Standing Vice Chairman of the Provincial People's Committee - Head of the Provincial National Assembly Delegation Nguyen Truc Son reported on the situation and results of public investment disbursement in the province.
Working Group No. 5, headed by Deputy Prime Minister Bui Thanh Son, inspected the ministries and central agencies: Ministry of Foreign Affairs, Ministry of Industry and Trade, Vietnam Electricity Group; and the localities: Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, Can Tho, Hau Giang, Soc Trang, An Giang, Dong Thap, Kien Giang, Bac Lieu, and Ca Mau.
In 2025, the total public investment capital of 3 ministries, central agencies and 13 localities under Working Group No. 5 assigned by the Prime Minister is VND 55,641 billion, of which domestic capital is VND 43,308 billion and foreign capital is VND 2,917 billion.
According to the report of the Ministry of Finance, the estimated disbursement as of February 28, 2025 of the Ministries, Central agencies and localities under the Working Group reached 7.74% of the plan assigned by the Prime Minister, higher than the national average. However, there are still 2 Ministries, agencies and 6 localities with low disbursement levels, below the national average.
Reporting to the Deputy Prime Minister, Permanent Vice Chairman of the Provincial People's Committee - Head of the Provincial National Assembly Delegation Nguyen Truc Son said that up to now, the province's disbursement rate is estimated at 9.45%. However, in the first months of 2025, the province focused on and prioritized the recovery of advances for major projects that had started construction in 2024. Therefore, the disbursement rate in the first 2 months of 2025 was not high, but the actual volume of project implementation at the site was quite large.
In January 2025, the province focused on disbursing capital for 2024 projects, including extended projects, so the newly allocated capital in 2025 has not been used yet. For newly started projects, in the first quarter of 2025, the focus was on completing investment procedures, contractor selection plans, etc., so the capital disbursement progress in the first months of the year was still low.
In addition, the scarcity of construction materials (especially river sand for construction filling) along with the high prices of raw materials and fuel have affected the implementation of projects.
Regarding solutions, Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son said that the province has established Working Groups directly directed by the Chairman and Vice Chairman of the Provincial People's Committee to inspect and urge the acceleration of public investment disbursement in 2025. The province will continue to urge and increase the disbursement rate in the second quarter of 2025.
The Standing Vice Chairman of the Provincial People's Committee said that since this is the last year of the Medium-Term Public Investment Plan, the province will adjust the plan while working, review all capital sources to register for the new Medium-Term Plan 2026 - 2030, the province is very determined to complete the projects in 2025 to enter the new Medium-Term period. Ben Tre is committed to completing the projects in the Medium-Term Plan 2021 - 2025.
In order to prepare for the upcoming medium-term public investment capital, the province recommends that the Ministry of Finance soon issue a guiding document so that the implementation of public investment projects is not passive in the process of restructuring the apparatus and merging according to the direction of the Central Government. The Central Ministries and branches support the province in synthesizing and soon submitting to the Prime Minister for approval the project proposal for the construction of a coastal road connecting Ben Tre province with Tien Giang and Tra Vinh provinces according to the project proposal of Ben Tre province.
In his speech, Deputy Prime Minister Bui Thanh Son acknowledged the efforts of 3 ministries, central agencies, and 13 localities under Working Group No. 5 on disbursement of public investment capital in 2025.
Regarding the tasks in the coming time, the Deputy Prime Minister suggested continuing to resolutely and effectively implement the Central Government's direction on disbursement of public investment capital. In particular, the heads of ministries, central agencies and localities need to consider this a key and important task in 2025 to focus on implementation.
Ministries, agencies and localities develop disbursement plans for each month and quarter, assigning leaders to be responsible for monitoring the progress of implementation and disbursement of each project according to the set plan.
Proactively review and evaluate the allocation capacity, implementation status and disbursement of each project to promptly have a plan to internally transfer capital to projects in need, ensuring disbursement of all assigned capital.
Focus on promptly handling difficulties and problems that arise, arranging sufficient counterpart funds for ODA projects; directing investors and project management boards to closely coordinate with local authorities in site clearance for projects.
The Deputy Prime Minister requested the mobilization of the entire political system, increased coordination between central and local ministries and branches, and the mobilization of people's support and contributions in site clearance and project implementation.
