On October 9, the Central Council for Coordinating Legal Dissemination and Education organized the 2024 “Business and Law” Forum. This is the second time the forum has been held, an activity under the Inter-sectoral Legal Support Program for Small and Medium Enterprises for the period 2021-2025.

In addition to the central bridge in Hanoi, the forum is connected online to bridges in 63 provinces and cities.

The theme and content of this year's forum is "Joining hands to solve legal issues, contributing to creating a favorable investment and business environment for enterprises". The theme closely follows the direction of General Secretary and President To Lam at the 10th Central Conference of the 13th tenure: "Highly unifying to determine stronger breakthroughs in development institutions, removing bottlenecks and barriers, taking people and enterprises as the center".

Identify, resolve legal issues, support and accompany businesses

Speaking at the opening of the forum, Minister of Justice Nguyen Hai Ninh emphasized: Our country is facing a new era, an era of national growth, building and perfecting institutions is the "breakthrough of breakthroughs", the driving force and resource for development.

Renewing thinking in building and perfecting institutions and laws towards creating a legal corridor, innovating, unlocking resources, and promoting development is considered one of the prerequisites for successfully implementing socio-economic development goals and ensuring national defense and security in the new context.

To meet that requirement, we need to regularly review, identify and resolve legal issues, support and accompany businesses, and create a favorable environment for investment, production and business.

With that spirit, today the Central Council for Legal Education and Dissemination organizes the 2024 Business and Law Forum with the theme "Joining hands to solve legal issues, contributing to creating a favorable investment and business environment for enterprises".

The Minister of Justice said that at the upcoming 8th session of the National Assembly, the Government will submit important bills in the spirit of 1 law amending many laws on tax, securities, investment... following the direction of Prime Minister Pham Minh Chinh at the Government Standing Conference working with enterprises held on September 21, 2024, which is: "Resolving difficulties for enterprises is contributing to solving difficulties for the economy, developing enterprises means developing the country, the spirit is that wherever there is a problem, there must be a solution, wherever there is a problem, there must be a solution, no pushing, no avoiding, no causing trouble, no harassment".

“And today's 2024 Business and Law Forum is a practical activity that the Central Council for Legal Education and Dissemination is carrying out to implement this consistent policy,” said Minister Nguyen Hai Ninh.

Minister of Justice Nguyen Hai Ninh hopes that the 2024 Business and Law Forum will aim for two main goals: First, to correctly and accurately identify existing legal problems in investment, production and business of enterprises in the context of enterprises being on the path of recovery and development; clarify the causes of those existing problems? Are they due to legal regulations or law enforcement organizations (or both)?

Second, provide effective solutions to immediately resolve legal issues that businesses are facing, especially in terms of law enforcement and organization. At the same time, clearly identify directions for amending, supplementing or developing new legal documents to encourage businesses to innovate and promote development.

In the first 9 months of 2024, the Government held 9 thematic meetings on law-making; the Government issued 122 Decrees, 215 Resolutions, the Prime Minister issued 1,129 Decisions, 35 Directives, and held 3 Steering Committee meetings on reviewing and handling legal issues and problems.

These specific actions, together with the strong direction of the Government and the Prime Minister in the work of building and perfecting policies and laws, have significantly contributed to promoting socio-economic development in recent times. GDP in the third quarter increased by 7.4%, in the first 9 months of 2024 increased by 6.82%, the macro economy was stable, inflation was controlled, and major balances were ensured.

The business development situation tends to be positive with 183,000 newly established and returning businesses, higher than the number of businesses withdrawing from the market (163,000).
