Located in the middle of the economic triangle of Ho Chi Minh City - Binh Duong - Ba Ria Vung Tau, Long Thanh is not only an aviation gateway but also an economic connection center of the region.

To realize the vision of becoming the country's first airport city, the locality has prepared land use planning for industrial parks, roads, community activities, and urban infrastructure.

Currently, a series of key national traffic projects are being implemented such as: Bien Hoa - Vung Tau Expressway, Ben Luc - Long Thanh, Ring Road 3, Nhon Trach Bridge... These projects will be completed and put into operation from 2025 - 2027 to meet the needs of travel to and from Long Thanh airport. In addition, a series of intra-provincial routes such as 770B, 769, 773, 25B, 25C are also being invested in and upgraded by the province, helping to expand connectivity.

The port has a total investment capital of VND20,000 billion, with an operating capacity of 2.2 million TEUs per year. According to Mr. Truong Hoang Hai, General Director of Phuoc An Port Company, the port will help reduce traffic congestion and increase the ability to transport goods between Ho Chi Minh City and neighboring provinces.

"Connecting by water, road, air, and rail... will be an advantage of Long Thanh that not every locality has," said Mr. Hai.

The North-South high-speed railway line being studied for investment will pass through Long Thanh airport, ending at Thu Thiem, Ho Chi Minh City, which will be a great intersection of 5 types of transportation in Long Thanh.

Mr. Nguyen Hong Linh, Secretary of Dong Nai Provincial Party Committee, said that Dong Nai needs about 2 billion USD to develop infrastructure in the dynamic areas around Long Thanh airport. The provincial leaders also expect that after being put into operation, Long Thanh airport project can contribute to Dong Nai's GDP growth of 3-5%.

According to Mr. Linh, planning is the key to urban development. In particular, in addition to state investment capital, more social resources are needed.

What does the airport city look like?

According to the approved planning project, the Prime Minister approved Dong Nai to use the Long Thanh airport urban area as a new development driving force.

According to the Long Thanh urban master plan, by 2045, the planning scope will include the entire Long Thanh district with an area of ​​430.62 square kilometers. The population forecast by 2045 is about 480-500,000 people.

Long Thanh urban area is planned synchronously, linked with national and Southeast regional planning. The goal is to achieve the standards of a type III urban area by 2030 and a type II urban area after 2030, becoming an economic, logistics, industrial and high-tech center.

According to the plan, this place will form a "dynamic urban quadrangle" around Long Thanh airport. Long Thanh city is a smart city, a center of trade - services, and international exchange.

Sharing with Giao thong Newspaper, Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that the locality has organized a contest "Ideas for general planning of Long Thanh airport urban area, Dong Nai province and surrounding areas". Long Thanh airport urban area and surrounding areas are bordered by 3 districts Long Thanh, Thong Nhat, Cam My with an area of ​​over 57,000 hectares.

The difference with other urban areas, according to Mr. Duc, is that Long Thanh's residential areas and urban areas prioritize green spaces and public spaces to serve residents and tourists coming and going from the airport.

"We will closely follow the planning approved by the Prime Minister, thereby focusing State resources on investing and developing the infrastructure network. In particular, priority will be given to developing transport infrastructure, especially inter-regional transport," said Mr. Duc.

Mr. Huynh Tan Loc, Deputy Director of the Department of Construction of Dong Nai province, said that the advantage of Long Thanh is to build a completely new city. There are not many old urban areas, so the planning will be built systematically, focusing on urban development in an ecological and sustainable direction.

According to Mr. Loc, Long Thanh airport has a very convenient location, it only takes about 40 minutes to travel to Ho Chi Minh City. In the future, with the Long Thanh - Thu Thiem railway, travel will be even faster. Another advantage is that Long Thanh airport is located close to the Cai Mep - Thi Vai deep-water seaport system. Therefore, if the construction planning for the area surrounding Long Thanh airport is good, it will bring great economic efficiency.

Mr. Le Van Tiep, Chairman of Long Thanh District People's Committee, said that he is coordinating with the Department of Construction to organize an architectural design competition and select an international bidding unit to consult on planning Long Thanh as an airport city. To create more resources for infrastructure investment, in addition to the budget, the district has early selected prime land locations that can be auctioned later to serve the projects.

How to turn vision into reality?

Mr. Le Dinh Tho, former Deputy Minister of Transport, Head of the Advisory Group to the Minister of Transport, assessed that by 2030, Dong Nai, especially Long Thanh, will have a transport infrastructure that is unmatched anywhere. This will create great opportunities for synchronous economic development for the entire Southeast region.

According to Dr. Ngo Viet Nam Son, Architect, Airport City means that how the airport connects with the city must be calculated synchronously and comprehensively. If we follow the old way of thinking, that is, the airport is a blank area, the city cannot be affected, the efficiency will certainly not be high. Not only the multi-modal transport infrastructure, right inside the airport and outside, the airport city must also have enough commercial office and entertainment services within a radius of 5-10km to meet the demand.

Explaining further, Mr. Son said that not every place with an airport can develop an airport city. In Vietnam, only four places are capable of doing so, namely Tan Son Nhat, Noi Bai, Da Nang and Long Thanh. And Long Thanh is an ideal location as it is the intersection of five types of transportation, well-planned and completely newly built.

"However, to turn this vision into reality in the next 10 years, implementation needs to be accompanied by breakthrough thinking and long-term vision," Mr. Son recommended.

