The Minister of Transport agreed with the proposal of the People's Committee of Thai Nguyen province on the necessity of investing in and upgrading the Hanoi - Thai Nguyen expressway section according to the planning scale.

This is one of the contents mentioned in Notice No. 45/TB - BGTVT dated February 19, 2025 announcing the conclusion of Minister of Transport Tran Hong Minh at the working session with leaders of Thai Nguyen province.
Accordingly, the Ministry of Transport agrees with the proposal of the People's Committee of Thai Nguyen province on the necessity of investing and upgrading the Hanoi - Thai Nguyen expressway section according to the planning scale to meet transportation needs and support socio-economic development of the province and the Northern Midlands and Mountains region.
The Ministry of Transport will review and report to the competent authority to allow investment in the project in the coming time and assign Deputy Minister Nguyen Duy Lam to direct the Department of Planning and Investment and relevant agencies and units to promptly complete procedures to implement the project.
Regarding investment in the road connecting Thai Nguyen - Lang Son provinces (replacing National Highway 1B), Minister Tran Hong Minh said that in Notice No. 43/TB-VPCP dated February 13, 2025, the Prime Minister assigned the Ministry of Transport to study and supplement the Lang Son - Thai Nguyen expressway in the process of reviewing and adjusting the Road Network Planning for the period 2021 - 2030, with a vision to 2050 according to the Law on Planning and research for implementation in the period 2026 - 2030.
The Ministry of Transport acknowledges the proposal of the People's Committee of Thai Nguyen province. During the periodic review process according to the provisions of the Planning Law, the Ministry of Transport will coordinate with localities to study and supplement the plan for a convenient connection route between Thai Nguyen - Lang Son into the road network planning for the period 2021-2030, with a vision to 2050.
“In order to study and invest in the route early, the Ministry of Transport proposes that the People's Committee of Thai Nguyen province coordinate with provinces with regional connecting routes to study and add it to the provincial planning as a basis for mobilizing investment resources. The Ministry of Transport will direct relevant agencies and units to closely coordinate with localities during the implementation process,” Minister Tran Hong Minh proposed.
Regarding the connection of Ho Chi Minh Road through Thai Nguyen province with the local road system, Minister Tran Hong Minh assigned the Ho Chi Minh Road Project Management Board and relevant agencies to coordinate with the Thai Nguyen Department of Transport to review and unify the handling of connection points to ensure smooth connection of the local road system with Ho Chi Minh Road after completion, especially smooth connection with the ATK National Special Relic Site. 4
Regarding the social security train operation on the Hanoi - Quan Trieu railway line, the Minister of Transport agreed with the proposal of the People's Committee of Thai Nguyen province and said that he had reported to the Prime Minister to approve the work of "Running transport trains to serve social security tasks" in the list of public career services using the state budget to place orders according to the provisions of Decree 32/2019/ND-CP (including the Hanoi - Quan Trieu route).
The Ministry of Transport requests the People's Committee of Thai Nguyen province and Vietnam Railway Corporation to continue to coordinate and report to the Prime Minister. After receiving the Prime Minister's approval, the Ministry of Transport will carry out the procedures to organize the implementation.
In early April 2024, the People's Committee of Thai Nguyen province sent a document to the Prime Minister requesting that he consider and direct relevant ministries and branches to upgrade and expand the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) through the province to ensure compliance with the Road Network Planning for the 2021-2030 period, with a vision to 2050.
Specifically, investing in expanding the road surface on the median strip between the Hanoi - Thai Nguyen section to ensure the route meets the standards of a 6-lane highway, with a road surface width of 3 lanes on each side (2x3.75 m); the safety strip width on the side of the road (emergency lane) is 2x3 m.
Investing in upgrading the Thai Nguyen - Cho Moi section to meet 4-lane highway standards, with a road surface width of 2 lanes on each side (2x3.75 m); the safety strip width on the roadside (emergency lane) is 2x3 m.
