In recent times, the emulation movement "Eliminating temporary and dilapidated houses" in Ca Mau province has attracted the participation and positive response of all classes of people, with many good models, new and creative ways of doing things, bringing practical results.
Up to now, the whole province of Ca Mau has started construction of a total of 2,145 houses, of which 1,388 have been completed. The total disbursed budget is over 108 billion VND, reaching 79.47% of the total allocated budget. Of the 4,400 houses under the program, 3,124 do not have sanitary toilets and Ca Mau province has directed additional funding for construction.
According to the general assessment, most localities are implementing very well, ensuring progress according to the requirements. In particular, the People's Committees of districts and Ca Mau City have been flexible and creative in their approach and support methods to speed up progress and ensure the quality of the houses are durable and spacious. Typically, Ca Mau City has provided additional funding (in addition to the provincial funding) of 10 million VND/new house and 5 million VND/repaired house.
Tran Van Thoi district assigned union members and youths to actively help with labor days, prioritizing the elderly and weak households who are single and unable to work; Nam Can district established 10 volunteer teams to remove temporary and dilapidated houses in the district and communes and towns, and provided additional construction materials... Thoi Binh district also had a flexible approach in the implementation process. Mr. Tran Minh Nhan - Vice Chairman of Thoi Binh district People's Committee shared: "For households lacking counterpart funds, we have developed a plan and mobilized support from benefactors. Up to now, the total amount mobilized is nearly 1 billion VND.
In order to ensure resources for the implementation of the Program to eliminate temporary and dilapidated houses, Ca Mau focuses on mobilizing from many different sources. Specifically, the provincial budget allocation source, the fund for mobilizing the Gratitude Fund, the Fund for the Poor, and housing support funds under the National Target Program for Socio-economic Development of Ethnic Minority Areas. In addition, the province takes advantage of the central government's support funds, preferential capital through the Social Policy Bank and socialized resources from mobilizing businesses, people, and households to support house building.
Permanent Vice President of the Vietnam Fatherland Front Committee of Ca Mau Province, Vo Thi Ngoc Han, said that since the Prime Minister launched the program to eliminate temporary and dilapidated houses, the entire political system of Ca Mau Province has actively participated with high determination. The Vietnam Fatherland Front Committee of the province and its member organizations have closely coordinated with localities in leading, directing, and checking work contents and weekly implementation criteria; flexibly implementing solutions in mobilizing socialized resources, seeking support from agencies, organizations, businesses, and philanthropists to join hands, support, and help people build hygienic houses and toilets.
According to the province's initial plan, the project to eliminate temporary and dilapidated houses in August would be completed before September 2. However, to speed up the progress, Ca Mau province is determined to complete it by the end of June 2025. Up to this point, for the 2,888 houses for poor households with guaranteed resources, the Vietnam Fatherland Front Committee of the province has allocated and transferred them to localities, while the remaining houses for people with meritorious services are also being vigorously implemented by localities.
