, with the column foundations at positions 59 and 67, Mr. Tung requested to immediately bring in other contractors who are progressing well in their work and have available machinery and equipment to support the construction to speed up the progress.

For 11 pile foundation locations that have handed over the site with a time longer than the provisions of the signed Contract but the contractor Phuong Hanh has not yet started construction, it is required to comply with the provisions of the signed Contract, urgently organize the selection of a replacement contractor according to the provisions of law that meets the capacity, experience and progress requirements of the Project: complete the foundation construction in March 2024 according to the direction of EVN.

The Chairman of EVNNPT Board of Directors also requested construction contractors to seriously mobilize additional human resources, construction machines, pile drivers; carry out construction in 3 shifts and 4 teams and deploy "4 on-site"..., closely cooperate with investors and local authorities to ensure the completion of all foundation excavation work in February 2024, and complete the construction of pile foundations in March 2024 according to EVN's direction.

To meet the requirements of the very close progress as well as to be proactive in the next work, the Chairman of EVNNPT requested the relevant parties to immediately review, operate, and urge to ensure the progress of supplying steel poles, materials and equipment in accordance with the construction progress, not to let the situation of "foundation completed, waiting for poles", "poles completed, waiting for conductors, insulation accessories".

EVNNPT's Board of Directors proactively directs and develops plans to mobilize all resources of contractors, units within EVNNPT (Power Transmission Companies), units within EVN (Power Companies), local units... to support and carry out power outages, pole erection, and wire pulling simultaneously on the line in the coming period.

Require consulting and supervising units, supervisory officers of Project Management Boards such as NPMB, CPMB to regularly update, report progress, keep construction diaries, take photos of construction site status... for each foundation position of the project according to regulations.

Also on February 28, EVNNPT General Director Pham Le Phu inspected the construction progress of the 500 kV line project, circuit 3, Quynh Luu - Thanh Hoa section and the 500 kV Thanh Hoa transformer station.

The project started on January 18, 2024. By February 27, 2024, 1/200 column foundations had been completed and construction of roads, excavation, and foundation casting were underway at 159/200 locations.

Currently, the project still has some problems with the land in Nghe An and Thanh Hoa provinces. The two localities are actively participating in completing the final procedures to hand over the land for the column foundations to the investor. Currently, the construction units are simultaneously implementing the construction of the handed-over foundations.

Emphasizing that these are two very important projects to ensure national energy security and must be completed by June 2024 as directed by the Prime Minister, CPMB and contractors must make more efforts to speed up the project progress. CPMB needs to coordinate closely with local authorities to soon complete the handover of the remaining foundation site in February and the route corridor before March 15, 2024.

The general assessment of the current capacity of construction contractors has not met the management requirements of the investor. The remaining construction time of the project is only 4 months, while the remaining workload is a lot, EVNNPT leaders require construction contractors to focus on human resources, materials, and construction machinery in 3 shifts, 4 crews, 24/7, speed up the construction progress, complete the foundation positions before March 31, 2024 to deploy column installation to ensure the goal of completing the project in June 2024 according to the direction of the Prime Minister.
