Green transformation is increasingly strong, what opportunities are there for the shipbuilding industry?

Vietnam's shipbuilding industry has many advantages for development in the context of the maritime industry moving towards emission reduction and green shipping development.


Demand for shipbuilding is increasing sharply.

At the workshop "Green transformation in the maritime and offshore wind power industry - Development potential in Vietnam" on the morning of March 6 within the framework of the international exhibition of shipbuilding technology Vietship, Mr. Hoang Hong Giang, Deputy Director of the Vietnam Maritime and Waterways Administration, said that currently, there are 88 shipbuilding enterprises and 411 inland waterway vehicle (IWT) construction facilities nationwide. Of which, there are about 120 enterprises building and repairing ships with a tonnage of more than 1,000 tons.

Mr. Hoang Hong Giang, Deputy Director of Vietnam Maritime and Waterways Administration, spoke at the workshop.

According to Mr. Giang, the current capacity of building new ships in Vietnam is about 3.5 million tons/year. Vietnam's shipbuilding industry ranks 7th in the world, accounting for 0.61% of the global shipbuilding market share.

Affirming that the shipbuilding market has great potential in the coming time, the leader of the Vietnam Maritime and Waterways Administration informed that by 2030, the scale of Vietnam's seagoing fleet is expected to be from 1,600 - 1,750 ships, with a total tonnage of 17 - 18 million tons.

Of which, the demand for new domestic shipbuilding by 2030 is about 95 - 245 ships (equivalent to 16 - 41 ships/year), equivalent to a total tonnage of 4-5 million tons (including the number of newly built ships and replacements of old fleets).

In that context, the demand for new shipbuilding in the world from 2023-2030 is expected to grow by 3.95% per year.

"Vietnam's capacity to build new foreign ships will reach 2.7 - 2.8 million tons/year, accounting for 0.88 - 0.9% of the global shipbuilding market share by 2030," Mr. Giang commented on the capacity of Vietnam's shipbuilding industry to participate in the world shipbuilding market.

However, Mr. Giang said that the trend of developing the fleet, converting to green energy and reducing carbon emissions also poses many challenges for the Vietnamese shipbuilding industry when shipbuilding facilities do not have enough infrastructure and resources to produce green ships. At the same time, there are no clear preferential policies on taxes, fees and financial support.

Regarding the strict regulations of the maritime transport industry in converting green energy of Vietnamese ships and inland waterway vehicles, Deputy Director of the Vietnam Register Tran Anh Duong said that the Prime Minister has issued Decision 876, with the orientation for the period 2022-2030 to encourage ships to comply with MARPOL and invest in green energy vehicles. From 2031-2050, the orientation is for 100% of ships operating on domestic routes to switch to using electricity and green energy.

According to Mr. Pham Hoai Chung, Chairman of the Board of Directors of the Shipbuilding Industry Corporation, Vietnam has many competitive advantages in the shipbuilding industry.

At the workshop, Mr. Pham Hoai Chung, Chairman of the Board of Directors of the Shipbuilding Industry Corporation, affirmed that Vietnam has many competitive advantages in the shipbuilding industry. Vietnam has a long coastline and a favorable geographical location for the development of the maritime transport and shipbuilding industries, serving both domestic and export needs.

The Government has had many policies to support the development of the shipbuilding industry, including promoting links with international partners, encouraging infrastructure investment, and supporting technology modernization.

At the same time, the Vietnamese shipbuilding industry has built most of the general cargo ships, bulk carriers, oil tankers, car carriers, and built a number of supporting industrial facilities to support the shipbuilding industry.

According to Mr. Chung, in the context of Vietnam's constantly increasing demand for maritime transport, exporting goods by sea accounts for a large proportion of total export turnover, which is one of the great advantages for the development of Vietnam's shipbuilding industry.

At the same time, FDI shipbuilding enterprises have strengths in technology, are developing well, and still have room for investment and expansion of production capacity. The workforce is also young, skilled, easy to train, and competitive labor costs are also great advantages.

"Foreign investment in the shipbuilding industry is increasing, especially from countries with advanced technology. This creates opportunities to learn from experience, transfer technology, and improve the exploitation capacity of domestic shipbuilding enterprises through cooperation and technology transfer opportunities," Mr. Chung shared and emphasized that according to the regulations of the International Maritime Organization (IMO) on mandatory clean energy conversion according to (COP 26), it will be a factor promoting the growth of the shipbuilding industry in the coming time.

However, SBIC leaders believe that to seize the opportunity, Vietnam needs to take advantage of and promote existing advantages and have specific solutions for each issue from human resources, policies, technology, infrastructure development, removing financial obstacles, etc.

"We need breakthrough, strategic solutions in developing and promoting the shipbuilding industry. At the same time, we need to take advantage of labor resources with competitive labor costs before 2030, as well as cooperate with training schools to improve the quality of human resources for shipbuilding development," said Mr. Chung, suggesting that management agencies need to have policies in shipbuilding joint ventures to have a commitment rate for technology transfer, thereby helping the Vietnamese shipbuilding industry develop sustainably.