According to Ms. Nguyen Thi Hoang, Vice Chairwoman of Dong Nai Provincial People's Committee, Long Thanh airport will create a strong boost for important sectors, turning the surrounding area into a multi-industry development center, in which high-tech industry, logistics and commercial services will take the lead.

"The province's goal by 2030 is to become a strategic transit gateway for the South. The province is promoting public-private partnerships and improving administrative procedures to create favorable conditions for investors. We hope that large domestic and foreign corporations will come to invest in the fields of trade, services and logistics," she affirmed.

Long Thanh airport project phase 1 is divided into four component projects.

In component project 3, contractors are building the passenger terminal, runway, taxiway and traffic system connecting T1 and T2.

The contract value of the 5.10 passenger terminal package has so far reached over VND8,300 billion, equivalent to 25.05%. It is expected to complete the entire construction before December 2025, complete the facade erection before March 2026, install equipment for trial operation in early 2026 and strive to complete before August 31, 2026.

Package 4.6 runway taxiway apron actual construction volume reached about 2,015 billion VND, equivalent to 27.82%. Expected to be completed and put into technical operation before April 30, 2025, 3 months ahead of the contract schedule.

Package 6.12 connecting road T1, T2 construction volume reached about 1,205.85 billion VND, equivalent to 50.5%.

In addition, three other bid packages including aircraft parking works; internal port traffic works and airport technical infrastructure; and aircraft fuel supply system are also about to start.

Component 2 project - basic items of air traffic control works have achieved the set progress. Of which, the air traffic control tower has completed the rough construction and was topped out at the end of September.

As for component project 1 - Headquarters of state management agencies, the construction progress must be synchronized with component project 3.

Component project 4 is currently inviting bids for priority projects.

9,000 hectares of land reserved for logistics development

Mr. Nguyen Huu Nguyen, Director of the Department of Planning and Investment of Dong Nai province, said that the province is developing logistics with two airports, Long Thanh and Bien Hoa (dual-use airports), along with a system of seaports, dry ports, railways and expressways. The scale of this infrastructure is expected to reach nearly 9,000 hectares.

In addition, the province is planning three modern logistics centers with a total area of ​​nearly 450 hectares, including the Southern Logistics Center of Long Thanh Airport (100 hectares) and the Northern Logistics Center of Long Thanh Airport (100 hectares). At the same time, a 300-hectare research and innovation complex in the airport urban area is also being implemented.

Inspired by airport city models around the world such as Incheon (Korea) or Changi (Singapore), Dong Nai is gradually building Long Thanh into a modern urban area, with full amenities, digital infrastructure and high-class services for residents, tourists and foreign experts.

According to the Department of Industry and Trade of Dong Nai province, in the trade and service planning until 2030, with a vision to 2050, the province has 26 commercial centers, many oil depots and logistics projects. In particular, in the area surrounding Long Thanh airport alone, the authorities have planned nearly 900 hectares of commercial and service land to call for investment.

According to architect Ngo Viet Nam Son, in reality, airport planning and urban planning in provinces and cities are still being carried out separately from the airport, so they are not synchronized and face many difficulties.

Therefore, Dong Nai needs to complete the regional urban transport system and most importantly, increase the level of connection with Ho Chi Minh City. It is necessary to reshape the main traffic axis as multi-modal transport, combining railways, waterways, roads, and expressways connecting Binh Duong, Ho Chi Minh City, Dong Nai, Ba Ria - Vung Tau directly to the sea, reducing many costs and facilitating the connection of goods.

"In addition, the planning and construction of satellite urban areas, residential areas and commercial centers around the airport need to be carried out systematically, avoiding overlapping planning and unsynchronized development. Long Thanh not only needs investment in infrastructure but also needs to have a modern urban ecosystem that is attractive to residents and international investors," said Mr. Son.

Competition for urban planning ideas for Long Thanh airport

On June 11, the People's Committee of Dong Nai province issued a decision to establish a Competition Council for "Ideas for the master plan of Long Thanh airport and surrounding areas". The Competition Council will consider and select good and innovative ideas to be included in the project to adjust the master plan of Long Thanh urban area until 2045.

The Council also evaluated, ranked and awarded units with good ideas: 1 First prize (worth 2 billion VND), 1 Second prize (worth 1 billion VND), 1 Third prize (worth 500 million VND).

Attractive to investors

Realizing the strong development potential of Long Thanh, many large domestic and foreign enterprises have begun to research and invest in this area, especially in urban, industrial and tourism service areas.

Amata Group (Thailand) has invested in building Long Thanh High-Tech Industrial Park with an area of ​​410 hectares, with a total investment of more than 282 million USD. As of mid-2024, this industrial park has attracted four investment projects with a total capital of more than 150 million USD.

In addition, many advanced technology projects with large investment capital have been licensed in Long Thanh high-tech industrial park, such as: Kingfa Science & Technology Vietnam Co., Ltd. project of Chinese investors, with an investment capital of 80 million USD. Wave Crest Vietnam Co., Ltd. factory with an investment capital of 10 million USD, capital from Japan... These projects are all under construction, with advanced production technology.

In particular, in Long Thanh and neighboring areas such as Cam My and Nhon Trach, real estate investors have also built a series of modern urban and residential areas with high quality of life for high-income experts and businesses.

The Loc An - Binh Son resettlement area is considered a "model" resettlement area and is also forming a miniature urban area with many amenities.
