Due to not meeting the conditions for resettlement land, many cases of land concession for the Bien Hoa - Vung Tau expressway section through Bien Hoa city were given priority by the local authorities to buy social housing to settle down.
On February 15, according to news from the Land Fund Development Center of Dong Nai province, regarding the removal of difficulties in site clearance in Phuoc Tan and Tam Phuoc wards (Bien Hoa), the relevant unit proposed to give 347 cases priority to buy social housing.

Specifically, in Phuoc Tan ward, there are 321 cases proposed to be given priority to buy social housing. Of these, 36 cases had their land revoked and 285 cases of buying and selling handwritten documents to build houses that are not in accordance with planning on other people's land.
Similarly, in Tam Phuoc ward, there are 26 cases proposed to be given priority to buy social housing, including 3 cases of co-owned land being revoked and 23 cases of buying and selling handwritten documents to build houses that are not in accordance with planning on other people's land.
In addition, in Phuoc Tan ward, there are about 200 cases of buying and selling handwritten documents to build houses that are not in accordance with planning on other people's land. When their houses were recovered, they were not considered for resettlement because they did not meet the conditions and were not recommended by Phuoc Tan ward People's Committee to buy social housing because there was no factor of relocation (no household registration, temporary residence, temporary absence or temporary residence, temporary absence expired, using electricity and water bills from the owner's household...).
According to the Land Fund Development Center of Dong Nai province, in January 2025, the Department of Construction issued a document guiding the criteria and conditions for priority in purchasing social housing for households that are not arranged for resettlement but must relocate to the Bien Hoa - Vung Tau expressway project under the direction of the Provincial People's Committee.
According to the guidance of the Department of Construction, the criteria for priority in purchasing social housing are one of the subjects specified in Clause 1, Article 77, which must be "Households and individuals whose land is recovered and whose houses must be cleared and demolished according to the provisions of law but have not been compensated by the State with houses and residential land".
Therefore, the cases of building houses on other people's land that are not in accordance with the planning and have their houses revoked to carry out the project, the cases of buying and selling with handwritten documents and land being compensated to the owner of the documents, which the People's Committee of Bien Hoa City proposed to give priority to buying social housing, do not meet the guidance of the Department of Construction.
In fact, the above households bought and sold by hand and built houses on the confiscated land. After the State confiscated the land, they had no other place to live, leading to difficulties in housing.
Bien Hoa City People's Committee has also proposed that the Department of Construction study, review and provide specific instructions on prioritizing the purchase of social housing for the above cases to create conditions for people to register to buy social housing to stabilize their lives.
The Bien Hoa - Vung Tau expressway project through Bien Hoa city is 6.2km long and the State has to reclaim 59ha of land to serve the project. The total reclaimed land area has so far reached over 44ha, equivalent to over 74%.
