On October 2, the Provincial People's Committee organized a firefighting and rescue drill at the provincial level in 2024, mobilizing many forces and means to coordinate at Son La Sugarcane Joint Stock Company.

Attending the drill were comrade Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee, Head of the Drill Steering Committee; leaders of departments, branches, sectors, People's Committees of districts and cities.

The drill consists of 2 parts: Operating the command mechanism and practical drill. After practicing the process of operating the command and control mechanism when a situation occurs, a practical drill took place, with a hypothetical situation: At the sugar factory, a dust explosion occurred in the boiler area, causing a large fire in the bagasse storage house, collapsing construction structures, breaking product storage equipment, steam pipes in the boiler combustion chambers, the chemical processing area of the RS sugar factory and the RE sugar factory. The cause was that the production process took place continuously for a long time, generating a large amount of dust but not all of it escaped, gradually accumulating in the boiler area and the production workshops. When the dust concentration reached the dangerous limit value, it caught heat at the bagasse incinerator door, causing a fire and explosion.

At the same time, a fire broke out on a tractor trailer carrying a container containing packaging that was being unloaded at warehouse number 3; the cause was a technical problem, the tractor engine caught fire, causing the fire to spread throughout the entire vehicle; many people were injured and could not escape on their own, and were trapped and in dire need of assistance from outside forces. At the same time, the explosion damaged the sulfur furnace's steam pipeline system, and S02 gas was released to the outside, causing suffocation, affecting the health and endangering the lives of people in the area.

To handle the situation, the leaders of Son La Sugarcane Joint Stock Company mobilized the local fire prevention and fighting force to quickly deploy forces and equipment to organize fire fighting and rescue. At the same time, they called neighboring units, local authorities and called the Mai Son District Police to report the fire. Immediately after that, Mai Son District Police mobilized forces and equipment of the Fire Prevention and Fighting Police and the civil defense forces, and the Mai Son District facilities to carry out fire fighting and rescue activities; the Fire Prevention and Fighting Police Department and other forces under the Provincial Police coordinated to organize fire fighting and rescue activities.

The Drill Steering Committee and the Drill Command mobilized 41 units with 560 participants, 62 vehicles and mechanical equipment to participate in fire fighting, rescue and relief. With the rapid mobilization of forces and the drastic, synchronous, scientific and timely implementation of measures. After nearly 1 hour since the discovery, the fire was completely controlled and extinguished.

The drill was completed according to plan and program and achieved the set goals, ensuring absolute safety for people and vehicles; perfecting the coordination and cooperation mechanism between forces in commanding and operating fire fighting, rescue and relief work; demonstrating the command and operation capacity in handling large fire situations.

Speaking at the drill, comrade Nguyen Thanh Cong assessed: Through the drill, it helps to perfect the drill plans, fire prevention and rescue plans, and consolidate the "4 on-site" motto in fire prevention and rescue work of the facility. At the same time, it raises awareness and responsibility of local Party committees and authorities, of specialized forces to ensure security and order, fire prevention and rescue of each agency, organization, enterprise and people for fire prevention and rescue work, contributing to minimizing damage to people and property.
