Agreement reached to upgrade Hanoi expressway soon.

The Minister of Transport agreed with the proposal of the People's Committee of Thai Nguyen province regarding the necessity of investing in and upgrading the Hanoi - Thai Nguyen expressway section according to the planned scale.


Agreement reached on upgrading the Hanoi -Thai Nguyen expressway to 6 lanes as soon as possible.

The Minister of Transport agreed with the proposal of the People's Committee of Thai Nguyen province regarding the necessity of investing in and upgrading the Hanoi - Thai Nguyen expressway section according to the planned scale.

This is one of the points mentioned in Notice No. 45/TB - BGTVT dated February 19, 2025, announcing the conclusions of Minister of Transport Tran Hong Minh at the working session with the leaders of Thai Nguyen province.

Accordingly, the Ministry of Transport agreed with the proposal of the People's Committee of Thai Nguyen province regarding the necessity of investing in and upgrading the Hanoi - Thai Nguyen expressway section according to the planned scale to meet transportation needs and support socio-economic development of the province and the Northern Midlands and mountainous region.

The Ministry of Transport will review and report to the competent authorities for approval of the project investment in the near future, and assigns Deputy Minister Nguyen Duy Lam to direct the Planning and Investment Department and relevant agencies and units to promptly complete the procedures for project implementation.

Regarding investment in the road connecting Thai Nguyen and Lang Son provinces (replacing National Highway 1B), Minister Tran Hong Minh stated that in Notice No. 43/TB-VPCP dated February 13, 2025, the Prime Minister assigned the Ministry of Transport to study the addition of the Lang Son - Thai Nguyen expressway during the review and adjustment of the Road Network Planning for the period 2021-2030, with a vision to 2050, in accordance with the Planning Law, and to conduct research for implementation in the 2026-2030 period.

The Ministry of Transport acknowledges the proposal from the People's Committee of Thai Nguyen province. During the periodic review process as stipulated by the Planning Law, the Ministry of Transport will coordinate with localities to study and add a convenient connecting route between Thai Nguyen and Lang Son to the road network plan for the period 2021-2030, with a vision to 2050.

"To facilitate early investment in the route, the Ministry of Transport proposes that the People's Committee of Thai Nguyen province coordinate with other provinces with regional links to study and incorporate it into the provincial planning as a basis for mobilizing investment resources. The Ministry of Transport will direct relevant agencies and units to closely coordinate with localities during the implementation process," Minister Tran Hong Minh proposed.

Regarding the connection of the Ho Chi Minh Highway section through Thai Nguyen province with the local road system, Minister Tran Hong Minh instructed the Ho Chi Minh Highway Project Management Board and relevant agencies to coordinate with the Thai Nguyen Department of Transport to review and agree on handling the connecting points to ensure convenient connection between the local road system and the Ho Chi Minh Highway after completion, especially convenient connection with the ATK National Special Historical Site. 4

Regarding the operation of social welfare trains on the Hanoi - Quan Trieu railway line, the Minister of Transport agreed with the proposal of the People's Committee of Thai Nguyen province and stated that he had reported to the Prime Minister for approval of the "Operation of transport trains serving social welfare tasks" to be included in the list of public service activities using state budget funds, implemented through procurement as stipulated in Decree 32/2019/ND-CP (which includes the Hanoi - Quan Trieu line).

The Ministry of Transport has requested the People's Committee of Thai Nguyen province and the Vietnam Railways Corporation to continue coordinating and reporting to the Prime Minister. After the Prime Minister's approval, the Ministry of Transport will carry out the procedures to organize and implement the project.

In early April 2024, the People's Committee of Thai Nguyen province submitted a document to the Prime Minister requesting consideration and direction of relevant ministries and agencies to upgrade and expand the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) through the province, ensuring compliance with the Road Network Planning for the period 2021-2030, with a vision to 2050.

Specifically, the investment involves widening the road surface on the median strip of the Hanoi - Thai Nguyen section to ensure that the route meets the standards of a 6-lane expressway, with a road surface width of 3 lanes on each side (2x3.75 m); and a safety strip width of 2x3 m on the roadside (emergency stopping lane).

The investment will upgrade the Thai Nguyen - Cho Moi section to meet the standards of a 4-lane expressway, with a road surface width of 2 lanes (2x3.75 m) on each side; and a safety strip width of 2x3 m on the shoulder (emergency stopping lane).
