The Ministry of Public Security has just issued Decision No. 121 on the announcement of the list of administrative procedures in the field of aviation security under the jurisdiction of the Ministry of Public Security. The decision takes effect from March 1.
In this decision, the authorities announced 13 new administrative procedures issued in the field of aviation security.
Accordingly, 6 administrative procedures will be carried out at the Immigration Department, Immigration Management Office of the provincial police with airports (except for localities with airports under the management of the Immigration Department).
The Ministry of Public Security will manage the state on aviation security from March 1 (illustrative photo).
The 6 procedures include: Issuing new airport security control cards with long-term validity; reissuing airport security control cards with long-term validity; issuing airport security control cards with short-term validity.
Next is the issuance of new airport and seaport security control licenses with long-term validity; re-issuance of airport and seaport security control licenses with long-term validity; and issuance of airport and seaport security control licenses with short-term validity.
The Ministry of Public Security is gradually perfecting the aviation security force according to regulations.
Seven other administrative procedures will be carried out at the Immigration Department, including: Issuing licenses, extending, supplementing, and restoring aviation security officer qualifications; approving aviation security programs and regulations; accepting foreign airlines' aviation security programs; amending and supplementing aviation security programs and regulations.
Granting certificates of facilities qualified to train and coach aviation security staff; re-granting certificates of facilities qualified to train and coach aviation security staff; granting licenses to provide aviation security services at airports; re-granting licenses to provide aviation security services at airports.
Since March 1, the aviation security force of the Ministry of Public Security has taken over 2 out of 3 control functions, including: State management of aviation security; providing aviation security services at airports, airfields and facilities for handling goods and postal items to be loaded onto aircraft.
The Immigration Department is the unit assigned by the Ministry of Public Security to carry out the task of ensuring aviation security, ensuring the principle of continuous operation without interruption, without affecting people, organizations and businesses.
To manage the service provision process, the Ministry of Public Security has established the National Aviation Security Center based on the Aviation Security Department (under Department A08).
